The Mayor presided and the roll being called, the following members of the Council were present and absent: Present: JoAnn Beer, Bernie Frieden, Travis Otto, and Marianne Wainwright Absent: Marc Magers. The City Clerk reported that a 2015 amendment to the urban renewal plan for the Fairfax Urban Renewal Area had been prepared, in connection with proposed infrastructure improvements and planning for the addition of property to the Urban Renewal Area, and that it was necessary to set a date for a public bearing on the proposed amendment. Accordingly, Council Member Otto moved the adoption of the following resolution entitled "Resolution setting date for a public hearing on 2015 amendment to urban renewal plan for Fairfax Urban Renewal Area," and the motion was seconded by Council Member Beer. Following due consideration, the Mayor put the question on the motion and the roll being called, the following named Council Members voted: Ayes: Beer, Frieden, Otto,,and Wainwright Nays: None. (the "City") has created the Fairfax Urban Renewal Area (the "Urban Renewal Area") and has approved an urban renewal plan for the Urban Renewal Area; and WHEREAS, Chapter 403 of the Code of Iowa requires that, before a city adds property to an urban, renewal area or approves any new urban renewal prgject, a city must anlend the existing urban renewalplan to include that new project; and WHEREAS, an amendment to the urban renewal plan for the Urban Renewal Area has been prepared which describes the potential use of incremental property tax revenues for new urban renewal projects in connection with certain infrastructure improvements in the Urban Renewal Area and costs related to planning and design in connection with the addition of property to the Urban Renewal .Area, and it is now necessary that a date be set for a public hearing on that plan amendment; NOW, THEREFORE, Be It Resolved by the City Council of the City of Fairfax, Iowa, as follows: Section 1.. ]'his City t`:,`ouncil, will meet at the city 'hall at 525 Vanderbilt. Street, Fairfax, .Iowa, on the l2th day of May, 2015, at 7:00 o'clock p.m., at which time and place it will hold a public hearing on the proposed urban renewal plan amendment for the Fairfax Urban Renewal Area. Section 2. The City Clerk shall publish notice of said hearing, the same being in the form attached hereto, which publication shall be made in a legal newspaper of general circulation in. Fairfax, which publication shall be not less than four(4) nor more than twenty(20) days before the date set for hearing. Area. A copy of the amendment is on file for public inspection in the office of the City Clerk. i The projects include certain street, street lighting, storm sewer, water main/water main facilities and municipal trail system improvements along Vanderbilt Street from approximately 400 feet north of the Union Pacific Railroad to S. Front Street, and water main/water main facilities improvements along Prairie Avenue from Losey Avenue to Vanderbilt Street, along Nickolet Street between Losey Avenue and S. Front Street, along S. Front Street from Nickolet Street to Park Street, along Park Street from S. Front Street to Quarry Drive and along Railroad Street from Vanderbilt Street to approximately 100 feet of Reynolds Street. The projects also include replacement of warning sirens located at 910 2nd Street and 305 Main Street and the installation of an additional treatment facility at the sewage treatment plant. At the hearing any interested person may file written objections or comments and may be heard with respect to the subject matters of the hearing.
