Discussion was opened- on Insurance coverage for 4/ 1/89 to 4/1 / 90

2nd Quillin, Davis , Jones Lamb Agency to write the Citys _ Insurance .

Linda Balog, Librarian, gave Council report on building fund
that is now at approximately 135 , 000 . 00 . State grant will be submitted
on 3/17 /89, and Amana Refrigeration has offered to donate the kitchen
appliances .7 .
Ordinance #155 "Garbage fee increase" was approved on its 2nd reading
dnd the requirements for three readings be suspended and ordinance
be read for the third time, on motion of Nading 2nd Svoboda. Ordinance
then read for the third time . Motion to approve made by Nading 2nd
Svoboda Carried . All votingAye : Mayor Pro-Tem Cerverry declared:
Ordinance 155 adopted and in effect as per publication requirements .
On motion of Svoboda, 2nd Quillin, City Wide Clean Up day will be
May 6th. Carried
On motion of Svoboda, 2nd Bullock, The summer grass mowing of certain
city property is be posted . The bids are to be received no later than
7PM on April 11th . Carried. All voting aye .
On motion of Nading, 2nd Svoboda, representatives from the P & Z
to attend Video Conference in Cedar Rapids on April 4, Councilmember
Bullock to attend meeting on Underground gas tanks in Muscatine
on March 31 and City Clerk to attend Towa Municipal Finance Officers
meeting in Des Moines on April 19 , 20 & 21 . Carried . All voting Aye .
On motion of Svoboda, 2nd Bullock, Deputy City Clerk to attended
a one week educational course at Iowa State Univ. Carried . All voting Aye .
On motion of Nading 2nd:. Svoboda, Payroll Resolution 31589 was
approved . Roll call vote, Aye : Nading, Svoboda, Bullock & Quillin
Nay: None .
Discussion in regard to the hiring of a firm to sweep the streets„
On motion of Quillin, 2nd Bullock, Street Committee given authorization
to sign . contract with selected firm. Carried. All Voting Aye .
On emotion of Nading, 2nd Svoboda, all bills presented for payment
approved. Carried. All voting Aye .
Motion to adjourn was made at 9 : 10 PM on motion of Svoboda, 2nd
Nading. Carried .

A RESOLUTION SETTING THP SALARIES POR APPOINTED OFFICERS AND EMPLOYEEL'S OF
THE CITY OF FAIRFAX FOR THE FISCAL YEAR OF 1989/90.
BE IT RESOLVED : By the City Council of Fairfax, Iowa
JECTION 1 . The following positions named shall be paid the salaries or
wages indicated and the City Clerk is authorized to issue checks ,
less legally required or authorized deductions from the amounts
set out below, and make such contributions to IPERS and FICA
or other purposes as required by law or order of the City Council ,
all subject to audit and/or review by the City Council .
POSITION BASE RATE BASIC HOURS
CITY CLERK $ 9 . 52 per hour M, T, W, F (32 office hours
DEPUTY CLERK & . WATER $6 . 04 per hour 4 hours non-office)
BILLING CLERK 10 to 15 hours monthly
and/or as needed.
LIBRARIAN $6 . 26
ASS " T LIBRARIAN 5 . 75 Library open 20
LIBRARY PART TIME HELP 4 . 50 hours per week
WATER, SEWER & STREET
SUPERINTENDENT $11 . 16 per hour 40 hours per week
PART TIME SKILLED WATER
& SEWER HELP $7 . 00 per hour As needed
PART TIME UNSKILLED LABOR 3 . 75 per hour As needed
SECTION 2 . Overtime hours shall be paid for at Iz times the hourly rate
for the job performed . (Overtime meaning-time over 40 hours per
week) Employees may request compensatory hours wi_tliin a pay period
in place of overtime . Compensatory hours shall be 12 hours for
each hour of overtime .
SECTION 3 . The City shall provide the City Clerk and W&S Superintendent with
Protector 200 Blue Cross /Blue Shield Insurance . The City shall
be responsible for the first $500 . 00 ($200 . 00 deductible plus
$300 . 00) for each person covered .
SECTION 4 . $234 . 00 per year uniform allowance will be provided for the
W&S Superintendent .
SECTION 5 . The City Clerk and W&S Superintendent shall be paid for the
following Holidays : New Years , Memorial Day, July 4, Labor Day
Thanksgiving, Christmas and Good Friday.
SECTION 6 . The City Clerk and W&S Superintendent shall be allowed four ( 4)
sick days per year. The sick days may be accumulated up to
thirty (.30) days . They shall be allowed one personal day per
year . Personal days may not be accumulated . After using
five consecutive sick days , at the discretion of the Mayor,
a doctors verification may be requested.
SECTION 7 . The City Clerk shall be allowed 108 hours paid vacation.
W&S Superintendent shall be allowed w120 hours paid vacation.
VacaPons must be taken and can not be accumulated.

AN ORDINANCE AMENDING TITLE III MENTAL AND PHYSICAL HEALTH,
CHAPTER 4 - SOLID WASTE CONTROL, ARTICLE 2 - COLLECTION AND
TRANSPORTATION, SECTION 3-4.0211 ( l ) OF THE CITY CODE OF
FAIRFAX, IOWA.
BE IT ORDAINED BY THE CITY COUNCIL OF FAIRFXX, IOWA
Section 1 . The purpose of this ordinance is to amend Title
! I ! - Mental and Physical Health, Chapter 4 - Solid Waste
Control , Article 2 - Collection and Transportation , Section
. -4.0211 ( 1 ) of the City Code of Fairfax , Iowa.
Section 2 . Section 3-4. 0211( 1 ) of Title !II - Mental and
Physical Health , Chapter 4 - Solid Waste Control , Article 2 -Q11ection and Transportation, of the City Code of Fairfax , Iowa,,
is amended by deleting Section 3-4. 0211 ( 1 ) in its entirety and
substituting in lieu thereof the following :
3-4 . 0211 ( 1. ) Schedule of Fees. The fee for solid
waste collection and disposal service used , or
available shall be :
k. For each single family residence - $6.75
B. For each dwelling unit of a multiple family
dwelling - $6.75
C. For commercial , industrial and institutional
premises - $9.00
Section 3. All ordinances or parts of ordinances in conflict -
herewith are hereby repealed.
Section 4. Severability if any section, provision or part it
of this ordinance shall be adjudged invalid or unconstitutional,'
such adjudication shall not affect the validity of the ordinance
as a whole or Any section , provision or part thereof not adjudged
invalid c unconsuitutional.
Section 5 . This ordinance shall be in full force and effect
fr6m and after its passage , approval and publication as provided
by law.
Adopted this day of 1989 , and approved
on the same date .
