Milo Kubasa atte&ed meeting to show the council the sand spreader he had that was available to the town for the purchase price of $55.00. After a short discussion motion to purcliase sander for $55.00 made by R Stalloap 2'n J Zamastil, Carried Milo Kuba,sa inquired if a price had been set on the used t'Lres that the town owns. A price of $10.00 a piece for the tires had been set several months ago, On motion of P Stallman 2nd J Zamastil the town will sell to Mr Kubasa at $11.00 a piece those tires he could use. Carried. Motion by R Stallman 2nd J Stallman bills present for payment be allowed. Carried Discussion held ori contract to be offered to James Poorbaugh. Several changes made in regard to the average work week, 60 day notice of termination, holidays allowed and the payment of the town or, a 50150 basis the 80120 Blue Cross, Blue Shield Ins, Ronald Burger, Ralph Emanuel and Don Yurp�y attended council meeting as represent Atives of the Baseball Team, in regard to the tiling of the baseball diamond. After a dis- cussion of several items in this matter a motiop by Gary Stockton with 2nd by R Stallman $450.00 is to be appropriated from the recreation fund to, help pay for the tiling which has been estibated to have a total coat of 1,1100,00. Carried. This appropriation is not to have any effect on the $300.00 budgeted for the baseball program* The bazeball. club is to notify the council later in the year as their money -needs. The baseball club agrees to maintain the ball park. ?etition accepted by the Town Council from the Town of Fairfax, as owners of a plot of ground adjacent to the East boundries of the town of Fairfax, for annexation of said property. Resolution number 31-73 introduced to apne3c the property described in the petition received from tl.-,e Town of Fairfax for annexation of said property, on motion of R Stallman 2nd J Stallmar. Carried. Resolution number 32-73 Electing to act under and be subject to certain divisions of the City Code of Iowa (known as the home rule bill.) This ipeludes Div 15, 2,4 and parts I & 2-- of Div 7, also included is this resolution was a section changing the corp. name of the Town of Fairfax to the City of Fairfax, Towa.Motior to accept resolution made by R Stallman grad James Stallman.' Carried The first reading of Ordinance 19, adopting a Charter for the City of Fairfax and embooy,ing the existing form of government was held. 2nd reading to be at April Council, meeting, The first reading of Ordinance 210, describing the boundaries of the City of Fairfax, Iowa was a`ntroduced and read to council on motion of Gary Stockton 2nd R Stallman. Rate of Lay and Job Assignment. Employment will start at the rate of $3.25 per hour for all types of work, whether it be law enforcement, water or wastewater work, or any other tasks assigned to Mr Poorbaugh by the Mayor or Mayor Pro-Team (in the absenne of the Mayor) of Fairfax, Iowa. The average work week will be as scheduled at approximately 40 hours a week* Section 29 Certification, Job Certification will be divided into 2 general categoriesa A, Law Enforcement B, 1. Water 2. Wastewater (seperate certificates ) Certifications do not have to be made in any particular order, Section 3, Rate of Pay at time of Certification. Pay increases will be 25 per hour for each of the two- general categories -upon final certification* These pay increases will automatically go into effect upon completion of either categories and up in approval received by the City of Fairfax, Iowa from Police Academy and or, the State Department of Health, Section4fi. Training and. fees paid, The City will pay the necessary expenses or s—att— Academyat Cedar Rapids and the State Department registration fee to end I of Health School at Manchester, Iowa. Atravel allowance will be paid by the City for attending classes at a rate of 1 per mile when authorized by Mayor. Section 5.. Use of Privite Vehicle. Mr Poorbaugh will be paid a rate of 250 per mile for the use of his car, as a "patrol. car" while only on Datrol duty in the City Limits of Fairfax or out side the city limits if in pursuit of an offender, A flat rate of $2,00 per week will be paid for the use of his car or truck in the Water and Sewer Dept work, Section 5 A. Insurance coverage on private truck or car is to be Mr Poorbaugh"s rrspon�sibjljty, City of Fairfax a-ssur-es no liability on said vehicles mentioned in this ciontract owned and operated by Mr Poorbaugh Section 6. Equipment. Mr Poorbaugh agrees to supply 2 way radio com-unications at his expense. He—will also supply his own uniforms while on duty as a Law Enforcement officer,,, If Radar is ever needed or neeassary the cost of that equipment. will be paid by the city. Section 7. Vacation. Mr Poorbaugh will be eligible for one week paid vacation upon completion of one yearscontinous service effective on the first anniversary date of this signed contract. Be will be eligible for two weeks annual vacation after completing 3 years service. Section 8. Holidays. Although. it may be necessary for Mr Poorbaugh to work certain recogtaized holidays, he will be eligible for 5 — 8hour days per year as Holidays. They may be taken at his descrection with permission from the Mayor. Section 9. Wages during training. During training at the Cedar Rapids Police Academy, it 1_—s agreed that Mr Peorbaugh will attend classes during the day, kepp up his routine work in the Water and Wastewater Departments and provide a mini mum. of 8 hours per week of Police Duty at night for a flat $150.00 per teek waged in lieu of the rate of pay referred to in section 1. Section 10. Insurance, In addition to Work ens Comp, and IRER's the City of 7airfax will pay i—j-f—the premium for the Blue Cross, Blue Shield 80/20 plan. TOWN OF FAIRFAX FAIRFAX. In consideltion for the expense to the City of Fairfax for all the necessary training in Law Enforcement, Water and Wastewater to be certified, Mr Poorbaugh agrees to continue work for the City of Fairfax a minimum of two years providing his work is sKisfa sat ory to the Mayor and City Council. A 60 day notice of termination must be given by either parties of this contract, Section 12. It is recognized that the terms of this agreement may be incomplete or that conditions may change that require revision.
