,Special meeting of the Fairfax City Council was held at 6 : OOPM on
etary 7 , 1985 , Mayor James Feight presiding, Council present
B�igdg�: Berryhill , Bullock, Josifek & Zamastil present . Also present
Ilon:. Ha11 , City Engineer.. Discussion held in regard to the building
oaf additional cell and dividing the present lagoon into two parts .
Time table for this project was set as follows Planning & design
Winter 85 /86 and Summer 1986 construction, if at all possible .
Mr. Hall advised council that they should continue any program
already started in regard to getting all excess infiltration out
of the Sanitary Sewer system, such as checking for illegal hookups,
Cleaning mains , and possible TVing some of them. Mr Hall will have
estimates of cost to do some preliminary borings for council in March.
He also presented letter to council stating that a planned twenty-
three lot sub division in the quarry area would not overload the
present lagoon system if all requirements of the WA&WM were followed.
Special meeting adjourned and Regular Council meeting called to
order. at 7 : 10 PM.
Minutes of previous meeting approved on motion of Josifek, 2nd Berryhill
Carried . Budget and financial reports approved and placed on file .

John Feld, Iowa Electric Commercial Manager, discussed with council
their inquiry in regard to the electric bill at the park. Mr Feld
suggested that the security light at pavilion be placed on the street
Light account and that the meter at the pavilion be disconnected
during the winter months . On motion of Josifek the light at pavilion
to be placed on the street light account 2nd Berryhill . Carried All
voting yes .
D,on Kleis , Prairie Roadbuilders Co, presented Council with a price.
proposal for next summers street work. The proposal was a 1% increase
over the cost of last year or the equivilant of seven-tenths of a cent .
He also told council that the price from Martin Marietta for the pea
gravel would stay the same as last year . On motion of Balog, 2nd
by Berryhill , Council to sign price agreement with Prairie Roadbuilders
for street work, summer 1985 . Amount of work to be done will be
determined later in the year . Carried . All voting yes .
Rick Divishek, Commander of American Legion and other Legion members
and representatives from the Linn County Sheriffs Dept discussed the
plans for beer tent and ride locations with the Council. for Hey Deys
in June , and parade route . On motion of Zamastil Fairfax American
Legion given permission to hold Hey Deys on JHne 14 & 15 , 2nd by
Berryhill . Carried . All voting yes .
City Clerk instructed to contact the local taverns and advise them
that they must follow tU�e same rules in regard to security, rest room
facilities etc . as the Legion must follow.
The next Hey-Dey planning meeting will be February 13, 1985 7 : 30 PM.
Clean up day to be held in May was discussed by Council. Barker
Sanitation to be contact to see what can be worked out with him to
have his packer truck available at the same time as clean up day.
Notice to be sent to all residence later in regard to the date, etc .
Mr. Selzer, Selzer Construction Co, was advised that he was to contact
the P & Z Committee to reschedule a meeting in regard to his proposed
sub--division in the Quarry area .
On motion of Josifek, 2nd Berryhill that March 7 , 1985 at 7 P.M. be the
time and date for the public hearing for F/V 85/86 Budget Carried
All voting yes .
Discussion held on the possiblity of Linn County issuing the dog tags .
for Fairfax. City Clerk to get more information from Linn Count Auditox ,

Re : Comments concerning the effect of the
proposed Preliminary Plat of Selzer's
Lakeside 3rd, 4th & 5th Additions to
Fairfax, Iowa on the city of Fairfax
Dear Mayor and City Council:
I have been requested to meet with you on Feb. 7, 1985 at 6 :00 P.M.
to discuss the impact ,of' the proposed Selzers Lakeside 3rd, 4th & 5th
Additions on the City of Fairfax with particular regard to the existing
sanitary sewer system. We thought it would be helpful to all concerned if
we itemized some comments and the criteria upon which they are based.
We asked Virginia and Ron to estimate the number of houses and population
of Fairfax which now contributes to Lift Station.. No. 2 North of the Chicago
Northwestern tracks. This figure is 308 persons.
1 . Mr. Selzer's plan is to develop all 23 proposed lots in 5 years.
2. The number of persons per household in Selzers proposed plat is estimated
at 3.5 for a total 80 for the 23 lots.
3. The proposed dry weather flow increase to lift .station No. 2 due to
Selzers plat is 26 at the end of five years,. (Approximately 5% per year)
. The proposed dry weather flow increase to all of Fairfax would be 12
at the end of five years.
5. The effect of Selzer"; Proposed Addition on the wet weather flows in
Fairfax would be much less than the above figures, since present
requirements of the Water Air and Waste Management practically eliminate
infiltration in new installations.
Discussions with you on Feb. 7, will also cover lagoon improvements
to bring your system into compliance.

The purpose of this communication is to outline some of the proposed changes to be
made for the 1985 Hey-Dey Celebration in conjunction with the request for Council
approval of the event.
The main change proposed would be the location of the beer tent. Tn prior years
the tent has been located on Vanderbilt Street and access to the tent was directly
off the street with no screening of participants. We are now proposing to locate
the main tent in back of Fairfax State Savings Bank in the same area as the dance
area. We also propose double fencing of the area where necessary to alleviate the
problem of people passing beer over the fence. Access to the tent would be the same
(between the bank and library) and would be controlled by possession of the Hey-Dey
'button and limited to those persons of legal drinking age only. This change would
eliminate having Legion members attempt to check identifications as they are selling
beer tickets.
The double-fenced area would extend to Main Street with the beer trucks parked on
the street. This would leave adequate access to the west end of Main Street for
private and emergency vehicles. The carnival would be extended east on Main Street
but the Main/Vanderbilt intersection would remain open.
There is a possibility of locating a smaller tent and double-fenced area in another
location for those who may wish to drink a beer but art enter the dance area.
There will be no rope pulling contest this year. Most of the bleachers will then
be located on Vanderbilt Street across from the bank and events such as the cow
chip throw, big wheel races and pie eating contest will be held in that area.
The Legion will again provide fencing for private citizens as has been done in the
past few years.
Another proposed major change is the hiring of representatives of the Linn County
Sheriff's department for security purposes. This personnel will provide security
for those events sponsored by the Legion. Local taverns should provide their own
security people. Tt is the opinion of the Legion that since the town does contract
with the Sheriff's department for patrol and protection, that this service should
be ufttilized for any further problems. We feel we should provide security for the
events and areas we sponsor, but that we should not be responsible for the actions
of individuals away from our sponsored area.
We are making every attempt to make this event a fun time as well as a profitable
time. We continue to make changes and proposals for change in order to Deep the
event satisfactory to as many people as possible. We feel that the changes we have
proposed should help provide better control of the beer/dance area and thereby
eliminate some of the past problems.
