Public- Rearing held on the proposed rezoning of° 06 Williams Blvd from C'-1

Resolution 922 objecting tothe City Finance Committee 's proposed rule
changes in regard to capital budgets and trap-s ers presented and moved

to the City Finance Com mittee for presentation at public hearing to be
help at League of Municpalities meeting on 9/15/82.

I
WHEREAS, the City of Fairfax, Iowa, objects to the State of Iowa's
City Finance Committee's proposed rule changes regarding capital budgets
and transfers.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Fairfax,
Iowa, as follows:

The City Council of Fairfax, Iowa, hereby opposes and respectfully
objects to the State of Iowa's City Finance Committee's recommendation
and proposed rule changes which would require cities to amend their
annual budget every time a new capital project is started or a change is
made in a capital project included in the original budget and which
would alter the manner in which city officials 'handle capital project
budgets and transfer's between utility funds, governmental funds and
capital project funds. Such a change in state mandated accounting
practices is duplicitous, burdensome and unnecessary for smaller cities
and any benefits which might result from such change in accounting
practices is outweighed by the burden placed upon the smaller cities to
comply with such additional requirements.

Whereas, the City Council of Fairfax, Iowa has
aeen advised of certain past due utility bills
and a Potential he�Lltb problem from weed growth.
NOW, THEREF 0RE,BF,-.:1T° RESOLVED by the Fairfax
City Council, that the water be turned off at
110 Nickolet street, and that the charges for past
due sewer and garbage charges be placed against the
property as a tax lain.
And further resolved that the weeds and grass
be cut at 110 Nickolet 'Street and the charges be
placed against the }property as a. tax lain®
Property owner (Steve Fuel and Bankers Life
Insurance Company) have been notified and have
taken no action,
