HomeMy WebLinkAboutRESOLUTION NO. 2024-10RESOLUTION NO. 2024-10 RESOLUTION AUTHORIZING AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF FAIRFAX AND HALL & HALL ENGINEERS, INC. WHEREAS, the City Cou11ci1 of Fairfax, Iowa has a previously approved a Professional Services Agree�nent (Resolution No. 2022-23) with Hall & Hall Engineers, Inc. to provide site surveying, civil design engineering, public bidding, and construction engineering seivices for the public water main extensions under the Union Pacific railroad tracks and under Prairie Creek; and WHEREAS, Hall & Hall Engineers, Inc. has submitted an Amendment to the Professional Services Agreeinent for providing additional engineeril7g and adininistration services for the water main crossings at the Union Pacific railroad tracks and Prairie Cl-eek. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fairfax, Iowa, to enter into this Ainendment of the Professional Services Agreeinent with Hall & Hall Engineers, Inc. as attached. BE IT FURTHER RESOLVED, by the Fairfax City Council of the City of Fairfax, Iowa, that the Mayor and City Clerk/Treasurer are hereby authorized and directed to execute both this resolution and the amended Professional Services Agreement. (hereinafter referred to as "ENGINEER"). The OWNER and the ENGINEER agree to amend the scope of services as indicated in the originai Professional Services Agreement and previousiy approved amendments, as follows: Amend the engineering services agreement for additional woric associated with Union Pacific Railroad's access permit requirements for utility potholing and soil borings. a) Coordinate an amendment to the Access Permit with Union Pacifc. b) Perform further administrative tasks and submittals required by Union Pacific's consultant (RailPros) prior to work taking place. c) Coordinate insurance coverage for the City and Geotechnical consultant meeting Union Pacific insurance requirements. d) Coordinate work scheduling with Union Pacific, RailPros, City, and Geotechnical consultant. 2. Amend the engineering services agreement for additional work resulting from coordination with the property owner at 106 Prairie Ave and ensuing Plan of Improvements changes. a) Coordinate with property owner's representatives regarding legal procedures for signing and recording the easemeni document. b) Coordinate with City staff and City Attorney on legal procedures for signing and recording the easement document. c) Re-design water main due to inability to finalize easement with property owner's representatives. d) Revise and resubmit lowa DOT Right-of-Way permit application due to the revised water main further encroaching into the Hwy 151 right-of-way. e) Perform additional topographic survey in area of revised water main alignment, 3. Amend the engineering services agreement for additional work associated with dividing the project into two, separate projects (Prairie Creek Crossing and Union Pacific Railroad Crossing) and completing a second bid letting because of Union Pacific permitting delays. a) Assemble a second set of contract documents, which includes the Plan of Improvements and Project Manual. b) Administer a second bid letting, bid opening, and contract award, including assembly of the various documents associated with each such as addenda, bid tabulation, recommendation to award, resolutions, and executed contract.
