RESOLUTION APPROVING THE PHASE 2 WATER MAIN PLAN
OF IMPROVEMENTS FOR HEARTLAND HEIGHTS FIRST
ADDITION IN THE CITY OF FAIRFAX, LINN COUNTY, IOWA
WHEREAS, a Plan of Improvements dated July 2.6, 2016, has been submitted to
the City of Fairfax,Iowa,from Iowa Lot Development Co. and Nick Bettis,PE.,with HBK
Engineering, L.L.C. for the Phase 2 Water Main Plan of Improvements for the Heartland
Heights First Addition in the City of Fairfax, Linn County, Iowa; and.
WHEREAS, Hall and Hall Engineers, Inc. has reviewed said Initial Phase of Site
Grading and Erosion Control Plans for grading activities of said.Phase 2 Water Main Plan
of Improvements for the Heartland Heights First Addition in the City of Fairfax, Linn
County, Iowa and has recommended approval of the Phase 2 Water Main Plan of
Improvements for the Heartland Heights First Addition in the City of Fairfax,Linn County,
Iowa with the following conditions;
1. That all outstanding comments regarding the water main plan of improvements as
detailed in.the Review Letter dated. July 26, 21116 are addressed.prior to any water
main construction at Heartland Heights First Addition.
2. Testing on the public improvements shall be completed by the developer per the
Cedar Rapids Metropolitan Area Design Specifications.
3. That prior to the installation of the water main on this site,the up to date Iowa
DNR water main construction permit is obtained, and a copy submitted to the City
of Fairfax.
4. That prior to performing any improvements on the water main, the developer shall
contact the City of Fairfax and Hall and Hall Engineers, Inc. to coordinate
construction observation on these improvements.
5. That prior to performing any improvements on the water main within the public
right-of-way where fill is being placed, the developer shall submit satisfactory
compaction test results for the fill material placed within the right-of-way,
6. That prior to performing any improvements on the water main within the areas of
the right-of-way where significant fill is being placed, settlement of this fill
material and the native sub-materials shall be minimized.
7. That prior to the acceptance of the public improvements, the developer shall
provide the City of Fairfax with CIS As-Built drawings of the public
improvements.
R. That prior to the acceptance of the public improvements, the developer shall
provide the City with a 4-year performance I maintenance bond covering all the
public improvements within the proposed development. An engineer's estimate
for these public improvements shall be submitted with this bond to determine the
amount of the bond,.
9. That prior to the acceptance of the public improvements,the developer shall
complete a final plat for Heartland Heights First Addition, including a
development agreement to be recorded with this final plat.
NOW, THEREFORE BE IT RESOLVED, that the City Council of Fairfax, Iowa,
approves the Phase 2 'Water Main flan of Improvements for the Heartland heights ,First
Addition in the City of Fairfax, Linn County, Iowa with the conditions as listed above and
submitted by Hall and Hall Engineers, Inc.
BE IT FURTHER RESOLVED,by the City Council of Fairfax,Iowa,that the Mayor
and the City Clerk are hereby authorized and directed to execute said Resolution.
