RESOLUTION APPROVING THE SOURCE WATER PROTECTION
PLAN FOR THE CITY OF FAIRFAX
WHEREAS, a team from the City of Fairfax has worked with the Iowa DNR
Region 1 Source Water Protection (SWP) Program Coordinator during 2019 to develop
the attached Source Water Protection Plan for the City of Fairfax; and
WHEREAS, the attached Source Water Protection Plan for the City of Fairfax
has received approval by the Fairfax SWP Team and now requires approval by the
Fairfax City Council; and
WHEREAS, the City of Fairfax is required to designate a city official to
coordinate and facilitate the implementation and future revisions of the Fairfax SWP
Plan; and
WHEREAS, once locally approved, the City of Fairfax will submit the SWP
Phase 2 Plan to the Iowa DNR SWP Program for approval and subsequent posting to the
Iowa DNR SWP Program website.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
FAIRFAX, IOWA, that the attached Fairfax, Iowa Source Water Protection Plan is
hereby approved.
BE IT FURTHER RESOLVED, that the Kevin Stensland, City Water
Superintendent, is designated as the City of Fairfax's official to coordinate and facilitate
the implementation and future revisions of the Fairfax, Iowa Source Water Protection
Plan.
BE IT FURTHER RESOLVED, that the Mayor and City Clerk/Treasurer are
hereby authorized and directed to execute said resolution.

FOREWORD:
In response to the City of Fairfax future wellfield expansion, Fairfax Water Operator, Kevin
Stensland, and Mayor Frieden contacted the Iowa DNR Region 1 Source Water Protection
(SWP) Program Coordinator to initiate a SWP Plan. The Fairfax SWP Team was then
established in early 2019. SWP Team meetings provided information and education of the
current municipal wells, water quality, water quantity, potential partnerships, technical
resources, among other initial information. Iowa DNR Field Office One SWP Coordinator
provided coordination and facilitation of the 2019 Fairfax SWP Phase 2 Plan. The Fairfax SWP
Plan requires approval by the SWP Team and the City Council. Once locally approved, the
City will submit the SWP Phase 2 Plan to the Iowa DNR SWP Program for approval and
subsequent posting to the Iowa DNR SWP Program website: www,icwasourcew ter.crg.
The completion of this SWP Phase 2 Plan will aid in potential resources for implementing the
Fairfax SWP Phase 2 Plan. The Fairfax SWP Team will be the primary owner of the Fairfax
SWP Plan. The SWP Plan is a living document and as such, will require a designated city
official to coordinate and facilitate future revisions of the Fairfax SWP Plan. The SWP Plan
may be re-submitted to the Iowa DNR SWP Program annually for posting to the current SWP
Program website.
Water protection measures can be different for each public water supply system, but
commonly include protecting areas for future public wells, reducing contaminant risk in current
wellhead capture zone areas, and ensuring adequate future water supply to the community. In
addition to this 2019 SWP Phase 2 Plan, additional general information can be accessed from
IDNR, including a SWP guidebook and GIS resources, found at www.iowasourcewater.org.
VISION:
As the future Fairfax Wellfield and Capture Zone areas continue to be developed, Urban
Conservation and Agricultural Best Management Practices will be installed as specified in the
current and future Fairfax SWP Plan. Resources will be obtained to implement SWP Action
Items to reduce risk to source water (both water quality and quantity). Fairfax SWP Team will
partner with the local Linn County Soil and Water Conservation District, USDA-NRCS, the
Iowa Dept. of Ag and Land Stewardship, Iowa DNR, Iowa Geological Survey, local developers,
farmers/operators, city engineer, among others, to partner in SWP planning and
implementation. Through partnerships, the Fairfax SWP Team and Municipal Water Supply
can continue to ensure delivery of state-of-the-art resource tools to integrate into their SWP
living document for future sustainability of the Fairfax Municipal Water Supply.

