The minutes of the April 12 meeting were read and approved. Treasurers report showing a balance of 31,192.24 was approved. Karrants no, 380 t 391 were read and approved. Engineer Hall was present to discuss specifications for a street improvement program, Conway Co. representative explained the Slurry mixture process of street covering. Various aspects of the street program were discussed in light of expected costs. It was pointed out that it was desirable to double seal cote the entire to , but that it was not within our means to do so, Xotion by Bu •esh to double seal cote the west block of Church St. , two blocks of Vanderbilt south of the tracks, and Losey St to 149 was seconded and carried. InItuded in the motion was the klimination of scarifying on the West end of RR Street. The plans then proposed by Hd I were accepted. Resolution of Necessity, providing for the street improvement consisting of seal cote and drainage improvement as remommended by Hall Engineering Co. and approved by the council, was therefore presented and approved unanimously. Proper n6tices would be published in the Gazette providing for starting date of June 21 and completion date of August 1. Clerk reported that Stephenson from the Statte �qater dept. inspected the well at the Kuba9a lot and asked for additional information before approval could be granted. He pointed out some of the basic requirements concerning distance of sewer pipe frog the well. Clerk instructed to obtain additional information from Milan Frese. Clerk authorized to invd8t an additional $5,000 of idle funds in a time certificate at the Fairfax State Savings Bank. Clerk instructed to "call" the Special Assessment Bonds necessary so that bonds up to and including # 36 would be paid as of June 1. Clast B. Beer Permit approved for James 11. Neuhaus, clerk �I Upon motion being made by 'Bu resh and seconded by Vondr a and upon vote being taken, the following Preliminary Resolution of Necessity was unanimously passed by the Town. Council of t the Town of Fairfax, Iowa,, to-wit BE IT RESOLVED that -the Town Council of the Town of Fairfax, Iowa, finds it necessary.to oil all of the streets in said town', except those streets in said town which are paved; and the Torn Engineer shall prepare preliminary plans and Specifications, estimate of the total, cast of the work, plat and schedule and file the same with the Town. Clerk. That none of the property to be benefited by the said improvement shall be assessed and all of the costs of said improve- ment shall be paid from the street frond of the Town of Fairfax, Iowa„ That this street improvement shall be known as the 1967 Greet Improvement of the,Town of Fairfax, Iowa. The Torn Engineer having now submitted a plat, schedule and estimate of the costs of said improvement, the same are hereby adopted, and the Town Clerk is hereby directed to publish notice of hearing on the proposed Resolution of Necessity and notice to bidders, as provided by .law. The following proposed Resolution of Necessity was Mien introduced: BE IT RESOLVED that the plat, schedule and estimate as submitted by the Engineer for the Town of Fairfax are hereby adapted for the purpose of oiling all of the streets in the Town of Fairfax, Iowa, except those which are paved, and there is on file in the Office of the Town Clerk an estimated cost of the total work and preliminary plat. and schedule of the sane, and the Town Clergy: shall publish notice of this proposal and notice to bidders, .and hearing shall be held at the Fairfax, Iowa, Town Hall on the 12th day of June, 1967, at 7:30 P.M., at which time hearing will be had by all interested parties for or against the improvement.
