Stallman presiding. Councilmen R. Stallman, R Brecht, J Zamastil & E. Shakespeare
present. G Stockton absent. Newly elected councilmen R Carver also attended.
Watertower Paint & Repair Co Field Supervisor Herb: Bonin attended meeting to
present to Council a new 10 year maintence contract on the Water Tower. Current
contract has been in effect for 12 years. The current price has been $351.00
The new contract carries a price of $840.00 per year. This is a firm price for
5 years. Council can cancel after 1977 if not satisfied with the maintence.
Motion to approve contract made by H Shakespeare 2nd R Stallman Carried
Ray Jacobs, Community Liason/Aide, who will be working with the small towns
in Linn County thru the Linn County Reginal Planning Commission attended meeting
to acquaint himself with local problems and situations that he might be able
to help with. (Federal Grants, Communtiy Development Funds, Zoning etc )
Motion to pay bills made: by R Brecht 2nd H Shakespeare. Carried.
Ronald Burger atteneded meeting to advise council that he is planning on building
some multi (4plex) housing on his property (Lot 1 & 12) in the spring of 1976 and that
he has already notified P & Z and wished to also advise council of his possible plans.
Four members of the Planning & Zoning Committee attened meeting Discussion held
on Zoning ordinances & Buiading codes with P& Z and Mr Jacobs. Mr Jacobs is going
to look over our proposed Zoning Ordinance and give councEil & P & Z his opinion.
P & Z recommends to council that they adopt the Marion building codes with the
necessary changes to conform with the needs of Fairfax. They also,recommend that
Robert .Jackson & Kenneth. Selzer be appointed as building inspectors and that
Haro d Shakespeare be appointed water & Sewer inspector. Motion to approve recommodation
H Shakespeare 2nd J Zamastil carried
Council appointed Betty Panek to P & Z and Steven Custofenson to appointed to
P at such time as a vacancy occurs, on motion,of R Brecht & 2nd R Stallman, Carried
Discussion held on Sewer connection charges and sewer main extensions Resolution
passed (see attached copy) that all sewer main extensions will be made by owner or d
developer at t heir own expense. City,attorney to incorporate this in the
sewer ordinance along with changes in the connection fee.
Countil to accept Engineers report on the paving of the extension of Park Street by
Iowa Fund when the following conditions are met. L. Rebuild catch basis in storm
sewer. 2. Tie storm. sewer into street construction_ 3. 4 year maintence warranty
on street, 2 year maintence warranty or storm sewers, water lines, sanitary sewer lines
4. All utilties be put in now and let settle over winter before any paving is put in.
Letter to this effect to go to Don Hall City Engineering and to Ernest Ksoek from
Iowa Fund. City Attorney to write ordinacne and incorporate them into the
proper sections in code book in regard to maintence warranties on streets, water,
swer and storm sewers.
T & K Roofing to be contact again inregard to roof on fire station.
Special Couneilmeeting to be held on November 17, 1975.

RESOLUTION NO.
WHEREAS, the City of Fairfax desires to establish a method of
ancing any future extension of the City's public sewer system.
NOW THEREFORE, BE IT RESOLVED by the City Council of
Fairfax, Iowa, as follows:
All costs and expenses incident to the construction, installation,
and connection of any extension of the public sewer system of the City
of Fairfax, Iowa, shall be paid by the owner of the lot or parcel of real
estate to be connected by said extension to the City's public sewer system.
Passed this 6th day of November, 1975.
