A R�SOLUTION TO ESTABLISH A PUBLIC
PURPOS� FOR CERTAIN PURCHASES
WHEREAS, it has becn noted iu the annual audit for years that certain purchases need to be specitied
as a public purpose purchase; and
WHEREAS, the Fairfax City Council has been infonned about these purchases, finds them
appropriate, and passed RESOLUTION 2018-66 stating this; and
WHEREAS, the Fairfax City Councils wishes to formally list these types of purchases and formalize
their approval of the same, and as requested the auditor, list the public puipose foi• each type.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fairfax, Fairfax, Iowa,
that they do hereby support the following types of purchases as having a public purpose and authorize the
ongoing policy for such pui•chases.
1. Food and non-alcoholic drinks at the Fairfax Fire Stations for the members or the Fairfax Fire
and Rescue Department.
• This public puipose is as a benefit for the inembers of t]Ze Fairfax Fire and Rescue
Department to aid them during calls, scheduled work for the department, or- training. It is
ii7 the public's interest to encourage and keep members on the Fairfax Fire and Rescue
Departinent.
2. Food and non-alcoholic drinks at a Fairfax Fire and Rescue Department's aiznual meal for the
members or the Faii•fax Fire and Rescue Department and their guests.
• This public puipose is as an annual thank you recognition meal for the members of the
Fairfax Fire and Rescue Department. It is in the public's interest to encourage, thanlc, and
keep meinbers on the Fairfax Fire and Rescue Department.
3. Food and non-alcoholic drinks at an emergency response site for the responding members of
the Fairfax Fire and Rescue Department, when time spent or conditions make it necessary for
health or safety.
• This public purpose is as a bei7efit for the ir�embers of the Fairfax Fire and Rescue
Departtnent to aid thein during calls. It is in the public's interest to encourage and keep
members on the Fairfax Fire and Rescue Departinent and ensure their health and safety
while on an emergency response.
4. Food and non-alcoholic drinks at an ernergency response site for the responding melnbers of
another fire depai-tment giving inutual aid in the Fairfax Fire and Rescue Department's fire
district, when time spei7t or conditions make it necessary for health ot� safety.
• This public puipose is as a benefit for the meinbers of another depai-tinent giving aici to the
Fairfax Fire and Rescue Deparhnent. It is in the public's interest to keep a good mutual
aid relationship with other depart�nents and ensure their health and safety while on ai�
emergency response.
5. Non-alcoholic drinks at the Fairfax Maintenance Shop and Fairfax City Hall for staff, elected
officials, and guests.
• This public purpose is as a benefit for the City of Fairfax staff and otheis. It is in tl�e public
interest to retain staf£ It is a general accepted business purpose to supply basic drinks
during a meeting.
6. Food and non-alcoholic di-inks at City of Fairfax staff training sessioils.
• This public purposc is as a benefit for the City of Faii•fax staff. It is in the public interest
to retain staff.
7. Food and non-alcoholic drinks during inventory at the Fairfax Public Library for staff a�ld
volunteers.
• This public purpose is as a benefit for the City of Fairfax staff and others. It is iti the public
interest to retain staf£ It is in the public interest to encourage volunteers to participate with
projects.
8. Food and non-alcoholic drinks for volutlteer crews during City projects.
• It is in the public interest to encourage volunteers to participate with projects.
BE IT FURTHER RESOLVED, by the Fairfax City Council of the City of Fairfax, Iowa, that the
Mayor and City Clerk are hereby directed to certify this resolution of approval.
