Dusil 350.46- SUBJECT: Sewer System Fairfax, Iowa November, 1983 FROM: Robert A. Frederick, P.E. DATE: November 2, 1983 A brief history of the Fairfax Taste Treatment Improvement project is as follows: In June of 1974 the State of Iowa issued a Discharge Permit for Fairfax' s treatment lagoon which also included a compliance schedule the City was to initiate which would result in the City's waste discharge being upgraded to meet state standards. In November of 1975 the State requested an update as to the City's compliance schedule. The Howard l R. Green Company was hired in June of 1977 to assist the City in achieving compliance with their waste discharge. The City received an EPA grant in January, 1978 for an Inflow/Infiltration Study. This study was completed in December, 1978. The purpose of the I/I .Study was to determine whether it would be cost- effective to remove extraneous flow from the sewers or to treat the addi- tional flows. Certain points presented in the report were: 1. For the main lift station, a storm water bypass pump was occasionally used to handle excess wet weather flows. In August of 1977 a 5 inch rainfall caused this pump plus an additional portable to be used to handle the flow. In January of 1978, both main lift station pumps were enlarged to increase pumping capacity by 50%. 2. In September, 1974 2,340 feet of sewer were televised. A summary of this study indicated that 61 joints were found defective of which 48 were contributing significant infil- tration to the collection system. In addition, seven building sewers were found to be contributing extraneous water to the sewers. Two clarifications should be made of these findings: a) The condition of the system was typical for any sewer system in Iowa that was 12 years old.. b) The defective joints represented only 13% of the joints televised'. 3. The conclusions of the report were: Howard R. Green Company CONSULTING ENGINEERS -2- k Ii 3I a) It was not cost-effective to remove the infiltration or inflow, but rather to convey and treat the higher flow. This therefore concluded that the infiltration/ inflow was not excessive. Having made that conclusion further study of the system was not recommended or provided for by EPA grant conditions. b) It recommended that the City undertake efforts to locate severe sources of inflow and eliminate these to reduce the inconvenience of manual pumping. 4. The City then proceeded into completion of its Facility Plan which was completed in September, 1981, and which recommended: a) The City connect to Cedar Rapids for waste treatment. b) The main lift station and north lift stations have their pumping capacities increased to handle the in- creased I/'I flows. c) All three l'ift stations be provided with standby pump- ing for power outages. 5. The City is proceeding along the above course of action and plans are being completed for this work.. It should be pointed out that the work proposed on the lift stations cannot be done until the plans are approved and the contracts let. Any work done prior to State approval will not be grant eligible work and the City will not receive 80% grant funds. 6. Once the project is completed, the increased capacity of the lift stations should greatly relieve the sewer surcharge pro- blems. In addition, the City has undertaken numerous sewer rehabilitation projects which have either reduced the inflow or infiltration flow or increased the carrying capacity of the sewers such as cleaning programs. In April of this year, the City televised 500 feet of sewer between man- holes 43 and 55. This reach of sewer was televised to determine where extraneous flows were entering the line. The run between manholes 43 and 46 indicated no apparent source of extraneous flow. However, between manholes 46 and 55 the following was noted: 1. The house connection from the 506 Linn Street residence contributed an extraneous flow of 3 ga11'onsJminute. Howard R. Green Company CONSULTING ENGINEERS -3- 2. The house connection from the 518 Linn Street residence contributed an extraneous flow of 4 gallons/minute. 3. The house connection from the 526 Linn Street residence contributed an extraneous flow of 2 gallons/minute. 4.. A severe sag in the sewer causing a parted joint allowed a substantial flow of extraneous water into the sewer. As a result of the sewer survey, the City shortly thereafter replaced 50 feet of sewer pipe eliminating the joint problem and resulting extraneous flow. When the proposed project is completed in entirety, we would anticipate that the possibility of a surcharged sewer system will be greatly re- duced. However, it should be noted that the main, thrust of the project has been to provide adequate treatment of the wastewater. By Robert A. Frederick, P.E. Howard P. BOX 93 FAIRFAX, IOWA 52228 CITY OF FAIRFAX SANITARY SEWER SYSTEM INSTALLED IN 1962 The initial start up problem was getting enough water, in the Lagoon for the correct bacterial action,. So property owners at that time were told it was altight to put footing and basement tile lines:_into sanitary sewer Lines. Water also had to pumped out of Prairie Creek to help fill the Lagoon. System then worked) fine except for period's of heavy rainfall. overflow(gravity) pipe was installed in #1 Lift station, but it never worked right. City expended a lot of money cleaning overflow ditch, but water would never flow correctly because of the silting problem. The City purchased Auxiliary portable gasoline pumps to be used in the manholes. Many citizens would turn out in times of heavy rains to help man the extra pumps all night or day as needed. The City recognized the need for a better system then the gravity over- flow line , so they purchased a large electric auxilary pump in 1967 to be permanetly installed at.:#1 Lift station to remove excess infiltration r and inflow. They soon realized they were too dependent on electricity. How to cope with a power failure was a #1 priority. A standby gasoline engine was purchased to operate the big auxiliary pump in case of a emergency power outage. A building to house this equipment at #1 Lift Station was built. i The S.E. part of town was televised by the Jacques Company in September i of 1974; hoping to locate field tile or other large illegal sources of I excess water. No tile connections were found. Conditions of the lines were better than expected. Inflow from several service connections were noted, but they had hoped to locate some single big contributor, that could be corrected in one action„ but none was found. City of Fairfax P0. Periodical flushing of manholes and limes with fire truck. if any obstruction of flow is noted at time of flushing a 'proffessional sewer cleaning company was called in with equipment to clean and clear the main. Manholes observed during heavy rains to be sure surface water doesn"t enter the system through them. If one was so noted it was raised and/or tuck 'pointed as necessary to prevent inflow of surface water. The City was advised in the Inflow and Inf.; ltration study done in 1978 that it is more economical to transport and treat this extroneous water than it is to remove it through rehabilitation of the collection system as the current I & I being experienced is not excessive. In 1978 the sewage pumps in #1 Lift station were re-built increasing the station pumping capacity by approximately 80 gallons per minute. The gravity overflow at #Z Lift station has been blocked off, as it was more a deterrent than an asset. ?Water would flow into the system from Prairie Creek in times of high water. By-passes have been ruled illegal now, giving its an additional reason to block it up. Another televising of sewer mains in the SE section of the city not previously televised completed in 1983. This area wasbetween Church Street and Linn Street and between Park street 6n the "hest and the Ball park on the East side. This exploration did reveal what we believed to be a major contributor of extraneous water through a mis-aligned sewer main joint. The City immediately dug up and replaced 52 feet of sewer main. T'hes manhole at the west end of this repair and replacement was observed in times of heavy rain and the flow dropped dramatically.
