HomeMy WebLinkAbout08-25-2025 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING August 25, 2025 A special meeting of the Fairfax City Council was held August 25, 2025, at the Fairfax City Hall. Mayor Jo Ann Beer called the meeting to order at 6:00 PM. Councilmembers present: Tom Nurre, Dan Wozniak, and Nick Volk. Mike Daly was on the telephone. Marianne Wainwright was absent. Motioned by Volk, seconded by Wozniak to approve the consent agenda. Ayes: Nurre, Daly, Wozniak, and Volk. Nays: None. Absent: Wainwright. Motion carried. Scott Ladwig gave an overview of their plans for the QTS Laydown Area, which is approximately 50 acres. There will be no living quarters. The temporary buildings will be for storage and office use. Staff is working on getting the details about their plans. City Administrator Chris Philipp is recommending the City use our current building permit fee schedule for storage and office uses. Motioned by Wozniak, seconded by Nurre to authorize the Fairfax Building Department to process the permits for temporary structures in the QTS Laydown Area as needed using our established fee schedule for office and storage uses. Ayes: Nurre, Daly, Wozniak, and Volk. Nays: None. Absent: Wainwright. Motion carried. Discussion was held about plans for water in the QTS Laydown Area. The City of Fairfax will not allow the City of Cedar Rapids to supply water within our city limits. The City of Fairfax is proposing to allow a 6” water main from the Travero site to the QTS Laydown Area with one fire hydrant. This does not follow SUDAS standards due to the fact this is a temporary line. The engineering still needs to be completed and then an IDNR permit will be needed. Iowa Land and Building will need to sign off as this will be on their land. The contractor’s plans are to place the water main by open cutting in the field area and boring under the creek. An RPZ and meter will be required. Motioned by Nurre, seconded by Wozniak to approve the plans for a 6” water main with one hydrant, RPZ, and meter to give water service to the QTS Laydown Area as discussed pending engineering approval, Iowa Land and Building’s approval, and obtaining a IDNR permit. All work and costs are to be arranged and paid for by Layton Construction or their designee. Layton Construction will pay or reimburse the City for any city engineering costs incurred with this project. Ayes: Nurre, Wozniak, and Volk. Nays: None. Absent: Daly and Wainwright. Motion carried. As of right now, this water main must be removed when the QTS Laydown Area ends as stated in the Development Agreement. This issue may be discussed in the future. Mayor Beer thanked everyone for this special meeting. City Administrator Philipp reminded the City Council he will be on vacation from September 3 – September 17. He will miss the September council meeting. He has arranged for Eric Von Sprecken to cover the building department issues and Cynthia Stimson to cover the city administrator issues in his absence. He let the Council know he, Brian Merta, and Shane Wicks attended the Airport Commission’s meeting this morning. He discussed the ordinance which will be on the September agenda. He has requested members of the Planning and Zoning Commission attend the meeting. The city clerk discussed the public information request we placed with the City of Cedar Rapids and the plan for the tours of Alliant’s Marshalltown plant.
