Clerks report showed that at the end of the F/Y 01-82 the following budget

Minutes of the lune meeting of the P & Z committee read for council's
consideration. The request for rezoning of property on Railroad street
owned by K. 0, Selzer from R-1 to R-3 was recommended for passage lair
committee. Public hearing before City Council will be held on August 6, 1991.
Six Cigarette permits (ditching Post, Chug aMug, robst station, Ch.arlies ,
Bob's Meats, Handy Mart station) were approved on motion of R.Carver 2nd
K, Serer, Carried

new type of covering for the roof on the fire station. After discussion

The contract between the City of Fairfax and the inn County Sheriff's dept
was approved on a motion of R. Carver 2nd V. Cerveny, Carried. mayor and it
City Clerk -to sign contract and return to the Board of Supervisors.
Building permit for Czars, Stockton approved on motion of R.Carver grad VA Cerveny, Carried
Bulldozer operators to be contacted by councilmen for bids on clearence of
creek Barak between Nickoalst street and Park street.
l_st Reading of Ordinance 91 amending the hours of closure at the City Parr,
pas.ned can motion of €, Ebakespeare 2nd R, Carver, Motion to dispense with the

sented by nay wife, Nancy, because l have
second shift- work obligations.
1 feel the Fairfax :fey Dey celebration. hm
blecome too big for our town to handle. The act-
ivities have gotten out of control® The situation
Friday night and all day Saturday was endangering
to life and property of:Fairfax residents.
The Fairfax Fire Dept. responded. -to four
fire calls Saturday, June 20. Firefighters had
difficulty arriving at the Fire station. It was
nearly impossible to negotiate the streets quickly
with emergency vehicles because of cars parked on
both sides of the stree.°t, and disrespectful ped-
estrians and drivers. Even during the parade, the
ire Chief had to get out of the fire .truck to clerk
and see if there was any clearance between two
parked cars on Church 'St. as they were returning to
the fire station.
With parking on bath sides of the street,
it leaves only one lane for traffic. This creates

an impossible situation for responding quickly to
fire calls when speed iS of the essence, specifi-
cally in the event of a heart attack, as was the
case of our first call Saturday.
The last call Saturday @ 9®00 pm was report-
�d to be an electrical fire at Wigs Water Works.
because of the Hey Dey congestion in the middle of
;Own, the fastest route was over the viaduct. We
had extreme difficulty negotiating the corner of
Vanderbilt and Praire Sts® because of parked. cars.
When we finally reached the tracks, we had to wait
for a train. Fortunatel.yi there was no fire, but
it could have been any of the businesses or homes
on fire that night. Due to the traffic , the park-
ed.l.cars, and especially the elapsed arrival time,
it could have been too late.
I would suggest parking on one side of the
street only, but T know from experience that this
would be impossible to enforce, since the current
11no parking" signs are not enforced. A Linn Co.
Deputy, called to the scene Saturday to issue
tickets to cars parked illegally in front of the
fire station, admitted that such violations are
often overlooked during "special events. "'
I'm proud of our firefighting and emergency
equipment and personnel. Next time it could be
the burning home of any Fairfax resident, or a
loved one of a city council or American Legion
member who needs emergency attention. What a
tragedy it would be if we were unable to arrive
in time because of a Lack of foresight and plan-
ning by this council and the Legion, as the spon-
soring organization.
Even though I've not had any legal training,
I can,':,.tlie legal and financial implications should
someo-?e decide to sue the City and the Legion in
the event an emergency vehicle was unable to arrive
to an individual, home, or property.
I am not against Hey Deys continuing however,
drastic changes are necessary® If Hey Dey is
to continue, parking should not he allowed at
all, under any circumstances, on city streets,
for the safety and welfare of Fairfax resid,�nts® '
I respectfully request that you give this
matter serious consideration before allowing
Hey Dey to take place in Fairfax again.

Members of the F-airfax City Council,
Each year the Fairfax Hey Day celebration
grows larger, I believe it has become too large
to continue as it has in the past. 'My family
enjoys Hey Deys, but we can't enjoy the fun when
we are concerned about our property.
On two separate occasions this year we had to
,ask people to leave our, property. They were park-
led completely in our yard and one group was firing
firecrackers in our yard while smoking marijuana.
I feel others in Fairfax Share my concern.
If you have any questions as to how others feel
about Hey Days, perhaps a vote of Fairfax residents
would reveal that others, -boo.. are tired of having
their privacy invaded. Some are reluctant to voice
their objections publically.
In Springville recently, during their cent-
ennial celebration, a rowdy crowd situation almost
got out of control, as the Gazette quouted from
a Linn Co. deputy in the attached newspaper article.
The same thing could happen here. I urge you to
take precautionary measures _nova to prevent any
tragedies that could ruin a future Hey Day,.
Maybe a possible solution would -be to arrange
for parking outside of town and shuttle people in
to the carnival and beer tent area. 'Maybe the
whole celebration needs to find a larger location
away from private residences. Of course the details
would be worked out by the American "Legion.
There are many probleins associated with the
way the Hey Dey is now organized, t Surely the
Legion is aware . of these problems, The Legion
needs to show more concern for the feelings of
Fairfax rdsidents. Legion members claim the Hey
Dey celebration es for all of us, however,, I
believe the rewards we recieve arO small compared
to the great deal of money the Legion raises.
realize the Legion does a great deal of planning
to prepare for Hey Day, however I suggest that a
,great deal more planning needs to be done to make
necessary changes for next year's Hey ley, if there
is to be one
I believe several changes need to be made if
Hey Dey is to continue. These changes are necess-
ary for the safety, welfare., and happiness of Fair-
fax residents.

Mayor James Stallman and Fairfax City Council:
At the last Fire Department meeting it was
voted unanimously that a letter to the Foirfax
City Council be written in regard to the parking
of cars during the recent Hey Day Celebrotion.
As Fire Chief of the Fairfay Volunteer Fire
Department I wish to call your attention to the
following:
1. It was near impossibility to get a truck
down many of the streets® In fact , even
during the para4e it was hard to avoid
denting fenders along the parade route
driving very carefully and slowly.
2. There were four runs on Saturday of Hey
Day. 3 calls (I was a CPR call) to
standby and assist the area ambulance and
I fire cpll.
3® It was a tight squeeze getting the trucks
out of the station and the volunteers to
the station because of cars parked in
"no parking" zones.
4. We ask that if there is another Any Day
that something be done about providing
off street parking and enforcing the
