Regular meeting of the ,F'airfa.x City Council was held 4�5/A4. yor Fei ht
presiding. Council. present: Balog, Berryh,ill , .Josifek, & Zamastil, absent Otto.
On aaat� on of N. Josife;k, 2nd B. Balog, minutes f previous meeting, clerks budget
report and adgenda approved. All voting Yea
Receipts to be accounted for: General Account: $2,676.86, Revenue Sharing $289,.75
RUT $3,237.82, Del-t Sery 43.84 Grater Dept: $7,075.010, Sewer Dept 54,796.60.
investments: 196,1€36.34
Class B beer permit and a Sunday beer permit for the Fairfax Baseball team was
presented.for approval, A Cla.ss. B beer permit for the American region beer
tent for Hey Dey 184 was also presented. Motion to approve made by ,john
Zzmastil grad T. Berrybill. Voting yes on roll call , 7.amastil ,Berrytill
Balog. voting no ' s eJosifek. Mayor deelared motion carried.
Building permit presented by Don & Betty `Regan approved on motion of N. Tosifek,
John 7amastil, All voting yes.
Cn motion of B. Balog 2nd J. 'Zamastil, a $1,000.00 to be set aside to pay for
the follow-,ing improvements at ball park, dart for diamond, post repair, backstop
repair, wr?ndowon confession stand and any paint that is needed. Carried all
voting yes. City Clerk to check with South Slope on the installation of a
pay phone near the consession stand,
28E agreement with -inn County -for bridge inspections at a cost of $150.00
to be signed by Mayor Feight on motion of N. .Josifek., 2nd B. Balog. All voting, yes.
Estimates' received from three construction companies for the siding on the
upper half of the fire station.. They were Gibney & Risdal Builders $3,042.00,
Carver Construction $6.514.00, Van Woelden Const $3,650.00. On motionof
B. Balog 2nd J. Zamastil the bid by Van ideelden C;onst be accepted. All votiing
yes.
Hall & Ball Engineers have drawn the platys and forms for contruction permit to
be signed. by Mayor and submitted to Dept of W7,A,k WM for the looping of certain
water limes. Should be ready to ask for estimates on this project in May & .June..
Discussion on anti-syphon valve & coin-op talk water despenser. `Consensus of
Council that 'cotta project were to expensive and not cost effective for the
city to purchase either one for despensing of bulk water. On motion of
T,. Berryhill 2rcd B. Balog City of Fairfax will not sell any bulk water this
summer. Carried all yes.,, Clerk to contact certain purchasers notifing them
of this decision,
Street committee reported on their meeting with Iowa DOT and Shive Hattery and
deci 3ed that no action would be taken at this time to change the intersection
at 'Highway 149, Prairie, Losey.
Clean - up day will be held May 12, 1984. All items for pickup should be on the
curb by 9 AM on May 12th., If anyone needs assistance they should call City Sall
and a volunteer will help them. The Cub Scouts & Campfire C'irls will be
walking the creekbank and some street - aches on Saturday April 28th to get
head start on clean up day. Mayor Feight to call on certain property owner's
who need to clean up their property,
Denny Blume spoke to council and citizens attending; meeting in regard to his
campaign for Sheriff.
Hey Dey meetings will be held on &nr_ il lFttb nr+ "lay l t� .at the I1e!�ibn Hill.
Discussion on updating the Ordinance Code Book. Council to report back at
May Council meeting on their findings.

If it is at all possible it would be of value for you all to attend. The
program will be on insurance, As yet I have not had time to get anything
done on our insurance bids

event®, . (I am celebrating that week by taking a weeks vacation and going on
a cruise® ) and the Iowa Njuni:cipal finance Officers meet%ng on April 25,25

It had been discussed about some type of sign on posts by fire station showing

Also enclosing copy of some items that could be placed in the April water
billing. For citizens information. This doesn't go to all hones because
of some People not having water or sewer and 42 accounts that go to the bank.
But I feel it hits a majority of households,

TO THE HONORABLE MAYOR AND ME —PERS OF THE CITY C0ITNCIL OF FAIRFAX, IOWA:
In the beginning God created the heaven and the- earth". I begin my letter,
with this quote `'ror the bible to establish a continuity between generations
and to affirm the importance of God in our lives.
On May, 22, 1863, our City of Fairfax was founded. Today is March 24 , 1984
and like the verse above, Fairfax has withstood the the test of tire. Our
city is not a city of exploding population; great scientific discoveries,
or bustling business and nightlife. It is however, a neat little place to
core home too. It is a place where citizens get involved and are not Just
r'°another" taxpayer.
As I eluded to earlier, we are not experiencing phenominal growth in pop-
ulation, but our population is experiencing growth. The growth I speak of
is one of togetherness. When neighbors share each others problems and
en�oy vo:l.untaring to help those in need.
My letter upto this point has been to express feeling. I suppose it is time
to describe to you some facts you can compare to:
The Pandi-Mart Store, located on highway 149 is sel'l'ing gasoline for $1.19
per gallon and milk sells for $1.78 a gallon. The population of Fairfax
is ;x'24. Out city is protected by the Linn County ,Sheriffs department and
a fantastic group of volunteer firemen. There are two churchs in the
dowimunit�. A lari Catholic church ( St Patricks) and small Methodist
church. The American Legion Htiy Ikys, a money raising event for the
Eegion,is scheduled for June 22 and 23, 19P4. The event attractid people
from all over Linn County and our population on those days is threefold.
The Fairfax City Library is growing and is establishing a reputation for
being one of the best "little" librarys in the state. Last, but not
least, the local Boy Scout Troops are currently working ointly on a
Citizenship Per.it badge. These and other fine communit3r projects are
good examples of our youth.

Our city is not without problems however. The biggest headache; currently
is problem of sewageltreatrent and sewage and rain water back-up into
citizens basements. The Council is actively working on a solution and �
hopefully we can resolve this issue Within the next few months.

hope that I have given you some feel for what your city was like 100
years ago.
I sincerely hope that in the year 2084, the character of Fairfax ( I
won't mention his name) has not chanced. I see a city not Much larger
than it is right now and a city where family life is exemplified,
