A RESOLUTION UPDATING THE FEES AND
PROCEDURE POLICY FOR PAYMENTS RECEIVED
WHEREAS, the City of Fairfax receives numerous payments from customers for utility
account payments and other services; and
WHEREAS, these payments come to the City in many forms of financial instruments
such as: cash, paper checks, money orders, or bank checks given to us from the customer, paper
checks submitted from other entities on behalf of the customer, automatic debits to a customer's
bank account, paper checks generated from payment services, and online payments made
through the City's website using the e-check option or a debit or credit card; and
WHEREAS, occasionally a financial instrument is returned to the City for non-payment;
and
WHEREAS, each incident that a financial instrument is returned creates substantial staff
time to perform necessary tasks to reverse this payment.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fairfax,
Iowa, that the following shall be the City of Fairfax's Fees and Procedure Policy for Payments
Received:
1. A fee of $25.00 will be charged to the City of Fairfax's customer for all financial
instruments that are returned for non-payment that were presented for that customer's
benefit.
2. If a customer has more than one financial instrument returned for non-payment in any
given period of 12 months, the City of Fairfax will only accept cash payments for that
customer's benefit.
BE IT FURTHER RESOLVED, that the Mayor and City Clerk/Treasurer are hereby
authorized and directed to execute said resolution.
