A special meeting of the town council was held this 11th
clay of October with all ;ccuhc.ilmen presents
Purpose of this meeting was to discuss what could be
done about street requirements in the Stark additinn
(proposed) so that some construction could be done
as requested by s. Stark at the Oct. meeting.
After much detailed discussion pertaining to various
aspects cf street construction and maintenance in the
years to cone wit!Ir, this area particularly in mind$
the following recommendations. are to be made to Mrs.
Starkz
First, it is assumed that the various tentative agreements
that were thought to exist in connection with this area
appear to be non existents This includes certain easenentsq
options :and street surface agreements.
The town is to, receive an option on 12 acres of land
for construction of .a lagoon at the east end of Starks
lard at $59.4€ per acrd
An easement is to be granted the town for construction of
a serer line on one of. the east crest streets q or in the
case the 'streets arse never constructed, the easement would
be where the street now appears to be planned. The exact
description of this strip of land is ' o be obtained from
Loechner Engineering Co.,
The street in the area concerned, which is where water/
lines are now extended, could be constructed in accordance
with specifications bow on file with the clerk. Basically
this is considered a 5inch rolled stone base with :a double
seal 'cote. These conditions would apply only to the
streets in the immediate area where the water lines are
..now constructed. Any streets in the rest of the area may
be requieed to be concrete with curb and gutter at the
towns discretion.
The new street and grade constructed by Linn County would
be surfaced wi-th a double seal cote application alsog at
least where there will be traffic on it,
if the above are adhered to: the town would grant the
permission to be annexed to Mrs. Stark for the area
involved.
