Regular council meeting of the Fairfax City Council was held 9/6/84 Mayor James
Feight presiding Council present Balog,Josifek, Zamastil, Berryhill, Absent Otto,
Mayor Feight opened Public Hearing on the Flood Plain Ordinance and the annexation
of Arp property in to city limits. No comments received by mail and none from
citizens attending meeting. Mayor Feight closed public hearing at 7:10 PM
Mayor Feight opened regular meeting at 7:15 PM. Minutes of previous meeting
, ;;__;budget report and financial report approved on motion of B. Balog 2nd J. Zamastil
Resolution 9684 "Annexation of Arp property and zoning classification of Light
Industrial" presented and approved on motion of N. Josifek 2nd T. Berryhill
Correspondence from Hall & Hall Engineering in regard to improvements to the
present lagoon system. Mr Hall has recommended that the City use the land
east of the present lagoon which contains approximately '9.9 acres. Correspondence
placed on file awaiting further information from the Iowa Dept of Water,,Air and
Waste Management.
Building permit for Regis Arp approved on motion of J. Zamastil, 2nd N. Josifek
Building permit for Harold Eickhorn approved on motion of John Zamastil, 2nd N. Josifek
Bud Burger informed Council that Ball team is thinking about putting up a shed
on the Bill Gibney property next to the ball park. Building permit will be obtained
prior to the start of work.
Mrs Ronald Kleppe gave council a report on the first 6 months of the Surplus Cheese
program being held at the City hall the 4th Thursday of each month. The new hours
for the next distribution on September 27 will be 10 AM to I PM. Mayor Feight
instructed the City Clerk to send a letter of thanks an appreciation to the
volunteers who have worked on this project.
Letter of resignation from the Planning & Zoning Committe received from Bob Erger.
Council accepted it with regret and thanked him for his past service.
Russell Carver appointed to fill unexpired term on the Planning & Zoning Committee
on motion of B. Balog 2nd T. Berryhill
Councilperson Nancy Josifeks tree program discussed. 4 trees are to be purchased
and placed in the ball park area.
Bud Burger, representing the Baseball team, ask the council for funds to sod
the infield of the ball diamond, He present three price quotes. On motion of
T. Berryhill 2nd J. Zamastil,Whitters Sod be given the ,fob and the money would
come out of the park improvement fund. Carried
Mr Burger also ask council to reconsider the placement of the backstop in the
area the city leases from 5t Patricks, as the is a need for more space for all
the children involved in softball and baseball in the city.
Mayor Feight named two council people (B. Balog and T. Berryhill), and three citizens
.Toe Ostrenga, Leroy Patterson, ""Hap" Wims to a committee to work with representatives
#### of the American Legion in formulating plans for next years Hey Dey.

P & Z recommended to Council that Annexation and Flood Plain ordinance be adopted
by the Fairfax City Council
Ordinance 113 "Flood Plain Ordinance" presented for consideration. CityClerk
gave Council a brief overview of the ordinance in relationship to the flood plain
map and flood insurance rate reaps. N. Josifek made motion that the rule requiring
that an Ordinance be read in its entirety be suspened and that the Ordinance be read
by its title only. 2nd by T. Berryhill Carried 4 yes l absent
Ordiance 113 read by City Clerk by title only. T. Berryhill made motion that Ordinance
113 be approved on its first reading and that the rule requiring three readings
on three different days be suspendedand the Ordinance be placed on this 2nd and 3rd

WHEREAS , the Planning & Zoning Committee of the City
of Fairfax has reviewed Ordinance number 113 setting out
certain flood prone areas and the regulations of same
HO HEREBY RECOMMEND ; that the Fairfax City Council
approve this ordinance as written and the maps showing

WHEREAS , Regis and Barbara Arp, owner of the following
described property;

the Northwest Quarter of the Southwest Quarter of
Section 10 , Township 82 North, Range. S West of the
5th P . M. , Linn County, Iowa
did make application dated August 14, -198f for the voluntary

WHEREAS, it appears desirable and in the best interest
of the City of Fairfax, that said property referred to in
said application be annexed to the City of Fairfax, at this
