HomeMy WebLinkAboutRESOLUTION NO. 2023-108RESOLUTION NO. 2023-108 A RESOLUTION TO APPROVE A REVISED JOB DESCRIPTION WHEREAS, the City of Fairfax, Iowa desires to have a personnel policy manual and job descriptions which explain the cun-ent policies, procedures, and responsibilities; and WHEREAS, the City of Fairfax, Iowa, has revised the job description for the Water and Waste Water Supervisor before advei-tising to replace a retiring einployee; and WHEREAS, the City of Fairfax's employees desire to have an accurate job description foi• each position. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fairfax, Fairfax, Iowa, that they adopt a revised job description for the Water and Waste Water Supervisor; and BE IT FURTHER RESOLV�D, by the Fairfax City Council of the City of Fairfax, Iowa, that the City Clerk is directed to distribute the z�evised job description to employees and ineinbers of management and the Mayor and City Clerk/Treasurer are hereby directed to certify this resolution of approval. Stiinson, City Clerk/Treasurer y C1TY OF FAIRI'AX POSITION llL;SC12IPTION TITLE: Water and Waste Water Super��isor REPORTS TO: City Council and Mayor DEPARTMEN'TS: Watet-, Waste Water, Streets, Parks, Facility Management, and Maintenance. JOB FITNCTIONS: Responsible to operate, inaintain, and upgrade, as needed, all facets of the city water and waste water systems. Assist wit11 the iY�aintenance of streets, parks, and all city properiy and also to supervise the other public works etnployees as they perfotm these tasks. JOB RESPONSIBILITIES: Water: 1. Operate and maintain the water treatment and distribution systems according to all applicable laws. 2. Test water for chlonne, iron, nitrates and any other element's levels as required by permit; maintain records of all testing. 3. Perfomi necessary functions for the Ciry water system on holidays and weekends on a rotating basis with othez- qualified public works employees. 4. Exercise valves on a regular schedule. Maintain records of this exercising. 5. �-range to have the pumps and any equipment in the water syste�n inspected and seiviced as needed. 6. Place locate requests with Iowa One Call. 7. Post required notices and shut off water co property as needed. 8. Install or t-eplace water meters and remoCe reading equipment as needed. 9. Operate the remote water ineter system to capture t�he inouthly meter readin�s for the entire City and capture specific address readings as needed during the month. 10. Maintain adequate levels of chemicals for water tc-eatYnent. 11. Drain water tower for inspection and/or painting as needed; inspect tower (or arrange far such) for scratches or chipped paint. 12. Flush fire hydrants on seini-annual basis and repair or replace as needed. 13. Complete back washing. 14. Locate, repair, and/or replace (or a�-range for such) of water mains and service lines as needed. 15. Complete and file all water reports as needed or required. 16. Keep water plant in clean, organiz_ed condition. 17. Seivice and clean water utility pickup as needed. 18. Maintain water n7aps and UIS systein. 19. Communicate with the Building Department and City Clerk's office to ensure all Fairfax residents and businesses submit alu�ual backflow prevention device inspection reports. Ensure there is an annual inspection completed on any City of Fairfax owned backflow prevention devices. These annual inspection reports will be kept at Fairfax Ciry Hall. 20. Attend h-aining sessions to acquii-e and/or maintain Water Dishibutiou System License II, Water Treatment Certification Gr�de II through Iowa DNR. � 21. Evaluate and plan foi- fuh�re needs, expansions, and improveme�lt�s of the water systein. -1- 22. Give input duiing design and ovei�see consnuction and maintenance projects of the water system. 23. Respond to questions and complaints concerning the wat�er system. 24. Inspect, maintain, and/or repair watei- curb stops. 25. Evaluate, n�aintain, and improve the water sampling plan. 26. Waste Water: 1. Operate and maintain the Waste WaCer `I'reahl�ent Plant and the entire sanitary sewer system. 2. Perfonn necessary functions for the Ciry waste water systein on holidays and weekends on a rotating Uasis with other qualified public works employees. Ensure the rotating of these responsibilities and the proper shifting of�work houts to keep the employee's wor�k hours over 40 per week to a mini�num. 3. Obtain and maintain tl�e appropiiate Commei-cial Driver's License (CDL). Miscellaneous: 1. Supervise water and ��aste �vater public works employees which includes: assign work duties, ensure all ciry procedures at-e being followed, receive leave requests, participate in employee evaluations, cominurucate witl� tlie Mayor about any needed disciplinary action, and participate in the discussioii regai-ding pay and benefits, and any other needed tasks to ensure an effective public works workforce. 2. Work closely wit11 the Public Wot-ks Supeivisor in coordinating joint projects and other activities that require multiple staff. 'The Public Works Supervisor is to assume the responsibilities of the Water and Waste Water Supervisor in their absence. 