Potential Technical and Financial Resources
USDA Natural Resources Conservation Service & Farm Service Agency (NRCS-FSA)The USDA
NRCS-FSA has an office in every county in Iowa. At the county level, the NRCS District
Conservationist may provide county, state or federal conservation program resources to address soil and
water conservation needs in the county. Conservation programs are available that may provide
conservation planning, technical assistance and financial resources for installing Best Management
Practices(BMPs). Source Water Protection (SWP) BMPs may include: buffer strips, cover crops,
nutrient management, wetlands, conservation tillage, planned grazing, streambank stabilization, bio-
reactors, among others. Urban Conservation is also addressed through the local NRCS offices. Examples
of SWP Urban Conservation BMPs may include the following: urban wetlands, bio-reactors, bio-swells,
permeable pavers, bio-retention cells, among others. The BMPs may be cost shared through the local
NRCS office. The list of BMPs for the NRCS's Environmental Quality Incentive Program (EQIP) may
be cost shared at a higher rate for cropland acres within a public wellhead capture zone area.
County Soil and Water Conservation District (SWCD) The county SWCD is housed within the local
NRCS-FSA offices and may provide conservation planning assistance, water quality project
sponsorship, technical assistance, and cost share programs for landowners and operators within priority
areas. The focus of the SWCD is to implement conservation practices to address soil health and water
quality (both surface and groundwater). The Linn County S WCD's staff includes a county Resource
Conservationist who specializes in Urban Conservation Planning.
Iowa Department of Natural Resources (Iowa DNR) The Iowa DNR NE IA Field Office I in
Manchester, IA covers 15 counties and provides SWP planning assistance in developing and
implementing SWP Phase 2 Plans. In addition, Iowa DNR may provide program resources for SWP
efforts through funding assistance from the State Revolving Fund (SRF) and Resource Enhancement and
Protection (REAP) program. The DNR Field Office I provides technical assistance for water supply,
waste water operations, animal feeding operations, storm water control, underground storage tanks,
flood plains, air quality, among others.
Iowa Dept. of Ag Land Stewardship (IDALS) IDALS may provide technical assistance, cost share
funds and grants for water quality and quantity projects. IDALS also provides SRF Funding for Ag land
practices. In addition, IDALS provides Water Quality Initiative (WQI) grants for both watershed
projects and urban water quality project. IDALS has five Urban Conservationists across Iowa to assist
communities...
Iowa Finance Authority (IFA) IFA administers the funding derived from the Iowa Legislature's Water
Quality Bill (Senate File 512). This funding may be utilized for municipal drinking water supplies.

"The Fairfax water supply obtains its water from the dolomite of the Silurian aquifer. The Silurian aquifer
was determined to be susceptible to contamination because the characteristics of the aquifer and
overlying materials provide some protection from contaminants from the land surface. Fairfax's Silurian
wells will be susceptible to contaminants near the land surface such as leaking underground storage tanks,
contaminant spills, and excess fertilizer application. A detailed evaluation of your source water was
completed by the Iowa Department of Natural Resources, and is available from the Water Operator at
319-846-2204."

LEAKING UNDERGROUND STORAGE TANKS (LUST)
Iowa LUST sites are assessed under a risk-based corrective action (RBCA) process. The objective of
RBCA process is to evaluate the risks posed by the contamination to human health, safety and the
environment using a progressively more site-specific, three-tiered assessment approach which
classifies sites as high risk, low risk, or no further action. The "chemicals of concern" which are
evaluated under the current RBCA process are benzene, toluene, ethylbenzene, xylenes and
naphthalene benzo(a) pyrene, benz(a)anthracene, and chrysene with these last 4 constituents done
by a conversion method from total extractable hydrocarbons as diesel or waste oil. When a LUST
site is classified as "no action required" it does not mean the site is "clean" as residual contamination
may remain. It means the site has been assessed in accordance with the regulatory requirements
and either concentrations of the chemicals of concern do not exceed the applicable target levels or
the receptor pathways by which a chemical of concern may reach a receptor are found to be
incomplete. The RBCA assessment process does take into consideration groundwater ingestion
pathways/wells. So, if a site is classified as no action required the concentrations of the chemicals of
concern should either be reduced to below concentrations which could pose a risk from groundwater

Iowa Geological Survey's Conclusions (October 2019)
The IGS was contacted to conduct a groundwater investigation of the Silurian aquifer for the City of Fairfax.As part of
the investigation,geophysical surveys were conducted across an area identified as a location for a potential new
wellfield. Electrical resistivity transects were run across the area to: 1) map the subsurface and identify areas where the
presence of fractures and voids may facilitate greater water production,and 2) assist Fairfax in locating potential new
Silurian well locations. Pump tests were conducted and a local-scale groundwater flow model was developed and
calibrated for the Fairfax area.The model was used to evaluate potential water production of the new wellfield,
projected future demand,and well interference on neighboring groundwater users in the area.The background
investigation,geophysical surveys, pump tests, and groundwater modeling conducted by the IGS found:
• Five potential locations in the new wellfield area that would be better suited for new wells.
• New wells would likely produce 250 to 400 gpm (dependent on actual fractures/voids encountered during drilling).
• Fairfax should be able to meet projected future demand of 0.59 MGD by adding three or more new wells and
maintaining at least one of the City's current wells.
• Fairfax#1 and/or#2 could be taken out of production (as needed)with the addition of new wells.
• When adding new wells,care should be taken to maintain adequate well spacing.
• Adding new wells and increasing future withdrawals in phases would allow for sustainable growth.
• Adding a fourth well at the new wellfield would provide redundancy and capacity for growth.
• Possible management options for the new wellfield to reduce impacts on neighboring wells include running wells for
longer durations at lower instantaneous pumping rates and/or providing significant off times between pumping cycles to
allow for aquifer recovery.
