Robert & Mary Strang. ask th atIbe heard in regard to several problems that they experi-
enced during the recent Bey fray celebration, They were subjected to verbal. and physical
abuse, trespassers in their fenced in back yard, noise , blocked entrant : to their
place of residence etc. Since city council had gave the Legion permission to use the
streets they felt that the Council sisould do something to abate t0 problems,
Mike Hickey alga bpoke in regacd to this matter with similar complaints.
Mayor Stallman stated that something must be done to correct these problems if and when
a another Hey flay will be held. she possiblity of moving the beer tent to another
locations was discussed, possiblyathe carnival could be spread out Wther, More
corraaruni.cnions between the citizens of Fairfax and the American Legion need to take
place in the planning of this celebration.
Dave Selzer and flick Flaber y attended the meeting as representatives of the American
Legion. They stated tbat the Legion didn't want or need a hassle tith the people of
Fairf'ay and would cooperaW i_n helping to farad a solution to the problems, if it
means cancelling future celebba°tions thats what will be done, but they felt that
the money earned from the dpy 'helped the city in many way,. Council suggested that
they put out a flier showing here and to whom: the profits are shared® The legions
felt that the City should lays down some guide lines on ;street closings.
The owners of the Frontier Spice Co, :Celt there was too much emphasis placed on the
beer tenet and that more food stands, different games, crafts etc. should be considered
making it a more family type week-end.
Roger hells inquired of counc il if Quarry Drive belong to the City and did we Wan
on doing anything with it as he would like to landscape in the areas He wes instructed
that the road is Petted but Ws not been deeded to the city He would like to add a
garage on to this home and needed to know the correct distance from the street. He

Joe & Betty Krahmer inquired as to who authorized the cable to be strung acorss the
street on front and Perk. They were advised that it ttelongs to Iowa Fund, Inc and
the wares is covered under Sheriffs Permit 111® Mr Krahmer stated that he was no
happy about the situation because his son,rode his bike into it and was injured..
He stated it was hale his sons fault but felt the cable should be reooved. ..

Dear Mrs . Soukup :
We are the attorneys for Robert and Mary Strang, residents
of Fairfax, who have consulted with our office concerning
problems that they experienced with the recent Hey Dey
celebration. The purpose of this letter is to let you
know that Mr . Strang intends to be present at the July 3
meeting of the Council to explain certain instances of
abuse suffered by his family and his property, and we ask
that you include him on your agenda accordingly.
The Strangs are informed that the Fairfax.. American Legion
is involved in sponsoring the carnival and related activities ,
and therefore a copy of this correspondence is being
forwarded to the Post Commander . In addition, the under-
signed has preliminarily advised your counsel, Mr . Scott E .
McLeod, of our representation of the Strangs ' interest
and therefore a copy is being sent to him as well.
In addition to questions concerning the legality of the event
itself, we have discussed with our clients their specific,
individual rights and remedies under the (civil and the
criminal law. As a result, Mr . Strang intends to present
at the July 3 meeting certain alternative solutions to the
problems , and thereafter to report back to us the Council ' s
response thereto .
