HomeMy WebLinkAbout01/20/1986 Council Minutes Regular meeting of the Fairfax City Council was held 1/2/86 at- 7PM. Mayor Charles Peters presiding . Council present . Cerveny, Balog, & Shakespeare Bullock Absent Minutes of previous meeting approved on motion of Balog, 2nd Cerveny. Carri Clerks budget & financial report received and placed on File . Receipts to be accounted for as fellows : General Fund : 18 , 723 . 02, RUT fund : 1844 . 62, Debit Sexv 40 . 37 , Water Dept 1 , 923 . 48 , Sewer rent 3, 483 . 43 . Eric Miles and John Feld from Iowa Electric presented the Council with the official canvass of the Franchise election held the 7th of November, 1985 . There were 28 votes cast : 26 yes and 2 no. Discussion held in regard to the filling of the vacancy on the City Council . Legal notice that a vacancy exist on council was published on December 28th . Petition for special election must be presented by January 10 , 1986 . On motion of Balog, 2nd Cerveny, Kay Bach to be appointed to fill the vacancy. Carried all voting aye . Mrs Bach was sworn into office by City Clerk at 8 : 30 PM. The following appointments were made by Mayor Peters on motion of approval . made by Shakeppeare , 2nd Balog . Two Year terms : Virginia Soukup , City Clerk/Treasure, Scott McLeod, City Attorney, K. C . Waych� ff, Fire Chief . Six Year Terms on Library Board : Don Young, Norrine Zamastil & Melvin Herrick. 5 year term Board of Adjustment : Ralph Emanuel 5 Year Term Planning & Zoning : Gordon Sorg, Betty Panek & Gary Stockton 2 Year Term Civil Defense Director : Ronald Stallman. Mayor Peters appointed Councilmen Bryan Balog as Mayor-pro--tern. Discussion held on bill received, from Star West Cable in regard to the cities liability for a cable that was cut . Clerk instructed to invite the owner of Star West to, the February Council meeting for further discussion. On motion of Cerveny, 2nd Shakespeare, CIty Clerk to turn over to a collection agency a bill that is due the Library but have been unable to collect same . Carried . Discussion held in regard to the Local Option Sales & Service Tax. A special meeting to be set up with City Attorney in this regard and other matters . Budget workshops will be held on January 13 , 1986 andJanuary 20 , 1986 at 7 P'M. Each council person was assigned a section of the budget to work on. Clerk instructed to invite the Linn County Sheriff to the February meeting. On motion of Shakespeare , 2nd Cerveny, Mayor instructed to sign certain papers dealing with the sewer lagoon expansion project . Carried Motion to approve bills by Shakespeare 2nd Balog. Carried. Motion to adjourn made at 10 : 30 PM by Balog, 2nd Cerveny. O . Selzer Resolution 12086 & 12086A "Notice of vacation of Public Property and 'Sale of Public Property" presented on motion of Balog, 2nd Shakespeare . Voting Aye :. Balog, Bach, Cerveny & Shakespeare Absent : Bullock. Public Hearing on these items will be at regular council meeting scheduled for February 6 , 1986 at 7 PM fig - Meeting adjourned at 9 ; 45 PM V.
