Regular meeting of the Fairfax City Council was held 5/3/84® Mayor James
Feight presiding. Council present Josifek, 7amastil, Otto, Rerryhil' & Balog,
Mayor Feight opened the Public hearing on the 1983/84 budget amendment-,at 7 P.M.
No we.itten objects received and no objections from citizens attending the
hearing. Mayor Feight closed the hearing at 7:10 PM.
Regular meeting convened at 7:15PM. Mayof Feight opened regular meeting
and ask for a moment of silent prayer in honor of World Prayer Day.
Resolution 5384 amending the current budget was presented. Motion to approve
B. Otto 2nd N. Josifek. Roll Call vote: All ayes.
Motion to approve the minutes of previous meeting, budget reports, agenda, Treas.
report made by B. Otto 2nd N. Jogifek. Carried
Mayor Feight presented a resolution,in recognition of the outstanding and
vital services performed by the Municipal Clerks, reflecting their dedication
to public service for the community, the week beginning May 13, 1984 is to be
designated municipal Clerks Week.
Mayor Feight presented coft6ridatlorsof appreciation from the City Council
and the citizens of Fairfax to former Mayors & Council people. James
Stallman, Harold Shakespeare, Russell Carver, Ronald Stillman and Vernon
Cerveny, for their many years of dedicate services rendered in the public
interest.
Beer permit for the Handimart was approved on motion of J. 7amastil
2nd B. Balog. Carried
D & S Lounge presented their plans for a beer garden on their property
during Hey Ivey week-end. Motion to approve the plans by 8. Otto, 2nd
J. Zamastil. Carried
Selzer Construction C' pany presented three building permits for approval
Motion to approve B. Otto 2nd T. Berryhill. Carried
Sewer Project discussed. Mayor Feight informed council that the official
notification had been received from Iowa dept of WAWM closing out our
Step 2 & 3 grant because of the excalating cost estimates and that we
will not proceed with sewer expansion project to hook into the City of
Cedar Rapids plant. The, city still has the responsibility to comply
with our NPDES permit and wd will need to work with WARM regional 6ffice
in Manchester.
City Council will hold a special work session council meeting on May 21
at 7 P.M. Their will be only discussion on sewer rates, codification .1 tree
park plans and no formal action will be taken at that meeting.
Discussion held on a tree planting program for the city. Bud Burger informed
Council that the American Legion would donate.,two trees aoyear to the City,.
On motion of B. Otto, 2nd U. Josifek that four "Fire Station", signs be -ordered
for installation at Fire station entrances. Carried
Discussion but no action taken on Smoking regulations •bulk water despen- ser ,
purchase of generator and typewriter . Some of these items to be pub on June
adgenda.
Clean up day will be May 12, 1984. Volunteers to ineeti-at City Pall at 8:30-AM
Ron Dusil to be in charge of the ap_ cation.
Letter read from South Slope in regard to the installation of a pay phone at
the ball diamond. Because of the high cost of installation no phone will
be installed.
Motion to pay the bills as presented with the exception of the Shive
Hattery bill made by B. Balog 2nd T. Berryhill. Clerk instructed to send
Shive Hattery bill to the Iowa DOT. Carried
City Hall will be closed from 5/1.4/84 to 5/21/84 City Clerk will be on vacation.
No further business motion to adjourn made by T.,Berrybill grad B. -Ralog.

RE: Fairfax EPA 2+3 Grant Close Out
Dear Mayor Feight:
This department has reviewed your request to discontinue your step 2+3 grant.,
We understand that escalation of cost estimates your project has experienced
is the basis of your concern and the city has elected not to proceed with the
project which was grant funded. Therefore, we will proceed to close out the
grant at its current level , reimbursing incurred design expenses.
The city should understand they still have the resploinsibility to comply with
their NPDES permit. Should a need exist, the city should work with the depart-
ment's regional office in Manchester to develop a plan of action to satisfy the
city' s need.
If you or your engineer have any questions, feel free to contact this office.
