Mayor Charles Peters presiding. Council present : Bullock, Cerveny, Nading, Quillin & Svoboda . The agenda and minutes of previous meeting approved on motion of Svoboda, 2nd Nading . Carried Mayor Peters opened public hearing on the Budget Amendment. . No objections received by mail or in person. Mayor Peters closed public hearing at 7 : 10 . On motion of Svoboda, 2nd Cerveny Budget amendment Resolution #10688 approved as published. Carried, Roll Call vote . All Councilmembers voted aye . Mr Mrs John Kostle , Representing Woodman of American, presented the City with a check for $380 . 00 to purchase playground equipment . This money was raised by their youth group and with a matching amount from the Woodman of American insurance Company. Council extended their thanks and will notify them upon the arrival of the equipment . Ordinance 146 "Through street stop" and Ordinance 147 "Special Stops Required" were presented and read the first. time. Councilmember Cervepy moved the approval of Ordinance-s on their -fi-rst reading and that the requirements for the 2nd and 3rd reading be suspended and that the Ordinances be placed on the_ 2nd & 3rd reading by title only. Second by Svoboda. Carried. 'O.rdinancel46 and 147 then read the 2nd and 3rd time by their titles . Councilmember Cerveny moved the adoption of the Ordinances as read 2nd'. Svoboda. Roll Call vote . All voting Aye . Mayor Peters declared Ordinances 146 and 147 adopted and in effect as per publication requirements . { Stop sign on Prairie Ave & Losey will be removed and new stop sign will be placed stopping traffic on Losey before entering the intersection of Prairie Ave) On motion of Nading 2nd Cerveny, Resolution 9188 corrected to read $10, 000 . 00 instead of $7, 000. 00 for digging of Storm sewer ditch. Carried. Roll call voting. All voting Aye . Letter of resignation as City of Fairfax representative on the Civil ]defense Board was read from Mary Schneider . Council to contact Fire Department for their suggestions for an appointment to this board. Letter read from the Fairfax Library Board in regard to the City taking out an option to purchase certain property. On motion of Nading 2nd Bullock that the City offer an option to buy property from Lyle Vance. and that $100 . 00 be put in Escrow if option is not used- by ll/l/89 .. Carried. Roll Call vote. All voting Aye . On motion of Nading, 2nd Bullock, Sold-harmless agreement to be signed with Iowa Fund in regard to billboard located on Highway 151 . Carried . Update on Sewer main repairs & storm sewer given to Council . All main repairs are completed, still some clean up work to be done . The Storm Sewer project is just about completed. One price quote received for repairing of Bridge on Cemetery Road West . On motion of Nading 2nd Cerveny that Contractor be contacted to see if project could be done in early spring and paid for out of the 1989/ 90 Budget . Carried . All voting aye. Building permit for . C . Sorg approved on motion of Nading 2nd Bullock Carried. All voting Aye . On motion of Cerveny 2nd Quilling, City Clerk given permission to attend the State Finance Officers meeting in Des Moines on October 19, 20 & 21st . Carried. All voting Aye, ., City Clerk instructed to send follow up letters to those property owners who have not complied with the Junk Vehicle & Machinery Ordinance . HE IT ORDAINED BY THE CITY COUNCIL OF F"AIRFAX, IOWA Section 1 . The purpose of this ordinance is to amend 'Title , II , Division 1 , Chapter 2 , Article 6 , Section 2e1.-2. 0602 of the City Code of Fairfax, ToWa. Section 2. Section 2. 1-2. 0602 , SPECIAL STOPS REQUIRED, of Title II , Division 1 , Chapter 2 , Article 6 of the City Code of Fairfax, Iowa , is amended by deleting the section in its entirety and substituting in lieu thereof the foliowing: " 201-2. 0602 SPECIAL STOPS REQUIRED. Every driver of a vehicle shall stop in accordance with the iollowing: 1. Prairie; Avenue. Vehicles traveling an Nickolet. Street. shall .stop at Prairie Avenue , and vehicles traveling north on Losey Street shall stop at Prairie Avenue, 2. Main Street. Vehicles traveling on Park Street shall step at Main Street. 3. Reynolds Street. Vehicles traveling on Main Street shall stop at Reynolds Street. 4. Vanderbilt Street, Vehicles traveling on Prairie, Avenue shall stop at Vanderbilt Street. The purpose of this ordinance is to amend Title! 11 , Division 1 , Chapter 2 , Article 6 , Section 2. 1--2. 0601 ( 3 ) of the City Code of Fairfax, Iowa. Section 2 . Section 2. 1-2. 0601 ( 3) , THROUGH STREETS - STOP, of Title II , Division 1 , -.Chapter 2 , Article 6 of the City Code of Fairfax , Iowa, is amended by deleting the section in its entirety and substituting in lieu thereof the following: " 3.
