Special City Council Meeting Minutes
January 8, 2026
A special meeting of the Fairfax City Council was held January 8, 2026. Mayor Beer called
the meeting to order at 6:00 PM. Council members present: Mike Daly, Marianne Wainwright,
Deb Mallie, Cindy Anderson, and Dan Wozniak.
Motioned by Daly, seconded by Wainwright to approve the agenda. Ayes: Daly, Wainwright,
Mallie, Anderson, and Wozniak. Nays: None. Motion carried.
Discussion was held concerning the reappointment of Cynthia Stimson as City
Clerk/Treasurer.
Motioned by Daly, seconded by Wainwright to reappoint Cynthia Stimson as City
Clerk/Treasurer. Ayes: Daly and Wainwright. Nays: Mallie, Anderson, and Wozniak. Motion
failed.
Discussion was held regarding the appointment of an Interim City Clerk.
Motioned by Anderson, seconded by Mallie to appoint Tina Rosekrans, Deputy Clerk, as
Interim City Clerk. Ayes: Anderson, Mallie, and Wozniak. Nays: Daly and Wainwright. Motion
carried. (This motion was illegal as this topic was not on the agenda. The City Council during
the January 13, 2026, meeting asked for this to be noted in the minutes and the motion
rescinded.)
Motioned by Wozniak, seconded by Mallie to appoint Cathy Bayne as temporary Interim
Clerk for the purpose of taking meeting notes only. Ayes: Wozniak, Mallie, and Anderson. Nays:
Daly and Wainwright. Motion carried. This specific duty was declined by Cathy Bayne. (This
motion was illegal as this topic was not on the agenda. The City Council during the January 13,
2026, meeting asked for this to be noted in the minutes and the motion rescinded.)
Dan Wozniak volunteered to take the meeting notes. No decision was made regarding the
appointment of an Interim City Clerk.
Shane Wicks of Hall & Hall Engineers discussed a proposed Metropolitan Planning
Organization (MPO) transportation project involving intersection improvements, traffic signals,
and funding opportunities. The project is part of the long-range transportation plan, which spans
25 years and is resubmitted every five years. The project is ranked as the second-highest priority
in the region for the 2035–2039 timeframe. Funding would include 80 percent from an STBG
grant, with the remaining 20 percent to be funded by the City. Mayor Beer asked about the
timing of the project and whether it would be advantageous to wait for funding. Dan Wozniak
asked about the option of a roundabout versus a traffic signal.
Resolution #2026-1 was motioned for approval by Daly, seconded by Anderson to approve
the application for a traffic light, not a roundabout. Roll call vote: Ayes: Daly, Anderson,
Wainwright, and Mallie. Nays: Wozniak. Motion carried.
Discussion was held regarding personnel files, confidentiality, and cybersecurity. Deb Mallie
expressed concerns about cybersecurity and asked whether appropriate systems and procedures
are in place to protect sensitive information. Marianne Wainwright stated the need for formal
policies regarding confidentiality, access to personnel files, and record security. It was noted that
there is no current policy regarding library patron information and that some Fire Department
files are unlocked.
Tom Nurre, Fairfax city resident, addressed the council and asked what initiated the
discussion. Deb Mallie stated she requested the topic due to her professional background in
cybersecurity and the lack of formal cybersecurity training or policies provided to council
