Council present; Balog, Berryhill , Josifek & Zamastil absent Otto . Minutes of October 4 , 1984 meeting approved on motion of N. Josifek 2nd J. Zamastil . Budget report approved and placed on file . Carried Fairfax Volunteer Fire Dept to apply for a Rural Commity Fire Protection Grant of 50/50 matching funds for protective gear consisting of 6 coats , 6 pair boots , 6 helmets & 6 pair of gloves . All Ayes Representatives of the Senior Citizen group attended meeting to ask. council for funds to help set up tables for their monthly meetings Council advised them their is money available to their group in the budget and all they need to do is advise council what they need and when and the funds will be released . Clerk to advise residence who ask for tree replacement that it would not be feasible at this time to replace it . On motion of T . Berryhill 2nd B . Balog, Star Hest Cable TV was given permission to install another antenna near their present one by the water tower . Carried . Hey Dey discussion held . Legion is to present a written description of their plans for the next Hey Dey for council approval . Ordinance 114 being anORD,INANCE ESTABLISHING THE SPE'CIFICATTONS FOR SANITARY SEWER LINES EXTENSIONS AND RE,PLACMENTS was presented and read the first time . Councilmember N. Josifek moved the approval of the Ordinance on its first reading and that the rule requiring three readings on three different days be suspended and the Ordinance be placed on its second and third readings by its title 2nd T . Carried ., All Ayes Ordinance 115 being an ORDINANCE ESTABLISHING THE SPECIFICATIONS FOR WATER MAIN EXTENSIONS AND REPLACEMENTS was presented and read the first time Councilmember Balog moved the approval of the Ordinance on its first reading and that the rule requiring three readings on three different days be suspended and the Ordinance be placed on its second and third readings by its title . 2nd J . Councilmember Zamastil moved the approval of the Ordinance on its first reading and that the rule requiring three readings on three different days be suspended and the Ordinance be placed on its second and third readings by its title; 2nd by B. Balog Carried. Ordinance 116 was then read the second and third time by its title. Councilmember Berryhill moved the adoption of the Ordinance as read; 2nd B. Balog. CArried All Ayes. Discussion held on the dumping/ III into a tributary of Prairie Creek in violation. of Section VT of the Flood Plain Ordinance. Clerk to be in contact with Ia Dept I i of Water, Air and Waste Mangement after their representative has inspected the area and ask that permit forms and other information fornis be sent to the party in question. Resolution 11184 , Thanking Dwight Hughes & Hughes Nursery for the donation of , .rubs for Fire Department and City Hall was presented by B. Balog 2nd T. Berryhil -Carried. All Ayes ResolLtuion 11184A Thanking Kruse Manufacturing for the fabrication and donation of the metal cover for the Fire Departments port-a-tank was presented by T. Berryhill 2nd J.Zamastil. All voting ayes Letter of resignation from the City Council received from Bob Otto. On Motion of N. Josifek council to accept resignation with regret.. 2nd B. Balog. A petition with 22 signatures was present to the City Council by Ken Selzer requesting that an election be held to fill this vacancy and that the council not appoint a replacement. On inotion of N. Josifek, 2nd J. Zamastil Council accept the petition to hold an election to fill the vacancy on the City Council. Election to be held at earliest possible date. Carried all voting aye. Councilmember Balog will obtain all the information in regard to this election from the Linn County Auditors office Commissioner of Elections. Bills approved for payment an motion of Councilmember Zamastil 21nd Berryhill. Carried all voting Aye.
