HomeMy WebLinkAboutRESOLUTION NO. 2024-07RESOLUTION NO. 2024-07 A RESOLUTION TO APPROVE JOB DESCKIPTIONS WHEREAS, the City of Fairfax, Iowa desires to have a personnel policy manual and job descriptions which explain the currellt policies, procedures, and responsibilities; and WHEREAS, the City of Fairfax, Iowa, has revised some of the job descriptions; and WHEREAS, the City of Fairfax's employees desire to have a personnel policy inanual and job descriptions to infoi�n thein of policies, procedures, and responsibilities. NOW, THEREFORE, BE IT R�SOLVED, by the City Council of the City of Fairfax, Fairfax, Iowa, that they adopt the revised job descriptions; and BE IT FURTHER RESOLVED, by the Fairfax City Council of the City of Fairfax, Iowa, that the City Clerk is directed to disti•ibute the job descriptions to the einployees and members of manageir�ent and the Mayor and City Clerk/Treasurer are hereby directed to certify this resolution of approval. JOB P'UNCTIONS: Responsible for orgaiuzing and unple�nenting all park programs; �naintaining Ciry park properry and buildings; supelvising park employees and volunteers. JOB R�SPONSIBILITIES: Pai�ks Pro �ag� ms: ]. Prepares the agenda and other official documents, and organizes, attends, and participates in the Parks aild Beautification Board meetings. 2. Works with the Parks and Beautification Board to draft new or revised park ordinances or policies for recominendation to the Ciry Council. 3. Attends regular City Council meetings and makes a Parks and Recreation report. 4. Prepare and submit for reconunendation to tbe'City Council Parks & 12ec Deparhilent policy and procedure updates and other official documents when necessary. 5. Submit budget infonnation to the Ciry Clerk to be included in the City Coui7cil packet. This includes proposals for the new fiscal year and budget amendinent requests during the year. 6. Supervises departmental purchasing, following the City of Fairfax Purchasing Policy. 7. Seeks grant, rental, or sponsorslup opportunities for park projects and then submits infonnation and proceeds to the City Clerk's staff. 8. Arranges, attend, and supeivise deparhnent recreational programs and events. Develop programs for t-esidents of all ages. 9. Conduct program evaluations to detennine the feasibility, participation level, and qualiry of each pi-ogam and event. 10. Organizes, participates, and supervises (or airanges for such) the concession stand during prop�ams and events. Tuin in all receipts '' `'� '" *'� '�"" ''"' pi'omptly to the city clerk's office with any required paperwork. 11. Develop public infonnation regarding park programs and events. This inay include but not be lunited to: flyers, posters, brochures, sign-up fonns, calendars, schedules, website posts, Facebook posts, Nixle messages, and Twitter messages. Any social inedia posts shall follow the City's Soci�l Media Policy. 12. Assists in implemei�ting the City of Fairfax hu-ing process far park deparhnent employees and makes recommendations to the City Council regarding hi�7ng decisions. Recomrnends to the Mayor and/oi- City council for employee dismissals. . , � . , , . 14. Receives and distributes all requit�ed employment or volunteer paperwork with the assistance of the city cierk's staff. 15. Attends in-person or online continuing education classes that relate to job role. 16. Distribute, track, and ensure the return of equipment and keys needed for park progra�ns. 17. Directs, assigns, plans, and reviews work of parks department staff, both employees and volunteers. -1- 1�. At�-ange fol- tlie maintenance of the g��ounds and buildings on all City pat-ks property as needed. These duties will include but ilot be limited to: emptying trash, sweeping floors, cleaning i-estrooms, maintaining fields, and others as assigned. 2. An�avge for the trimming and/or removal of trees on the City park properry as needed. 3. Co���municate to the City's maintenance department about weed contcol on the City park propet-Cy when needed. Assist if needed to obtain a quote for professional spr�aying. 4. Distribute and track keys for fields and par�k buildings. 5. Arrange for the maintenance of the City trails as needed. 6. Detei7nine if the weather and/or grounds are suitable for the planned activities. Coimnunicate delays or cancellations as soon as possible to all those involved. 7. Close up the facilities (ot- arrange for such) after a program or event. 8. Organize wark days with volunteer groups. Equipn7ent: 1. Operate job-requll-ed equipment on appropriate applications as needed. 2. Coimllunicate to the n�aiutenance staff about general inaintenance and repair work needed on all Ciry equipment as needed. 3. Coirnnunicate to the maintenance staff about the operation and maintenance of the splash pad. Work with the water department on this task as needed. Miscellaneous: 1. Keep an accurate time card and submit it on the first business day of each week to the ciry clerl<'s office. The Director is allowed to work a flex schedule due to park programs, events, and meetings. Keep the city staff infonned of your weekly wark schedule. 2. Notify the city clerk's office if you find it necessaiy to leave work early. 3. Notify the city cle�i<'s office if you are unable to be present for work or unexpectedly detained. 4. Be aware of all city policies as listed in the City of Fairfax's Personnel Policy Manual or as may be updated. 'I'his manual will be updated as needed. All updates becoine effective once adopted by the Fairfax Ciry Council. 5. All other duties as may be needed or assigned. CONTACTS: The incumbent in this position makes frequent contact with other City of Fairfax e�nployees and the Mayor to exchange and inteipret infonnation. Contacts with residents are significant and regular and usually involve the exchange and conveyance of infonnation. Contacts made with persons outside the Ciry may be fi-equent and will involve progz-am participants, vendors, and contractors and involve the exchange and interpretation of infot7nation regarding City projects programs or supplies/equipment purchases. EQUIPMENT USED: Computer, phone, copier/scanners, pick-up truck, inowing equipment, h�ail maintenance equipment, as well as various hand and power tools. -2- QUALIF'ICATIONS: A. Lducation — High Schoo] Graduate or equivalent required. Preference is given to an applicant witli a college de�-ee in leisut-e se�vices or i-elated field or equivalent experience. Speak, read, and write English fluently for communication with staff, residents, elected officials, and otl�ers. B. License—valid lowa Driver's License C. Cei�tification — Adult and Pediatric First Aid/CPR/AED and Food Protection Manager Cel-rifications i�ec�uired within six (6) months of hire. Lmplo}�nent with the ciry is required two (2) years followuig certification ar- the employee will rein�burse the City fot� all education-related expenses incui��ed. D. JOB RESPONSIBILITIES: 1. Attending department recreational programs and events as needed. 2. Assist in developing new projects and revamping current processes. 3. Be familiar with all park rules and regulations. 4. Direct grounds crew team members in their daily responsibilities as needed. 5. Overseehnaintain the cleanliness of all city parks and suirounding az-eas including all park buildings. 6. Prepare concession stand for all Parks & Rec events as needed. 7. Be fainiliar with all concession stand team inember protocols and train new einployees. 8. Assist with the concession stand during pro��ains and events as needed, including handling food, handling cash, stocking inventory, and assisting customers. 9. Provide infonnation to residents and non-residents as it applies to all city parks and Parks & Rec programs. 10. Be able to hold exit interviews far the part-time summer crew as well as assist in hiring interviews. MISCELLANEOUS: 1. Keep an accurate tune card and sign off after your last shift of the work week (the work week is Monday through Sunday). The wor�k schedule will be dictated by the supervisor and workload. 2.
