January.. 1, 1964
A meeting. was held in the Fire 'Station this `1st day of Jan.,
1964 for the purpose of the elected councilman. and mayor
to take theoath of office.
The following councilman was administered the oath of office
for: Town council for the term Jan. 19 1964 to Dec. 31' `1965
by D. C. Neuhaus. Richard Zenisek, Lyle Ce Kovar, Wm. Shepard:f
Rudolph Nemec, and Russell Car�rE-�r#
Albert Stallman' the elected mayor was not present and it was
reported that ex Mayor Kubasa had been told by Stal.lman that
Stallman .f preferred not to act as Mayor. i
The meeting was adjounned until Jan. 6, 1964.
an Jan. 6, 19.64' the town council met in the Fairfax State
Savings Bank with all councilman present.
The council unanimously approved the app ointment of Milo Kubasa
as may since the. elected mayor, Albert Stallman failed to q a:lify. I
Kubasa 'accepted stating that he would act for a .short periodyn

hopes the sewer business would be over in a couple of months.
He 'did not intend to continue due to some employment conditionso.

The following `action was taken by the councL 1, all approved on
unanimous `consent of the council and mayor
Richard Zenisek was appointed .Mayor Pro T'em. .
D. C. Neuhaus was ;appointed town clerk for the ensuing two years. j
Evelyn Carver was appointed town treas. for the ensuing two years.
Wm. L. Serbousek was appointed town marshall at a salary of $86.00
per month.
Warren C. Ackley was appointed town attorney.
Russell Carver was appointed Fire Chief. He was also employed:
to maintain the fire: station at a fee of $60.00 per yearn
The council set the regular council meetings at 7:30 P. M. on
the first Monday of each month..
Nemey, Carver and Kovar were appointed to the street and alley,
committee.

Wm. Sk G. Gibney was appointed to the Plan & Zoning Comm for a
term to expire August It 196 ' l

he vacancy of Wm. pard, this term} to expire Aug* 19 1964.
The Fairfax State Savings Bank was designated. official depository
for the 'Town `+of lairfax in any amount up to and including $1755000.00
This. sum indicated 'due :ice the large volume of money to be
handled during the sewer bond sale®

Warrants no, 665 thru 699 read and approved.

The treasurers report was read and approved as of Dec. 310 63.,
showing a balance of $190784.75.
Appropriations as follows made by the council for the year
1964 as per budget filing of August, 1963,
General fund $2 ,030.
Street fund 5,200.
Public' Safety fund 31160.,
Sanitation 500.
Recreation 1.180.
Read Use Tax 8,420.
Liquor Profits 2,400®
Debt Service 3,760,
Utilities 800,
Wm, L. Serbousek was authorized to purchase for the town,
for use by the marshall, a sawed off shotgun, referred to
as a riot gun$ from the City of CedarRapids for $3500,
On Motion by Zenisek, and seconded by Nemec, the clerk read
proposed Ordinance No. an amendment to ordinance No.
30, the purpose of which—Ts' to reduce the minimum water charge.
A copy of the ordinance is attabhed, the essenne of which is
to reduce the minimum monthly charge to $4,00, €
Section 21, line 7 should be amended to read '1$4.00 per month'
rather than 115,00 per month".
The council unanimously approved this ordinance, and therewas
a motionby Carver, seconded by Kovar that the second and third
readings be eliminated. This motion unanimously approved.
No further business to come before the meeting, it was moved,
seconded and carried to adjourn,
Mayor Clerk
The council unanimously approved an agreement with the Linn County-
Supervisors whereby county road maintenance equipment can be
hired by the Town of Fairfax for such work, as grading, snow removal
and gravel hauling. To implement such, it will require
a specific request of the mayor or councilman, and the county
will charge the town an hourly fee for equipment and men, and
their cost of material. Two copies were executed and sent
to the County Supervisors, one to be heturned for filing.
