The Council of the City of Fairfax, Iowa, met on August 18, 2020, at 6:00 o'clock, p.m.,
at the Fairfax City Hall at 300 80t1i Street Court in the City of Fairfax, for the purpose of setting a
date for a public hearing on a proposed amendment to the urban renewal plan for the Fairfax
Urban Renewal Area. The Mayor presided and the roll being called, the following members of
the Council were present and absent:
Present: Travis Otto, Mike Daly, Katherine Pacha, Nick Volk, Marianne Wainwright
Absent: None
The City Clerk reported that a 2020 amendment to the urban renewal plan for the Fairfax
Urban Renewal Area had been prepared, in connection with property that was recently annexed
into the City and proposed infrastructure improvements to be financed with incremental property
tax revenues, and that it was necessary to set a date for a public hearing on the proposed
amendment. Accordingly, Council Member Travis Otto moved the adoption of the following
resolution entitled "Resolution setting date for a public hearing on 2020 amendment to urban
renewal plan for Fairfax Urban Renewal Area," and the motion was seconded by Council
Member Nick Volk. Following due consideration, the Mayor put the question on the motion and
the roll being called, the following named Council Members voted:
Ayes: Otto, Daly, Pacha, Volk, Wainwright
Nays: None
Whereupon, the Mayor declared the resolution duly adopted as follows:

SETTING DATE FOR PUBLIC HEARING ON 2020 AMENDMENT TO
URBAN RENEWAL PLAN FOR FAIRFAX URBAN RENEWAL AREA
WHEREAS, the City Council of the City of Fairfax, Iowa (the "City") has created the
Fairfax Urban Renewal Area (the "Urban Renewal Area") and has approved an urban renewal
plan for the Urban Renewal Area; and
WHEREAS, Chapter 403 of the Code of Iowa requires that, before a city adds property to
an urban renewal area or approves any new urban renewal project, a city must amend the
existing urban renewal plan to describe the property and that new project; and
WHEREAS, an amendment to the urban renewal plan for the Urban Renewal Area has
been prepared which describes the addition to the Urban Renewal Area of property that was
recently annexed into the City, as well as potential use of incremental property tax revenues in
connection with certain infrastructure improvements in the Urban Renewal Area, and it is now
necessary that a date be set for a public hearing on that plan amendment;
NOW, THEREFORE, Be It Resolved by the City Council of the City of Fairfax, Iowa, as
follows:
Section 1. This City Council will meet at the Fairfax City Hall at 300 80t1' Street
Court, Fairfax, Iowa, on September 8, 2020, at 6:00 p.m., at which time and place it will hold a
public hearing on the proposed 2020 urban renewal plan amendment for the Fairfax Urban
Renewal Area.
Section 2. Notice of the hearing shall be published, in the form attached hereto,
which publication shall be made in a legal newspaper of general circulation in Fairfax, which
publication shall be not less than four(4) nor more than twenty (20) days before the date set for
hearing.
Section 3. Pursuant to Section 403.5 of the Code of Iowa, the City Clerk is hereby
designated as the City's representative in connection with the consultation process which is
required under that section of the urban renewal law.

NOTICE OF PUBLIC HEARING ON PROPOSED 2020 AMENDMENT TO
URBAN RENEWAL PLAN FOR FAIRFAX URBAN RENEWAL AREA
Notice Is Hereby Given: That at 6:00 o'clock p.m., at the Fairfax City Hall at 300 80t1i
Street Court, Fairfax, Iowa, on September 8, 2020, the City Council of the City of Fairfax, Iowa,
will hold a public hearing on the question of amending the urban renewal plan for the Fairfax
Urban Renewal Area to describe the addition to the Urban Renewal Area of property that was
recently annexed into the City, as well as potential use of incremental property tax revenues in
connection with certain infrastructure improvements in the Urban Renewal Area. A copy of the
amendment is on file for public inspection in the office of the City Clerk.
The property to be added to the Urban Renewal Area is described as follows:
THAT PART OF THE SOUTH HALF (S1/2) OF THE NORTHWEST QUARTER (NW1/4) OF
SECTION FIFTEEN (15), LYING SOUTH OF THE RIGHT-OF-WAY OF THE C.M. ST. P. & P.
RAILWAY COMPANY, AND THE NORTH HALF (N1/2) OF THE SOUTHWEST QUARTER
(SW1/4) OF SECTION (15), ALL IN TOWNSHIP EIGHT-TWO (82) NORTH, RANGE EIGHT (8)
WEST OF THE FIFTH (5) P.M.
The infrastructure projects for which incremental property tax revenues will be used
include the following:
- Sanitary sewer extension to serve Alliant Energy Transportation (AET) site and
facility
- Water Main extension to serve AET site and facility, including water main loop along
Williams Boulevard and Southview Road
- Sanitary sewer and water main extensions to serve Dollar General site
- Bridge replacement and Eagleview Drive design services
- Right-of-way and easement acquisitions for utility extensions, bridge replacement and
Eagleview Drive realignment
- Iowa Department of Transportation Highway 151 Reconstruction (City portion)
- Church Street HMA and Drainage Improvement from Highway 151 through
Vanderbilt Street intersection
- Prairie Avenue PCC Improvement (3 blocks)
- Vanderbilt Street Maintenance/repairs through downtown
- City park improvements
It is estimated that the potential use of tax increment revenues for the projects will not
exceed $7,800,000, subject to annual appropriation by the City Council.
At the hearing any interested person may file written objections or comments and may be
heard with respect to the subject matters of the hearing.
