Reular meeting of the Fairfax City Council was called to order at 7-,15 by
Mayor Jazmses Feigf�t® Council present Balog, Berryhill, Josifek, Otto and
Zammras t i_1.
Resolution 3184 Adopting the 84/85 budget as presented presented by
Terry Berryhill with 2nd by B b Otto. Roll call vote—All Ayes...

Clerks report , budget report approved and placed on file. Receipt to be
accounted for as follows "General Fund 6.,694.22, .ROT 2,730.47, Debit sery
66,.55, Water dept 1,745.32, Sewer Dept 4,043.43. Invested 190,373.50.
Building permit for Cary Stockton approved an motion by J. 'amastil 2nd T. Berryhill,
Liquor permit for the Star Hotel approved on motion by B.Otto 2nd B. Balog. All
voting aye on troth motions.
Barb Levi 'from Iowa Illinois Cas, -will be . a :approximate a

presented to him by council and citizens present.
John Feld from Iowa Electric Light, advised Council that they plan on some type
of protection around pole on curve of Highway 149 that cars have hit in the
past. Discussion was also held on sodium street lights. The light UomDany will

install on a trial basis later this susrmmmmercr�,�,couple of sodium lights in business
district and 2.:or 3 in the residential area. Council would lilts to Have citizens
opinion when these lights are installed.
Virginia Irwin from HACAP discussed with council the Federal Surplus Food program
(Combined Commodities k 'Task farce food), the tweed for volunteers, and

guide lines. The city would need 8 to 10 volunteers to work once a month.M tian

`Fairfax City Hall, 2nd Nancy Josifek.. Carried All voting aye. The first
f distribution will be March 29th from 10 AM to 2 PM at Fairfax City Hall. Notice
of this program to be sent in the March water bills. Anyone wishing t® volunteer
should contact Virginia Soukup at City Ball (846-2204) any day except Thursday.
Discussion held on street improvements for the suammmme:r program. Byron Balog made

for a contract price csf 1,050.O0(plus $4.00 per hdur, for any extra raking) for
grassing mowing of city property. 2nd J. Zamnastil. Carried All voting aye.
Letter read from Joan Waychoff regarding the flag pole she is donatIng to the
City in mmmemoriry of her late, husband Ray. It Oill be a 35ft fiberglass pole
with the halyard enclosed placed on a two step cement base. The American Legion.
Post will furnish the 6 x 10 flag and also any replacefinents as needed. This
pole will be placed in the right field area of the ball park near the consession
7 stand. A light will be purchased so that flag can fly 24 bra a day. Motion by
B.Otto 2nd T.Bezrytaill that City accept this memorial and make arrangements to
ount'light on concession and pay the monthly electric bill for this light.

Discussion held on Hey Day. Ideas discussed, barricades across drive at fire
station, and across the street from fire station to prevent parkirmg in this
.area, Linn County Special has been hired for policing of the celebration,
A irsg the Sheriffs dept to enforce the parking regulations and give out tickets
for unlawful parking.
1"ire Dept granted permission to have a fireworks display on the 4th of July
afsd the closing of Linn Street from Park street to Fairfax Road. Barricades will
manned by Fire Dept to enable residence excess to their homes during the
display. on motion of John 'Z mmmastil, 2nd Bryan Balog. Carried All voting aye

Subject: Ray Waychoff Memorial
At the time of Ray's death in September, a memorial fund was
established. After a lot of thought, Blaine, R.C. and I have
decided that the most fitting memorial we could dedicate to
Ray would be something in connection with his love for and
participation in baseball and particularly baseball in Fairfax.
With that in mind, we would like to propose the following, and
ask approval by the Council,
We would like to erect a 35` fiberglass flagpole in the right
field area of the Hall park. It would be south of .the fence,
fairly close to the concession stand. The pole we have chosen
has the halyard entirely enclosed inside and should thus eliminate
problems with vandalism. We intend to construct a double step,
cement base for the pole and include a brass memorial plaque on
the top step. We also would like to install a spot light on the
concession stand to enable us to keep the flag flying at all times.
It would be our intent to have the flag up year-round and realizing
there would be some cost for electricity, welcome your suggestion
or comment on how to handle that cost - would the city assume it or
make a monthly charge to me?

The Pekomy Post American Legion will furnish the flag which will be
6' x 10' . They will also replace the flags as they deteriorate. I
Plans for this memorial have been discussed at length with Bud Burger.
If you have questions or comments, he has agreed to discuss these
things with you since I will be out of town at the time of your meet-
ing.
