I a okk*ec �a n--*7- x,00-4:30 j Regular meeting of the Fairfax City Council was held 8/4/88 at 7 : 00 PM with Mayor Charles Peters presiding . Council present Bullock Nading, Quillin, Svoboda. Cerveny arrived at B : OO PM. '` 18`: guests present . Adgenda approved as posted on motion of Nading, 2nd Bullock. Minutes of previous meeting approved on motion of Svoboda, 2nd Bullock. Financial & Budget reports received and placed on file . Receipts to be account for as follows : General Fund 3, 299 . 42 , RUT 1 , 866 . 17 , Fire Dept Fireworks fund 1, 050 . 49, Water Dept 2, 712 . 31, Sewer Dept 3, 689 . 54, Garbage fees 3, 732 . 00 . Due to a large number of interested citizens in attendence in regard to item 11 on the adgenda, Mayor Peters ask that this item be handled first . Discussion in regard to the traffic flow and the stop signs at the intersection of Prairie , Losey & Highway 151 was then held. On motion of Nading, 2nd Svoboda, Section 2 . 1-2 . 0602 and 2 . 1--2 . 0601( 3) be appended to indicate that the traffic on Losey street will stop before entering the intersection of Prairie and that the stop sign on Prairie be removed requiring traffic on Prairie to stop only before enter- ng upon Highway 151 . Carried . 4 voting aye 1 absent . Discussion was then held in regard to the repair and/or replacement of ,sidewalks . Notice to be placed in water bills informing those residence who have sidewalks that it is the desire of the City Council that they voluntarily repair or replace them for their own pro.tecti6n _ against any possible law suits . Further discussion will be held on this subject . On motion of Cerveny, 2nd Quillin, City to obtain a .Appraiser to appraise certain land that the Library Board is interested in acquiring . Carried all voting Aye. Pam Yostel advised the Council that the Youth Group of the Woodman of American Insurance Group was sell M & M door to door and that they plan to use the profits (with a. matching amount from Ins Group) to buy some new playground equipment for the park. Resolution 8488 "RUT Report" presented and approved on motion of Svoboda 2nd Quillen. Carried All voting aye . Report from Linn County Engineers office in regard to bridge on Cemetery Road West received. CityClerk to contact them for their recommendations for a construction company to repair it . City Clerk to contact owner of billboard, that currently has the dates of Hey Dey on it, to see if City could paint a "Welcome to Fairfax"'" sign. Will need to contact American Legion also about this suggestion. "Pete" Howe from Howe Sanitation proposed to the City Council that his bill for cleaning, Tying, Air testing & grouting be paid when job is finished instead of on a three year payment plan (Contract terms) with a possible saving of between 6 and 7 thousand dollars , On motion of Nading 2nd Svoboda, discussion and final approval subject to completion and approval by three council members . Carried Allvoting Aye. On motion of Bullock 2nd Svoboda, City to make offer of $1, 500 . 00 each to Whitters Sod .Co and Iowa Land & ..Building for strip of land to complete the storm sewer project . Carried. All voting aye . On motion of Cerveny, 2nd Bullock Tom McGinnis approved as a volunteer fireman on a probationary status. Carried. All --voting aye . On motion of Nading 2nd Svoboda bills presented approved for payment . Carried . All voting Aye. Meeting adjourned at 9 : 45PM on motion of Nading, 2nd Svoboda. Carried . Peters, City Hall 523 Vanderbilt Street E Fairfax, IA. 52228 RE: Proposed New Library ]Building Dear sir: The Fairfax Library Board, in its meeting of July 11, 1988, came to the following decisions as to the need for a new library building in Fairfax. 1. We believe in order to best serve the community, that it is essential the library building remain on Vanderbilt St. 2. We believe that Fairfax is, and will continue to be, a community growing not only in size, but also in the number of young people with families. Therefore, it is our position that the size of the proposed building {44" X 80'} should not be reduced to accomodate the purchase of a piece of property, which is less costly. We must continue to look to the future. 3. We would like for the City Council to consider the purchase of ! the properties between the Fidelitas Lodge and the residence of Lyle Vance. We would also suggest that negotiations include the garage on the ]Lyle Vance home property. To facilitate the purchase, we would suggest that an appraiser be hired to give the council and the Fairfax Library Board a fair market price on the properties in question. 4. We are committed to building the new library without a tax increase, however we do realize that increased tax money will be needed to operate and maintain a new library building. There are federal ,grants, foundations, and private donors, I which can be approached to fund this type of building project. However, we will not proceed at this time, if the only way we can build a new library building is to raise taxes.
