HomeMy WebLinkAbout01/03/1985 Council Minutes The regular meeting of the Fairfax City Council was held 1 /3/85 . Mayor J . Feight presiding. Council present Balog, Berryhill , Josifek, & Zamastil . Minutes of previous meeting approved on motion of N. Josifek, 2nd B . Balog . Budget and Financial reports approved and placed on file ,. Receipts to be accounted for : General : 19, 138. 05, Revenue Sharing 188 . 40, RUT Fund 1 , 298 . 16, Debt Sery 483 . 47 ,Water Dept 4 , 522 . 61 , Sewer Dept 3 , 344 . 26 , Garbage fees 521 . 00 . Regular meeting recessed and Mayor Called for public hearings on Rezoning petition and Sub-division request. A petition signed by 22 citizens objecting to the rezoning was presented and so noted. The plans for 3 seperate subdivison containing a total of 23 lots was presented by K. 0 . Selzer . Mayor Feight declared public hearings closed and regular meeting reconvened. Minutes of Planning & Zoning Committee read . ( P & Z recommended that Rezoning request be denied and that Sub-division be tabled until further information is received from CityEngineer) Motion by Balog, 2nd Josifek that rezoning request of K. 0 . Selzer for a change from R-1 to R-3 for 518 Vanderbilt Street be denied. Roll call vote Voting Aye; Balog, Berryhill, Josifek, & Zamastil . Voting Nay none . Motion by J. Zamastil 2nd B . Balog that subdivision plans be tabled until City Engineer advises Council that sewer improvements will accomodate 23 more residences and that plans will be then resubmitted to the Planning & Zoning Committee . Roll Call vote Voting Aye Balog, Berryhill, Josifek & Zamastil Voting Nay none . City Clerk to contact City Engineer for a meeting at 6PM with the City Council proceeding the regular Council meeting on Feb 7 , 1985 Mr Vic Gearhart from Municipal Pipe and Tool Co presented details of his companies sewer maintence contracts that include Televising. cleaning, sealingof sanitary and storm sewer lines . Council took his proposal underconsideration and will discuss it further during up coming budget work sessions ., Resolution 1385 extending the moratoruim on manufactured homes until July 31 , 1985 presented by Berryhill , 2nd Balog. Roll call vote 'Noting Aye Balog, Berryhill , Josifek, Zamastil. Voting Nay none Letter of resignation from the Planning & Zoning board received from Russell Carver . On Motion of Berryhill 2nd Josifek Letter of resignation be accepted and that James "Harry" Stallman be named to fill the position. All voting aye . CityClerk given permission to have Linda Balog, Librarian, temporarily assist with the billing of the waterbills until Evelyn Carver returns to Fairfax or advises Council that she is resigning . on Motion of Berryhill 2nd Josifek. Voting Aye Berryhill, Josifek, Zamastil . Voting Nay none . Abstain Balog . Motion to approve bills made by Balog, 2nd Berryhill . All Ayes No further business motion to adjourn meeting at 9 : 25 PM made by Balog, 2nd Berryhill . All voting Aye . There will be no official business conducted at these meetings only work sessi�o for budget preperation for Fiscal year 85/86 i E I E RESOLUTION NO. � ' • WHEREAS , the 'State Legislature passed Senate File No . 2228 effective July 1, 1984 regarding manufactured homes , and WHEREAS, the City of Fairfax passed Resolution No . 8284 on August 2 , 1984 declaring a moratorium on the issuance of permits for mobile homes , as defined in Section 6 . 71 . 02 of the City Code, outside of mobile home parks until such applicable ordinances , regulations , restrictions and other standards are more specifically defined by the City Council , to be accomplished by no later than December 31, 1984, and WHEREAS , the City Council needs additional time to study, formulate and pass such ordinances, regulations , restrictions and other standards . BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRFAX that the moratorium referred to in Resolution No . 8284 passed the 2nd day of August , 1984, is continued and extended until such applicable ordinances , regulations , restrictions and other standards are more specifically defined by the City Council , to be accomplished by no later than July 31 , 1985 .
