DECLARATION OF DISASTER EMERGENCY
LINN COUNTY EMERGENCY MANAGEMENT COMMISSION
WHEREAS, the World Health Organization has declared the Novel Coronavirus 2019
(COVID-19) a global pandemic; and
WHEREAS, the President of the United States has declared a National Emergency
pursuant to section 501 (b) of the Robert T. Stafford Disaster Relief and
Emergency Assistance Act, 42 U.S.C. 5121-5207 (the "Stafford Act"); and

WHEREAS, the Governor of the State of Iowa has proclaimed a State of Disaster
Emergency applicable to all Iowa jurisdictions under the authorities vested
to the Governor by the Iowa Constitution, Art. IV, §§ 1, 8 and Iowa Code
§§ 29C.6 (1); and
WHEREAS, on March 17, 2020, it was confirmed that the spread of the virus reached
Linn County by the announcement of a self-identified infected individual
who conducted a public event in Linn County of March 6 and 13, 2020.
The individual tested positive and is being treated; and
WHEREAS, the impacts of the pandemic are anticipated to be county-wide and require
the deployment of assets, emergency expenditure of funds, and i
requesting resources and support from community partners and state and
federal authorities.
NOW THEREFORE, LET IT BE KNOWN THAT the Linn County Board of Supervisors
and mayors of the municipal jurisdictions within Linn County, pursuant to the authorities
vested in each by the Iowa Constitution, and by Iowa Code § 331.301(1) and
Iowa Code § 364.1 respective ly,'and by applicable jurisdictional codes and ordinances
related to Civil Emergencies hereby recognize a civil emergency exists within each
respective jurisdiction and declare a State of Disaster Emergency.

Pursuant to Iowa Code § 29C.9 (9), § 29C.10 (2), § 29C.12, and Iowa Administrative
Code § 605 Chapter 7.3(4), the Board of Supervisors and Mayors hereby ORDER and
DIRECT the following:
SECTION 1. This declaration activates the disaster response and recovery aspects of
the Linn County Comprehensive Emergency Plan and those additional
response plans applicable to this disaster emergency and authorizes the
use and deployment of all available municipal and county resources,
supplies, equipment, and materials as are reasonably necessary to assist
in the preparedness, response, recovery, and mitigation of this disaster '

SECTION 2. It is hereby ordered that all county and municipal agencies and
departments shall utilize such personnel, equipment, and facilities
necessary to assist the Linn County Public Health Department and the
Linn County Emergency Management Agency in performing any and all
activities necessary to prevent, contain, and mitigate the effects of the
COVID-19 virus.

SECTION 3. All participating county and municipal agencies and departments will
provide assistance to the Linn County Public Health Department and Linn
County Emergency Management Agency in a manner consistent with the
National Incident Management System (NIMS) and pursuant to the Linn
County Comprehensive Emergency Plan.
SECTION 4. This state of disaster emergency shall be effective at midnight 03/18/2020

and shall continue until cancelled. The sunset of this declaration will be 6
months from the date of enactment unless sooner terminated or extended
in writing.
This Declaration of Disaster Emergency is hereby promulgated for each of the signatory
jurisdictions up the affixed signature or documentation of approval by an authorized
