HomeMy WebLinkAboutRESOLUTION NO. 2016-107 RESOLUTION NO. 2016-107 RESOLUTION APPROVING THE PHASE 3 STREET PAVING, BEVERLY ROAD TRAIL PAVING AND STORM SEWER PLAN OF IMPROVEMENTS AND STORM SEWER DESIGN CALCULATIONS FOR HEARTLAND HEIGHTS FIRST ADDITION IN THE CITY OF FAIRFAX, LINN COUNTY, IOWA WHEREAS, a Plan of improvements dated September 27, 2016, has been submitted to the City of Fairfax, Iowa, from Iowa Lot Development Co. and Nick.Bettis, PE., with HB K Engineering,, L.L.C. for the Phase 3 Street Paving, Beverly Road, "frail Paving and Storm Sewer Plan of Improvements, and Storm Sewer Design Calculations for Heartland Heights First Addition in the City of Fairfax, Linn County, Iowa; and WHEREAS, the Developers have requested variances from the design standards as part of these Phase 3 Street Paving, Beverly Road Trail Paving and Storm Sewer Plan of Improvements for Heartland Heights First Addition in the City of Fairfax,Linn County, Iowa for the following: 1.)the vertical curves in the south sections of Eagleview Drive and Bridgewood Drive; 2.) the vertical curve located at the east end of Beverly Road near 84th Street; and for 3)the water quality volume that is to be located upstream of the wet bottom detention pond to be reduced to 20% of the design water quality volume. WHEREAS, Hall and Hall Engineers, Inc. has reviewed said Phase 3 Street Paving, Beverly Road Trail Paving and Storm Sewer Plan of Improvements, and Storm Sewer Design Calculations for Heartland Heights First Addition in the City of Fairfax, Linn County, Iowa and has recommended approval of the Phase 3 Street Paving, Beverly Road Trail Paving and Storm Sewer Plan of Improvements, and Storm Sewer Design Calculations for Heartland Heights First Addition in the City of Fairfax,Linn County,Iowa with the following conditions: I. That all outstanding comments regarding the water main plan of improvements as detailed, in the Review Letter dated Sept 27, 2016 are addressed prior to any Storm Sewer construction at Heartland Heights First Addition, 2. Testing on the street subgrade and street paving, and verification of the granular subbase depth shall be completed prior to beginning of the next step in constructing the streets, These shall be completed per the Cedar Rapids Metropolitan Area Standard Specifications, 3. That prior to performing any improvements on the storm sewer,the developer shall contact the City of Fairfax and Hall and Hall Engineers, Inc. to coordinate construction observation on these improvements. 4. That prior to performing any improvements on,the storm sewer system within the public right-of-way where fill.is being placed, the developer shall submit satisfactory compaction test results for the fill material placed within the right-of- way. 5. That prior to performing any improvements on the storm sewer system within the areas of the right-of-way where significant fill is being placed, settlement of this fill material and the native sub-materials shall be minimized. 6. That prior to the installation of any storm sewer or storm sewer intakes located in, surrounding, and/or near the existing high pressure gas line and, gas easement, and prior to the installation of Beverly Road located in, surrounding, and/or near the existing high pressure gas line and gas easement, the Developers and MidAmerican Energy shall determine where this easement is/or shall be located, and MidAmerican Energy provides the City of Fairfax with written approval of these plan of improvements. 7. That prior to the installation of the 54" diameter storm sewer (located between proposed Lots 85 and 86) from the outlet to the water quality feature to Intake A2, the water quality feature at this outlet is designed and approved. 8. That prior to the acceptance of the public improvements, the developer shall provide the City of Fairfax with GIS As-Built drawings of the public improvements. 9. That prior to the acceptance of the public improvements,the developer shall provide the City with a 4-year performance /maintenance bond covering all the public improvements within the proposed development. An engineer's estimate for these public improvements shall be submitted with this bond to determine the amount of the bond. 10. That prior to the acceptance of the public improvements,the developer shall complete a final plat for Heartland Heights First Addition, including a development agreement to be recorded with this final plat. NOW, THEREFORE BE 1T RESOLVED, that the City Council of Fairfax, Iowa, approves the requested variances from the design standards as part of the Phase 3 Street Paving, Beverly Road Trail Paving and Storm Sewer Plan of Improvements for Heartland Heights First Addition in the City of Fairfax, Linn County, Iowa for the following: 1.) the vertical curves in the south sections of Eagleview Drive and Bridgewood Drive; 2.) the vertical curve located at the east end of Beverly Road near 80"' Street; and for 3.)the water quality volume that is to be located upstream of the wet bottom detention pond to be reduced to 20% of the design water quality volume, as part of the, NOW, T1,1EREFORE, BE IT RESOLVED, that the City Council of Fairfax, Iowa, approves the Phase 3 Street Paving, Beverly Road Trail Paving and Storm Sewer Plan of Improvements, and the Storm Sewer Design Calculations for Heartland Heights First Addition in the City of Fairfax, Linn County, Iowa with the conditions as listed above and submitted by Hall and Hall Engineers, Inc. BE IT FURTHER RESOLVED,by the City Council of Fairfax,Iowa,that the Mayor and the City Clerk are hereby authorized and directed to execute said Resolution.
