RESOLUTION FOR THE AWARD OF THE 2020 AT-GRADE WATER
STORAGE TANK IMPROVEMENTS PROJECT
WHEREAS, the City received two bids for the construction of the At-Grade Water
Storage Tank Improvements Project. The base bid received from Preload, LLC was in the
amount of$1,103,500.00, and the alternate bid received was in the amount of a $146,600.00
deduct from the base bid. The base bid received from DN Tanks, Inc. was in the amount of
$1,298,800.00, and the alternate bid received was in the amount of a $191,700.00 deduct from
the base bid; and
WHEREAS, Hall & Hall Engineers has reviewed the bids and recommends the City
award the base bid to the low bidder, Preload, LLC, for the amount of$1,103,500.00.
WHEREAS, Hall & Hall Engineers recommends the City reject the alternate bid from
Preload, LLC.
NOW,THEREFORE,BE IT RESOLVED,by the City Council of the City of Fairfax,
Iowa, to award the base bid to Preload, LLC.
BE IT FURTHER RESOLVED, by the Fairfax City Council of the City of Fairfax,
Iowa, that the Mayor and City Clerk/Treasurer are hereby authorized and directed to execute
said resolution.

RE: At-Grade Water Storage Tank Project—Bids Received & Recommend to Award
On Tuesday, February 11th, 2020 at 2:00 pm the following bids were received for
construction of the 2020 At-Grade Water Storage Tank Improvements project:

Deduct from Base Bid
Preload, LLC $1,103,500.00 $(146,600.00)
DN Tanks, Inc. $1,298,800.00 $(191,700.00)
The Engineer's Estimate for the base bid was $1,110,000.00.
Preload, LLC is the low bidder. They are a reputable Contractor with experience
constructing the type of work contained within the scope of the Water Storage Tank
project.
Hall & Hall Engineers, Inc. recommends award of the base bid to the low bidder,
Preload, LLC, for the amount of$1,103,500.00.

CONTRACT
THIS AGREEMENT, made and entered into this 10'%day of 2020, by and
between the City of Fairfax, Iowa, party of the first part, hereinafter referred to as the
"Owner", and Preload, LLC party of the second part, hereinafter
referred to as the "Contractor".
WITNESSETH: THAT WHEREAS, the Owner has heretofore caused to be prepared certain
plans, specifications and proposal blanks, dated the 14th day of January , 2020, for
2020 At-Grade Water Storage Tank Improvements, under
the' terms and conditions therein
fully stated and set forth, and,
WHEREAS, said plans, specifications and proposal blanks accurately and fully describe the
terms and conditions upon which the Contractor is willing to perform the work specified:
NOW, THEREFORE, IT IS AGREED:
1 . That the Owner hereby accepts the proposal of the Contractor for the work, as
follows:

2. That this contract consists of the following component parts which are made a part
of this agreement and contract as fully and absolutely as if they were set out in detail
in this contract:
A. Contract Documents, including:
1. Notice to Bidders
2. Notice of Public Hearing
3. Instructions to Bidders
4. Proposal
5. Bonds
6. Federal Grant and Loan Requirements
7. General Conditions
8. Special Conditions
9. Plans List
10. Detailed Specifications
11. Plans listed in the specifications
12. Numbered addenda issued to the foregoing.
B. This Instrument.
C. The above components are complementary and what is called for by one shall
be as binding as if called for by all.
3. That payments are to be made to the Contractor in accordance with and subject to
the provisions embodied in the documents made a part of this contract.
4. That this contract is executed in triplicate.
