sonally, in his official capacity and on behalf of
the City, to accept the jurisdiction of the federal
courts if an action is brought to enforce responsi-
bilities in relation to environmental reviews, de-
cisionmaking, and action;
5. That the Mayor is hereby authorized to execute a
Certification pursuant to the aforementioned matter's
and addressed to the authorized HUD officer;
6e That a Public Notice of Request for Release of Funds
and Certification be published in the manner and
form required.
