Regular meeting pf the Fairfax City Council was held June 3, 1982. Mayor
Janes Stillman presiding, Council:-present Cerveny, Shakespeare , Feight
z Josifek. .Absent Carver. Tee Citizens attended -
Correctiorn of minutes of May Meeting should read N. Josifek voted no
on Motion to wove the Legion Liquor permit from Legion Hall to Beer Tent I
for ' Hey Days Approved as corrected and placed on file.
Budget, Investment and Clerks report presented and placed on file,

to Star West, .Inc Cable compan n'.,be past on the-ballot Snd a special
election be Meld.
Resoluiion 6382 presented by Jim Fei nt that Franchise Ordinance be
drawn up and arrangements-be made with the Commission of Elections to
place the questions on a ballot and that an election be held on the
granting of the Franchise to Star West, Inc Cable TV. All voting yes.
Sue Michael, from PP.ID ,present council with petitions signed by 36
peop d (18 inside the city limits, 18 outside of city limits) requesting
that council take gander considerations the passing of a Drug Paraphernalia.

Resolution 6382D Setting the salaries for appointed officers and employees
of the City of Fairfax, Iowa for the Fiscal. year 1982-1983, presented

Correspondence read in regard to the closing out of Step One of the EPA
Sewer Grant.

Purpose of meeting: Work session on °T V Franchise Ordinance, Drug
Paraphernalia, & discussion with South Slope Telephone Go, on ditch and
lawns repairs,
T V FrancbiseOrdina ce reviewed, City Clerk to discuss Ordinance with
City Attorney for councils further assessement. Drug Paraphernalia Ordinance
tabled until City Attorney is consulted.
Construction Engineer Bob Hite assured citizens attending meeting that
repairs will be wade to lawns within the next two weeks if the weather
cooperates.

RESOLUTION NO. 63'82_A
WHEREAS , the City of Fairfax, Iowa desires to establish some
guide lines in regard to the Legion Hey Deys celebration from the
18th day of June , 1982 through the 19th day of June , 1982.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Fairfax,
Iowa, as follows:
1. Organized parking lots will be provided by the American.
Legion. Legion will provided staff to direct parking in
all lots so designated.
2. Any parking in alleys, private Yards, driveways, orLany
other unrestricted areas will noTfall under the responsibility
of the American Legion HeyDey Committee
3. Additional temporary restrictions will be enforced on
Saturday, June 19th, Prior to the -parade and on the
Parade route only.
4. All streets not so designated in restricted parking zones--
parking will be allowed on both sides.
5. Vanderbilt street from Church to Railroad and Railroad street
from Vanderbilt street to Park street will be closed to
thru traffic
6. Intersection of Vanderbilt street and Main .street will be -kept
clear at all times.

RESOLUTION NO.
WHEREAS, the City of Fairfax, Iowa, desires- to establish temporary
no parking zones on certain designated streets' in Fairfax, Iowa, during
the Fairfax Hey-Days celebration.

NOW, THEREFORE, BE IT RESOLVED by the City Council of Fairfax,
Iowa, as follows:
During the Hey-Days celebration from the 18th day of June
1982, through the 19th day of June 1982; temporary no parking
signs shall be erected to prohibit parking at the following locations:
1. Within Fifty (50) feet of any intersection with in the
city limits
2. Park street - West aide
3. Nickole
4. Vanderbilt street from start of paving forth to Front Street - West side
5. Vanderbilt street from Church south to Linn Street - East side

WHERE AS, the City of Fairfax, Iowa, in cooperation with
the Fairfax Volunteer Fire Department, desires to place some
guide lines in regard to special parking areas and the establishment
of temporary parking restrictions for the 4th of July fireworks
display ( or rain date if needed )
NOW, THEREFORE, BE IT RESOLVED by the City Council of Fairfax,
Iowa, as Follows:
1. Permission to park cars on the main ball diamond and
the small diamond North of St Patricks School
2. Parking will be prohibited on both sides of Church Street
from Reynolds to Fairfax Road I

3. Linn Street will be closed to through traffic from
Park Street to Fairfax Road.
4. Parking will be prohibited on the south side of that

portion of Linn Street from Park west to Vanderbilt
5. 'These regulations shall be enforced from '7 P.M. until
the end of the fireworks display,
6. Volunteer Fireman will be station at street barracks
to allow residences & their guests access to their property,
on those streets that are temporarily closed.
7. Volunteer Fireman will direct traffic in an out of parking
areas.

A RESOLUTION SETTING THE .SALARIES FOR APPOINTED OFFICERS AND EMPLOYEES
OF THE CITY OF FAIRFAX FOR THE FISCAL YEAR 1992-1983.
BE IT RESOLVED by the Council of the City of Fairfax, Iowa
Section 1. The following positions named shall be paid the salaries
or wages indicated and the clerk is authorized to issue checks, less legally,
required or authorized deductions from the amounts set out below, and make
such contributions to IPERS and FICA or other purposes as required by law
or authorization of the council , all subject to audit and review by the
council.
POSITION YEARLY,MONTHLY OR HOURLY RATE BASIC HOURS
CITY CLERK $7..00 per hour M,T,W,F (32 hours)
DEPUTY CITY CLERK $5.00 per hour 8 to 11 hours a month
CITY TREASURER $425.00 per yearly a-s needed
LIBRARIAN $4.00 per hour 10 hours weekly
ASST LIBRARIAN $3.50 per hour 5 hours weekly
WATER, SEWER SUPERINfIEIMENT j
S'TREE'T MAINTENCE ETC. $8.90 per hour 40 hours weekly
PART TIME UNSKILLED LABOR $5.75 per hour as needed 1

PART TIME GRASS MOWING $4.50 per hour as needed

Employees ma re request or be ask to take off compensatory hours within I

a pay period to avoid overtime costs at one and one half compensatory hours
for each overtime hour over basic hours stated above.
City Clerk and Water & Sewer' Superintendent shall be paid for the following
Holidays: New Years, Memorial Day, July 4, Labor Day, Thanksgiving, Christmas�Good Fri.
City Clerk shall be allowed 2 personal days per year. They may be accumulated.
City Clerk and Water SR'wer Supt. shall be allowed two weeks paid vacation.
