HomeMy WebLinkAboutRESOLUTION NO. 2019-78 RESOLUTION NO. 2019-78 RESOLUTION SETTING A PUBLIC HEARING FOR PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST FOR CONSTRUCTION OF THE FAIRFAX SPORTS COMPLEX SPLASH PAD BE IT RESOLVED, By the City Council of the City of Fairfax, Iowa, that bids shall be received on Wednesday, January 8,2020, at 10:00 AM in the office of the City Clerk for the construction of the Fairfax Sports Complex Splash Pad Project; and BE IT FURTHER RESOLVED,That the Public Hearing for the plans, specifications, form of contract, and estimated cost for the Fairfax Sports Complex Splash Pad Project shall be held at the City Council Meeting on Tuesday, January 14, 2020, at 6:00 PM at Fairfax City Hall. The Fairfax City Council has previously filed these documents with the City Clerk of the City of Fairfax, Iowa. The City Engineer's opinion of probable construction cost for the Work is$270,000. The proceedings of the City Council referring to the proposed plans, specifications, form of contract, and cost opinion are also made part of this notice. Cy hia Stimson, City Clerk/Treasurer Published in the Cedar Rapids Gazette on the 28th day of December, 2019. 00110-1 April 30, 2015 00100 NOTICE TO BIDDERS OF ADVERTISEMENT FOR SEALED BIDS FOR PROPOSED PUBLIC IMPROVEMENT TO BE KNOWN AS FAIRFAX SPORTS COMPLEX SPLASH PAD Contract No. 6950-18-03 Description of Public Improvement The Work generally consists of the construction of a splash pad, including import of fill; concrete work; sanitary sewer, storm sewer, subdrain, and water supply line with valves, meter, backflow prevention and pressure reducer; construction of equipment enclosure pad and drain pit; installation of splash pad equipment supplied by the City; installation of water supply lines to spray features; electrical installation for splash pad controls; and site restoration at the Fairfax Regional Sports and Park Complex. Type of Bid Bids shall be on a unit price basis. Contract Time Information Early Start Date: April 20, 2020 Late Start Date: N/A Milestones: N/A Final Completion: August 17, 2020 Bid Opening Time, Date and Location Sealed bids will be received at the Office of the City Clerk, 300 80th Street Court, Fairfax, Iowa before 10:00 AM on Wednesday, January 8, 2020. Bids that are not received before this time will not be opened. The time a bid is submitted shall be determined by the time maintained in the City Clerk's office. The bids will be opened and read aloud at 10:00 AM on January 8,2020 at Fairfax City Hall, 300 80th Street Court, in the City of Fairfax, Iowa. Contract Terms Cedar Rapids Metropolitan Area Standard Specifications and Details are applicable to this project and are available for purchase at the City of Cedar Rapids Public Works Department, and available on the City of Cedar Rapids'website (www.cedar-rapids.org). Items included in the Project are exempt from State of Iowa and Local Option Sales and Use Taxes. Contractor is responsible for obtaining the exemption or for applying for reimbursement for such taxes paid. Sales and Use taxes shall not be included in the Bid. Pre-Bid Conference No pre-bid conference will be held. NE 300 80th Street Court Cedar Rapids, IA 52402 Fairfax, IA 52228 00100-1 Bid Security and Other Bonds Bid security, as defined in Section 26.8 of the Iowa Code, in the amount of TEN percent of the Bid must accompany each Bid. The successful bidder shall be required to provide performance and payment bonds, each in the amount of 100 percent of the Contract Price. Applicable Laws and Regulations By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa Code Chapter 73. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. The Successful Bidder shall submit a written affirmative action program to the City unless already having an approved Affirmative Action program on file with the City. The City will not process payment requests until the affirmative action program is approved by the City. Failure to comply with this requirement may be deemed cause for contract termination. OWNER's Right to Reject Bids The City Council of the City of Fairfax reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter such contracts as it deems in the best interest of the City. The City reserves the right to defer acceptance of any proposal for 60 calendar days after the bids have been received and opened. By order of the City Council, City of Fairfax.