3. Issue needed disciplinary actions - veT-bal and written warnings - as needed. Keep an accurate record of such wainings showing at least: employee name, date, as well as details about the incident and what was discussed if verbal and a copy of any written warnuig. Place a copy of tl�is r�ecocd in the employee's personnel f le at the ciry clerk's office. 4. Contact the Mayor when verbal and wntten warnings have not proven to be effective and when disciplinary actions need to be escalated. 5. Attend supeivisory training for the drug testing progcam as required for the City's CDL program. 6. Ensure compliance with OSI�1 and other safety regulations including postings, equipment use, and procedures. 7. Coordinate cross training of all public work employees' responsibilities to ensure continued operation of all City functious. 8. Keep an accurate time card and submit it with a weekly spreadsheet showing areas of work during the previous weel< on the first business day of each week to the city cler�k's office. Any combination of hours over 40 how�s per week are to be pre-approved by your supervisor, unless it is an emergency situation. 9. Notify your supervisor directly if you find it i7ecessary to leave work early. 10. Notify your supervisor directly if you are unable to be present for work or unexpectedly detained. Upon your retum, report directly to your supeivisor. 1 L Help establish and keep up to date a City emergency response plan and participate in putting the plan into action in case of an emergency. 12. Respond to einergencies and situations that cannot wait for a response during regular business hours to ensure the operation of all City functions or preserve private property. This may involve answenng your ciry cell phone during non-regularly scheduled work hours. 13. Dispose of dead animals and other disposable items as needed from city property. 14. �-range for locates of underground utilities prior to excavating projects and locate utilities as requested by Iowa Onc Call. 15. Be aware of all ciry policies as listed in the City of Fairl�ax's Personne( Policy Manual or as may be updated. This manual ���ill be updated as needed. All updates become effeetive once adopted by the Paii-�ax Ciry Council. 23. Keep the city clerl<'s office staff informed of any planned absences for �1�aintenance depari7nent e�nployees. This is to ensure staff knows who to contact on a daily basis as well as see that any paychecks are issued for missed paydays. 24. All other duties as may be needed or assigned. CONTAC'TS: The incumbent in this position nlakes fi-equent contact with Ciry Clerk and Deputy City Clerk ro exchange and intetpret infonnation. Also makes frequent contact with Mayor to exchange and interpret infonnation and persuade to diffei-ent points of view. Also makes frequent contact with the other public works employees to obseive and direct work, exchange and interpret infonnation, and persuade to different points of view. Contacts with residents are significant and regular and usually involve the exchange and conveyance of infonnation. Contaces made with persons outside the Ciry are infrequent and are usually with vendors and/or contractors and involve the exchange and interpretation of inforniation regarding Ciry projecCs or supplies/equipment purchases. EQUIPNI�NT USED: Backhoe, tractar loader, ciucks, street sweeper, mowing equipment, various hand and power tools, shoring and other equipment nceded to perforni duties. Most power equipment requires specific operational ai�d maultenance training; perfonn minor maintenance activities on most power equipment as needed. QUAI,IFICATIONS: A. Education — High School Graduate or equivalent required. B. Driver's License - Must have a valid Iowa Coi��mercial Driver's License (CDL) Class B with Air Brakes Endorsement. C. Ceiiifications — Muse have Grade II Water Treahnent, Grade II Water Dishibution, and Grade III Waste Water Treamzent Cereifications and be able to nlaintain current requirements. The Fairfax Ciry Council may approve to obtain Grade III Water Treahnent, Grade TII Water Distribution, and Grade N Water Treatment, and Grade IV Water Distribution Certifications. Employment with the city is required for two (2) years following certification or employee will reimburse the City for all education related expenses ivcun-ed. D. Must participate in and be able to pass a drug and alcohol screening progra�n as part of the CDL requirements. Some knowled�e and/or ti-aining in heavy equipment operation and maintenance prefei7-ed. E. L;xperience — Expenence operating municipal water and waste water systems required. Some experience in heavy equipnlent, Pa�owlds maintenance, or related areas preferred. �- F. Special Abilities - Must have good or�anizational skills; inust be a self stat-ter and have good coirununication skills to interact with Ciry Council and citizens and ���anage numerous inaintenance related projects in the Cit�y; should have broad la�owledge of Ciry operations fio�n maintenance perspective. G. Physical Requu-ements — Must be able to lift objects weighing in excess of 90 pounds on an occasional basis and carry, pusli or pull tl�em up to 10 feel unassisted, able to wark in conf ned work areas and occasionally fi-om heights; must be able to stand, sit, listen, watch, crouch, stoop, lcneel, bend, climb and balailce for extended peiiods of time in all weadier conditions. H.
