HomeMy WebLinkAboutRESOLUTION NO. 2019-67 RESOLUTION NO. 2019-__ RESOLUTION FORMALIZING THE CURRENT CITY COUNCIL PROCEDURES FOR AGENDA AND MEETINGS WHEREAS, the City of Fairfax has been following an agenda procedure but never officially adopted a written agenda policy; and WHEREAS, the City of Fairfax began using meeting rules in November of 2018 but never officially adopted these rules by resolution. NOW, THEREFORE, BE IT RESOLVED that the agenda procedure and meeting rules are hereby adopted by the Fairfax City Council as follows: City of Fairfax Agenda Procedure 11-2019 The following is the procedure to set the agenda for a Fairfax City Council meeting: Residents, vendors, organizations, and other governmental agencies can contact the city clerk to request a topic be placed on the Fairfax city council agenda. The clerk shall ask the topic and request paperwork regarding the topic to be submitted by the deadline. The clerk shall inform the requestor that this topic will be placed on the tentative agenda for City Clerk sends out an email to the mayor, staff, engineering staff, finance advisors, and possibly the city attorney a week before a city council meeting to let them know it is council packet week. Agenda topics are requested to be submitted to the city clerk no later than three days prior to the day the council packet is published the first time. This is usually Wednesday for a meeting the following Tuesday. Supporting paperwork is requested to be submitted to the city clerk no later than two days prior to the day the council packet is published the first time. This is usually Thursday for a meeting the following Tuesday. A draft of the agenda is prepared by the city clerk and sent to this email group for review and revisions. Once review and corrections are c The mayor reviews the agenda, makes any needed corrections, and gives final approval of the agenda. The city clerk makes the approved agenda part of the packet and sees that it is published online and posted in the three required Fairfax locations. These are currently: Fairfax City Hall, Fairfax Public Library, and the Fairfax US Post Office. If someone has requested to be placed on the agenda, but the mayor has refused, the person may come to a city council meeting and ask the city council to direct staff to place item is on the agenda. If the City Council has previously voted on a topic or discussed a topic and no motion was made to forward the topic, this topic then requires two council members on the prevailing side to request the topic to again be placed on an agenda. City of Fairfax City Council Meeting Rules 11-2019 It has been the City of on the agenda. This is not required by Iowa Code unless the City is holding a public hearing. Without an invitation to speak, everyone is simply an observer, listening and observing the deliberations. In order to try to continue this practice, the City of Fairfax will be enforcing the following rules. Meeting attendees who want to address the City Council must: Remain respectful of the Council members, Mayor, and city staff Come to the podium and wait to be recognized by the Mayor State your name and address for the record You will be given a maximum time allotment of seven minutes Only address the agenda item on the floor at that time Non-agenda items are only asked for towards the end of the meeting, are not debatable, and will be referred to staff for future meetings You may be asked to stop and return to your seat if you are not offering new information. You will be asked to stop if your comments become profane, threatening, or otherwise inappropriate. If you refuse to follow these procedures, you will be asked to leave the meeting, returning only when and if you have decided to follow this procedure. A second refusal to follow this procedure will result in being asked to leave the building.
