NTATIVE ADGENDA:
PUBLIC HEARING ON CHANGING WATER AND GARBAGE RATES.
1. Close Public Hearing and Open regular meeting
2, Approval of minutes, budget and financial reports,
3. Building permits
4, Liquor and Beer Permits
5, Information and approial of purchase of emergency
generator for water and sewer departments
6. Ivey- ley items and informmation
7. Inspection report on Bridge on Cemetary Road by
Linn County and possible action on repairs
8, Permission for Fire Department to have Fireworks
and close certain streets for 4th of July= celebration
9. Approval by Council of Tim Fairlie permanent member
of the Fire Department.
10. , Discussion with possible action on the following:
a, City Wide Garage sales
b. Siding repairs Fire Station
c. Roof repairs Fire. Station
d. Animals running at large
e. Purchase of some type of tickets to be issued
by Sheriffs Dept for parking, stop sign etc.,
violations.
f. Siding damages to citizens home
g. Annexation of property to the City
h, Request for street light
i , Complaint handling
j , Update of Council by Mayor on numerous items.
11. Permission for City Clerk to attend IMFOA meeting in
Des Moines on April 16,17 & 18th and to attend
the AVWA meeting in Des Moines on April 24th.
12. Approval of bills

Fairfax City Council- Special Council meeting hold 3/26/86 at 7 PIM
in Fairfax City Hall . In the absents of Mayor Peters , Mayor-Pro-T'em
Balog conducted the meeting. Council present : Cerveny, Bach, & Shakespeare .
Purpose of meeting : City Needs survey and complaint handling .
)r ,. Dave Hammond , State of Iowa Extension Service meet with council

and members of the library board and the librarian in thi regard ,
it Hammond will take all the ideas and questions and formulate a
preliminary survey and will meet again with the committee to formulate
the survey . It is hope that this can be done in September or October.
Or, motion of V. Cerveny, 2nd H . Shakespeare , City Clerk to send letter
and copies of the eode sections that Mr . & Mrs John McGinness are in
violation of . They are also requested to appear at the April 3 , 1'986
Council meeting to answer the complaints and advise manner of correction .
Carried . All voting Aye .
Meeting adjourned at 9 ; 30 PM on motion of Balog, 2nd Bach. Carried.

Regular meeting of the Fairfax City Council was held 4/3/86 at 7 P111
at 'Fairfax City Hall . Mayor Peters presiding. Council present : Balog,
Bach, Bullock, Cerveny & Shakespeare . 9 Citizens in attendance
Mayor Peters open Public Hearing on the proposed increase in Water
rates . Citizens given opportunity to discuss same with council .
Mayor Peters closed public hearing at 7 : 35 P'M and opened regular
meeting .
Motion by Cerveny, 2nd Shakespeare that minutes of previous meeting
be approved . Carried .
Financial and budget report presented and placed on file . Receipts to
be accounted for as follows : General Fund : $3, 847 . 42 , RUT Fund : 2, 414. 05,
Debt Serv: 55 . 66 , Water Dept ; $1 , 434 . 79 , Sewer Dept : $3 , 345 . 45, Garbage
fees $546 . 00 .
Eepresen ,-atives from the A. M. &F . M. Lodge inquired of Council if it
would be possible to have a fire truck available during the time they
are preparing a Hobo Banquet in -their parking lot on the 13th of April ,
because of a open wood fire need to cook the food . Council advise
-hem that they should contact the Fire Chief and make arrangements with
him
On motion of Cerveny, 2nd Bach, Building Permits approved for a. garage
for Chas Peters and a barn addition for John Zanastil . Carried
Discussion held on the purchase of an emergency generator and the
wiring necessary to make the pump house and lift station so that
they could be switched to the generator in case of emergency. On motion
of Balog, 2nd Bullock that purchase be made . Carried All voting aye .
Fire Department ask permission to bold a fireworks display and close

:rtain street on the 4th of July. On motion of Cerveny, 2nd Bach
Council gave approval . Carried . All voting aye .
Inspection report of the Cemetery West Street Bridge received from
Linn County and placed on file .
On motion of Shakespeare 2nd Cerveny, Tin Fairlie appointed to the
Fire Department . Carried.
Discussion about recent complaints that have been received by City
EMployees at their homes . All complaints are to be put in writing
and signed by the complaintants Forms are available a -t
City Hall
and from City Employees . Only written complaints will be considered
by council per Mayor Charles Peters instructions
On motion of Cerveny 2nd Bullock, City to purchase Traffic tickets and
fine envelopes for use in our city by the Sbieriff5 Dept . Ordinances
to be amended to cover the issuance of tickets for parking and other
similer violations . Carried. A1]. voting aye .
On motion of Bullock 2nd Bach, City Clerk given permission to attend
IMFOA meeting in Des Moines on April 16 , 17 & 18 and the AWWA meeting
in Des Moines on April 24th. Carried . All voting aye .
Bi.illock made motion to pay bills , 2nd Cerveny. Carried .
Bullock rude motion to adjourn at 10 : 30 FM, :2nd Cerveny. Carried„,
