The City Council of Fairfax, Iowa met in special session at City Hall on October 29 , 1987 at 7 : 00 PM pursuant to resolution and published notice . Mayor Peters presiding. Council present : Bach, Cerveny & Shakespeare Absent Bullock and - Balog. Mayor announced this was the time and place set for hearing and inspection of bids for the proposed improvement projects . No persons appeared to file objections to the proposed plans , spec and or contract . On motion of Shakespeare, 2nd Bach, Resolution 102987 "Approval of plans , specifications and formof contract for sewer and water improve- ment projects" Carried. Voting aye Bach, Cerveny & Shakespeare , Voting nay none . Absent Bullock & Balog. 'loved by Cerveny, 2nd by BACK that Mayor and City Clerk open proposals , Carried. On motion of Shakespeare , 2nd Bach, cost estimate to be gotten on additional land clearing in Lagoon area and referred to Mayor Peters for his further considertion. Library Board President Nancy Josifek and Librarian Linda Balog presented plans and ideas to the Council in regard to the possibility of the Library Board building a new library. Information will be given to Council as their plans progress . Fire Chief Stallman gave the City Council a report on the new fire. truck and show them the truck. He also requested that an additional 5,000 . 00 be put in the 88/89 budget for the fire truck replacement fund. On motion of Bach, 2nd Cerveny, Doug Exline approved for permanent status on the fire department . Carried. All voting aye . On motion of Bach, 2nd Cerveny, an application for protective clothing for the Fire Deppartment be sent to Dept of Natural Resources , Rural Community Fire Protection Program. Carried All voting Aye , Mayor Peters opened public: hearing in regard to the annexation and zoning classification petitions received by the City Council . Hearing is no objections Mayor Peters closed the hearing. P & Z Committees report and recommondation to approve the annexation and zoning classification read to the council . Mayor declared Ordinance duly approved and in effective upon publication. Building permit was approved for Selzer Construction for house at 111 Main Street . On motion of Shakespeare, 2nd Cerveny, the designated smoking areas in City Hall are as follows : Smoking only: Entrance hall and rest rooms . No Smoking : Council chambers and City Clerks office . Carried All voting Aye Fetter read from Senior Citizen group asking for a donation to help with their activities. On motion of Balog, 2nd Shakespeare., group to be given $400 . 00 . Carried . All voting aye . Action on request for street light on corner of Cemetery Road West Stallman road was tabled on motion of Cerveny, 2nd Balog . Discussion of speed study on Highway 151 . City Clerk to contact. Iowa DOT in regard to lowering the speed limit with- in the city limits to 45MPR. Mayor Peters discussed with council three complaints that he had received from two different citizens . No action was taken. On Motion of Balog, 2nd Shakespeare bills present for payment be approved . Carried . All voting aye . The Contractor hereby agrees to execute the work of construction in strict accordance with said official plans and specifi- cations, including all of the contract documents as the same are defined in said specifications, and all of which documents are hereby made a part of this contract by this reference as surely and certainly as though set out herein verbatim. ' Awarding contract for the Sewer and Water Improvements Project WHEREAS, pursuant to notice duly published in the manner and form prescribed by resolution of this Council and as required by law, - bids and proposals were received by this Council- for the Sewer. and Water Improvements Project 'the "Project" ) ; and WHEREAS, all of the said bids and proposals have been carefully considered, and it is necessary- and advisable that provision be Made for the award of the contract for the Project; NOW, THEREFORE, IT IS RESOLVED by the City Council of the City of Fairfax, Iowa , as follows : Section 1.
