RESOLUTION ESTABLISHING WATER MAIN CONNECTION
FEES RELATIVE TO THE 2016 80TIl STREET WATER MAIN
EXTENSION PROJECT
WHEREAS, the City of Fairfax has constructed a water main facilities project
known as the 2016 80t' Street Water Main Extension Projectand
WHEREAS, said water main facilities project provides potential water supply
service to a number of properties lying along 80t"Street; and
WHEREAS, the City of Fairfax has determined that portions of the costs of said
water main facilities project shall be reimbursed to the City in the form of connection fees
in accordance with Chapter 910.06 CONNECTION FEE of the City's Code of Ordinances;
and
WHEREAS,the City Engineer has calculated the cost of this water main facilities
project and the fees for connecting property within this project's limits to the City's water
mains that are part of this project.
NOW, THEREFORE, BE IT RESOLVE% by the: City Council of the City of
Fairfax, Iowa,the following:
1. Water Main Connection Fees for the 2016 801h Street Water Main Extension
Project shall be as follows:
a. The Connection Fee shall be determined by the property line frontage
lying adjacent to City's water main, and shall be set as $55.17/LF of
property frontage for vacant properties being developed.
b. The Connection Fee shall be determined by the property line frontage
lying adjacent to City's water main, and shall be set as $27.59/LF of
property frontage for existing developed properties.
e. The Connection Fees established above shall increase at an annual.
interest rate of 2.25% for a period of up to 3 years, or until the "Bridge
Loan" is terminated, and a new, long-term loan is obtained to replace
the"Bridge Loan". The first year, calendar year 2017,there shall be no
interest applied to these Connection Fees, At the time that the City of
Fairfax terminates this "Bridge Loan, and obtains a long-term loan to
repay the debt service for this 2016 80"' Street Water Main Extension
Project, another resolution shall be adopted establishing the interest rate
and the period of time that the City shall collect interest on the water
main connection fees for properties that connect to the 2016 801h Street
Water Main Extension Project.
2. For water services and/or water mains larger than I inch in diameter, the City
shall also charge a tapping fee in addition to the water main connection fee for
water services/water mains connecting to the City's water main installed as part
of this 2016 80"'Street Water Main Extension Project. These tapping fees shall
be as follows:
a. Up to, incl. I" dia. water service"No Additional Tapping Fee
b. Up to, incl. 2" dia. water service—$250.00
c. Up to, incl, 3" dia. water service—$550.00
d. Up to,incl., 4"dia. water service—$990.00
e. Up to,incl. 5"dia. water service—$1,580.00
f. Up to, incl. 6" dia, water service—$2,220.00
g. Up to, incl" 8" dia,. water service—$4,000.00
h. Up to, incl,. 10" dia. water service—$6,400.00
i. Up to, incl. 12" dia. water service—$9,000-00
3. The City maintains the right to pass on any and all costs that the City may
accumulate as part of a water service / water main connection to the property
owner benefiting from this connection.
4. The Water Main Connection Fees shall be paid to the City Clerk by the
applicant prior to the approval by the City of the final plat, or if so decided by
the City Council, with the issuance of a building permit of a platted lot, or the
sale of a platted lot. If the proposed water main connection is not part of a
platted subdivision for which these water main connection fees have been paid,
then the connection fees shall be paid.prior to the issuance of a building permit
Or prior to the applicant's connection to the City's water main.
5. The Water Main Tapping Fees shall be paid to the City Clerk by the applicant
prior to the approval by the City of the final plat, or prior to the applicant's
connection to the City's water main.
BE IT FURTHER RESOLVED, by the Fairfax City Council of the City of
Fairfax, Iowa, that the Mayor and City Clerk/Treasurer are hereby authorized and directed
to execute said resolution.
