HomeMy WebLinkAboutRESOLUTION NO. 2014-09 RESOLUTION NO. 2014-09 RESOLUTION SETTING PUBLIC HEARING FOR PLANS AND SPECIFICATIONS FORM OF CONTRACT,AND 'ESTIMATED COST AND SETTING THE DATE AND I TIME TO RECEIVE BIDS FOR PHASE 2—EAST CEMETERY ROAD STREET RECONSTRUCTION,TRAIL,AND DRAINAGE IMPROVEMENTS PROJECT WHEREAS, the City of Fairfax has nearly completed Phase 1 of the East Cemetery Road Improvements Project; and WHEREAS, the City of Fairfax wishes to complete the planned improvements to this area,which include street reconstruction, a recreational trail, and drainage improvements; and WHEREAS, the City of Fairfax has instructed hall and 11all Engineers, Inc. to proceed with the plans for the Phase 2 Vast Cemetery Road Street Reconstruction, Trail, and Drainage Improvements Project; and WHEREAS, the City of Fairfax is required to have a public hearing on the plans and specifications, form of contract, .and opinion of estimated cost of the Phase 2 East Cemetery Road Street Reconstruction,Trail,and Drainage Improvements Project. NOW, THEREFORE, DE IT RESOLVED that the public hearing for the plans and specifications, form of contract, and estimated cost for the Phase 2 East Cemetery Road Street Reconstruction, Trail, and Drainage Improvements Project shall be held at the city council meeting on `Tuesday, February 11, 2014, at 7:00 PM at the Fairfax City Hall at 525 'V'anderbilt St,:rect. BE IT FURTHER RESOLVED, by the City Council of the City of Fairfax, Iowa, that bids shall be received on Thursday, February 6, 2014, at 10:00 AM in the office of the City Clerk for the Phase 2 East Cemetery Road Street Reconstruction, Trail, and Drainage Improvements Project; and BE IT FURTHER RESOLVED, by the City Council of the City of Fairfax, Iowa, that. the Mayor and City Clerk/Treasurer are hereby authorized and directed to execute said Resolution. Cy r�t a Stimson,, City Cl.erl(/Treasurer r A' °" It I 0 , S, a� �°'•.eaaai 00100 NOTICE OF HEARING AND LETTING FOR PHASE 2 EAST CEMETERY ROAD STREET RECONSTRUCTION, TRAIL, AND DRAINAGE IMPROVEMENTS NOTICE OF HEARING At 7:00 PM, local time, on the 11th day of February, 2014 at the City of Fairfax City Hall, 525 Vanderbilt Street, Fairfax, Iowa, a hearing will be conducted by the Fairfax City Council on the proposed plans, specifications, form of contract, opinion of probable cost and the proposed improvements described thereby for the Phase 2 East Cemetery Road Street Reconstruction, Trail, and Drainage Improvements project. The Fairfax City Council has previously filed these documents with the City Clerk of the City of Fairfax, Iowa. The City Engineer's opinion of probable construction cost for the Work is $1,050,000. The proceedings of the City Council referring to the proposed plans, specifications, form of contract, and cost opinion are also made part of this notice. At this hearing, any interested person may file written and/or oral objections to these documents and the proposed improvements. NOTICE OF LETTING Description of Work The Work generally consists of reconstruction of approximately 2,300 LF of roadway to new PCC pavement (or HMA if alternate bid selected) with attached multipurpose trail, new storm sewer, and other associated work items. Type of Bid Bids shall be on a unit price basis. The estimated quantities are not guaranteed, but are solely for the purpose of comparison of units. Final payment will be based on actual quantities constructed, unless otherwise noted in the contract documents Contract Time Information Early State Date: March 17, 20,14 Late Start Date: April 14, 2014 Milestones: NONE Final Completion: 75 Working Days Bid Opening Time, Date and Location Sealed bids will be received at the Office of the City Clerk, 525 Vanderbilt Street, Fairfax, Iowa before 10:00 AM on February 6, 2014. Bids that are not received before this time will not be opened. The time a bid is submitted shall be determined by the time stamp machine maintained in the City Clerk's office. The bids will be opened and read aloud at 10:00 AM on February 6, 2014, at City Hall, 525 Vanderbilt Street, in the City of Fairfax, Iowa. Contract Terms Cedar Rapids Metropolitan Area Standard Specifications and Details, current version, are applicable to this project and are available for purchase at the City of Cedar Rapids Public Works Department, on the City of Cedar Rapids' website (www,.cedar-rapids.org) and the City of Marion Engineering Department. Items included in the Project are exempt from State of Iowa and Local Option Sales and Use Taxes. Contractor is responsible for obtaining the exemption or for applying for reimbursement for such taxes paid. If another state or foreign country has a more stringent definition of a resident bidder, the more stringent definition is applicable ostobidders from that state Vrforeign country. The Successful Bidder shall submit a written affirmative action program to the City unless already having amapproved Affirmative Action program onfile with the City. The City will not process payment requests until the affirmative action program is approved by the City. Failure 8ocomply with this requirement may bedeemed cause for contract termination. OWNER's Right to Reject Bids The City Council of the City of Fairfax reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter such contracts as it deems in the best interest of the City. The City reserves the right to defer acceptance of any proposal for 45 calendar days after the bids have been received and opened.
