RESOLUTION ESTABLISHING WATER MAIN CONNECTION
FEES ALONG FAIRFAX ROAD & LEFEBURE ROAD RELATIVE
TO THE 2021 SANITARY SEWER AND WATER MAIN
EXTENSION PROJECT
WHEREAS, the City of Fairfax has constructed a water main facilities project
known as the 2021 Sanitary Sewer and Water Main Extension Project; and
WHEREAS, said water main facilities project provides potential water supply
service to a number of properties lying along Fairfax Road and Lefebure Road; and
WHEREAS, the City of Fairfax has determined that portions of the costs of said
water main facilities project shall be reimbursed to the City in the form of connection
fees in accordance with Chapter 90.06 CONNECTION FEE of the City's Code of
Ordinances; and
WHEREAS, the City Engineer has calculated the cost of this water main
facilities project and the fees for connecting properties located along Fairfax Road and
Lefebure Road to the City's water mains that are part of this project.
NOW, THEREFORE, SE IT RESOLVED, by the City Council of the City of
Fairfax, Iowa, the following:
1. Water Main Connection Fees for the properties located along Fairfax Road
and Lefebure Road within the limits of the 2021 Sanitary Sewer and Water
Main Extension Project shall be as follows:
a. The Connection Fee shall be determined by the property line frontage
lying adjacent to City's water main, and shall be set as $65.92/LF of
property frontage for vacant properties being developed.
b. The Connection Fee shall be determined by the property line frontage
lying adjacent to City's water main, and shall be set as $32.96/LF of
property frontage for existing developed properties.
c. The Connection Fees established above shall increase at an annual
interest rate of 1.7041029% per year beginning on January l, 2023,
and shall continue to increase at this interest rate each year through
2035. After these connection fees have been adjusted for interest in
2035, no further adjustments shall be made to these connection fees for
interest.

For water services and/or water main connections larger than 1 inch in
diameter, the City shall also charge a tapping fee in addition to the water main
connection fee for water services/water mains connecting to the City's water
main installed as part of this 2021 Sanitary Sewer and Water Main Extension
Project. These tapping fees shall be as follows:
a. Up to, incl. 1" dia. water service - No Additional Tapping Fee
b. Up to, incl. 2" dia. water service -$250.00
c. Up to, incl. 3" dia. water service -$550.00
d. Up to, incl. 4" dia. water service -$990.00
e. Up to, incl. 5" dia. water service -$1,580.00
f. Up to, incl. 6" dia. water service -$2,220.00
g. Up to, incl. 8" dia. water service -$4,000.00
h. Up to, incl. 10" dia. water service -$6,400.00
i. Up to, incl. 12" dia. water service -$9,000.00
The City maintains the right to pass on any and all costs that the City may
accumulate as part of a water service / water main connection to the property
owner benefiting from this connection.
The Water Main Connection Fees shall be paid to the City Clerk by the
applicant prior to the approval by the City of the final plat, or if so decided by
the City Council, with the issuance of a building permit of a platted lot, or the
sale of a platted lot. If the proposed water main connection is not part of a
platted subdivision for which these water main connection fees have been
paid, then the connection fees shall be paid prior to the issuance of a building
permit or prior to the applicant's connection to the City's water main.
For properties with water main located along 2 or more sides of the lot, the
water main connection fee shall be determined using the property line that is
considered the Front Yard lot line.
For properties that do not have a consistent width throughout the depth of the
lot, the average lot width shall be considered in determining the property
frontage adjacent to the City's water main facilities for calculating the water
main connection fees.
The applicant shall be responsible for all costs related to the installation of the
water service and / or water main to the property.
BE IT FURTHER RESOLVED, by the Fairfax City Council of the City of
Fairfax, Iowa, that the Mayor and City Clerk/Treasurer are hereby authorized and
directed to execute said resolution.
