The town council of the town of Fairfax met this 7th day of
December, 1960 with all councilmen present. Meeting valled
to order by Mayor Selzer.
The minutes of the Nov. 2 meeting were read and approved.
The treasurers report was read and approved.
Wm. F. Zamastil met with the council in regard to gaffe junk
hauling and some of the problems connected with it.
He requ6sted that the junk pikk cep day be changed to the
first Saturday of each month, and the council approved such
request. Clerk instructed to prepare letters and mail the
to all patrons informing them of the change. Zamastil
also reported that there might have to be some bull dozing
at Neakimens land ,next spring.
Nemec reported that the meter seals had not arrived, and
clerk said he would attempt to trace them.
The troubled sewer line on Church Street was discussed.
The cause of the trouble had not been definitely established,
since there was some telephone construction work in the
area,, and also water line construction a short time ago.
After some discussion, it was decided that the Mayor would
contact someone to check it over, and if weather permitted,
some work .would be done in an attempt to clean the difficulties.
discussion was held in regard to a lighted road sign at
the edges of town on highway 149. Clerk instructed to contact
the la. Elec. Light ,& Power Co. about a power source, and
also to check with the suppliers about price of these lights.
No action taken at this tine.
Clerk instructed to contact Whitney Pump Co. about t he cal-
ibration on the water tower guagea and also about a light
that could be installed to signify low water lever.
After a discussion was held pertaining to the job of bleeding
water lines and fire hydrants, as well as maintaining the
pump house and the associated records, it was moved$ seconded
and carried to pay Wm. L. Serbousek a monthly salary of
$30.00 for these duties, starting Tan. 1., 1961.
It was moved, seconded and carried to pay D. C. Neuhaus $300.010
for the bookeeping services hn the water system for the
partial year of 1960. It was moved, seconded and carried
to pay 0. C. Neuhaus not to exceed $400.00 per year starting
Tan. 1 , 1961 for keeping the water department books.
Clerk instructed to scud a hill. to Bjornson Construction Co.
for anticipated Nmx repair work to be d one next spring as a
result of telephone installation. The mayor would supply him
with a list of work to ba done. Clerk also instructed to
check with the Country Auditor for the mayor in regard to j
handling horsey collected on fines from State vi.plations.
It was moved, seconded and approved that a fee of $5.00 would
e made for removing and re installing a water meter.

Town Council, Town of Fairfam meeting
December 7, 1960 continued
On motion by Steinmetz and seconded by enisek, the
following transfer of funds was approved by unanimous
vote of the council. Transfer $19000.00 from general
fund to Street fund.
On motion by Emanuel and seconded by Nemec$ the following
amendment of budget for 1960 adopted august 51 1959 was
made, seconded and, unanimously approved. Same being put
'up for public hearing on December 30, 1960.
Road Use Tax fund from $19400.00 to $6,290.00
Str•det fund from $1,000.00 to $4,100.00
General fund from $1,010.00 to $29820.00.
Clerk instructed to obtain approval from the state
auditors office in regard to the above transfer and
also have the necessary notice pubbished in the Cedar
Rapids Gazette.

The following resolution was offered by councilman Steinmetz
and seconded by Neanc.
F IT RESOLVED T HAT� I] -AS T H Town of Fairfax Iowa is
in need of funds to pay current obligations, and
I ITIPMEAS, the said town will :...have revenue coming in during
the coming year from taxes, et „ and
IMRT AS- under the Code of Iowa reading as follows-,

warrants issued by any municipal corporation in anticipation
of its revenues for the fiscal year in which such loans are
negotiated, or warran s issued , but t e a gr°e a e amount of
such loans and warrants shall not exceed the estimated revenue
such corporation for the fund or purpose for which the taxes
are to be collected for such fiscal. year.
This council is empowered and authorized to borrow money and
pledge the credti of the said Town of Fairfax in
anticipation of said revenues.
OW9 THEREFORS,, be it resolved that the said Town
of Fairfax, and this council , borrow the sum of Two thousand
nof100 dollars ($2,000.00) from the Fairfax State Savings Bank
of Fairfax, Ia. for the period of not to exceed one year, at a
rate of discount not exceeding five ( per cent, and that a
warrant issue to the Fairfax State Savings Bank in the sum
of Two thousand dollars, and that Edna Delany, Treasurer,
execute a warrant in the form attached to these minutes of
meeting attested to by D. C. Neuhaus, clerk, in the sure of
Two thousand dollars, as evidence of the said loan: and be it
further resolved that from the proceeds of said loan, current
obligations of the Town of Fairfax be paid.
The foregoing motion and resolution was adopted and confirmed
by unanimous vote of the cooncil present.
The following is a copy of the Tax Anticipation Warrant
executed by Bdna Delany, 'Treasurer of said Town of Fairfax,
Fairfax, Ia. December 7, 1960 $29000.00
Know all men by these presents, that the town of Fairfax, Ia.
is indebted unto the Fairfax. State Savings Bank of Fairfax,
Iona, in the sum of two thousand and no, 100 dollars payable
on the 7thday of December 1961 upon presentation to the
Treasurer of the Town. of Fairfax, Ia. from any funds in her
hands belonging to the Town of Fairfax, Ia. Thi s warrant
issued under specific authority and resolution adopted by the
town council of the town of Fairfax on December 7, 1960.
