Regular meeting of the ]Fairfax City Council was held 9/11/89 at
7 : 00 PM. Mayor°Pro-Tem Cerveny presiding in place of Mayor Peters .,
Council present : Bullock, Cerveny, Nading, & Quillin. Svoboda absent
On motion of Bullock, 2nd Quillin, Agenda as posted and Minutes of
previous meeting approved. Carried .
Budget & Financial reports received and placed on file . receipts to
be account for : General $5, 308 . 56 , RUT $3, 003 . 53 , Debt Sery $757 . 67,
FD Fireworks Fund$960. 63, Later Dept : $2, 528 . 62, Sewer Dept : $3 , 685. 57 ,
Garbage fees $4, 104 . 89 ..
Public Hearing opened at 7 : 06PM in regard to application for annexation .
No comments received in writing ; or from those in attendance at the
hearing . MayorPro-Tem Cerveny closed hearing at 7 : 15 PM.
Resolution 91189 "Annexation" presented on motion of Nading , 2nd
Bullock. (150 Cemetery Read West-Lot 1 Benton .cones Addition)
Carried . Roll Call vote : Ayes Cerveny, Bullock., Quillen, & Nading
Nay None . Absent Svoboda.
Mr.. Joe Gase, Iowa. Ill Gas Company paid a courtesy call on the Council .
! On motion of Nading, 2nd Quillin, Prairie Roadbuilders bid accepted

for repairs on Prairie Avenue . Carried . All voting Aye
Discussion held in regard to the sidewalk that was removed and not
replaced by the Chicago Northwestern RR and the drainage problem that
was not corrected. On motion of Bullock, 2nd Nading, City Clerk to
contact Chicago Northwestern and inform them that sidewalk must be
replaced and drainage problem correct . Carried. All voting Aye
On motion of Nading, 2nd Quillin, City Clerk ;given permission to
attend the Iowa League of Municipalities Convention in Ames on
September 13, 14, & 15 and that she be named as the City' s voting
delegate to the Convention. Carried All voting Aye .
On motion of Bullock, 2nd Nading, Reggie Hasting named to fill
vacancy on the Planning, & Zoning Board. Carried . All voting aye .
Discussion held on the purchase of new aerial photo of Fairfax.
On emotion of Bullock, 2nd Cerveny, Photo to be ordered from Aerial
Services of Cedar Falls , Iowa. Carried . All votingAye .
On emotion of Nading, 2nd Quillin all bills as presented approved for
payment .
Discussion held on upcoming City Election. 5 Council members-,.and .
the
Mayor are to be elected, Nomination papers are available at the
City Clerks office . Last day for filing is September 21, 1989 .
j Mr. Mike Singer, Planner from East Central Iowa Council of Governments
present Council with a progress report on the Comprehensive Plan.
Six members of the Planning & Zoning Board were also in attendence .
Councilman Svoboda arrived at 8 : 30PM and Mayor Peters arrived at 9 : 06PM.
On motion of Svoboda, 2nd Nading that portion of the Comprehensive
plan that would make note of possible sites of soil contamination`-'be
excluded as most information obtained is hearsay. Carried Voting
Aye : Svoboda, Nading & Quillin. Voting Nay : Bullock & Cerveny.
On Motion of Svoboda, Councilmembers Nading & Cerveny be appoint to
review the Comprehensive Plan and forward comments and/or correction
to the Planning & Zoning Board for their final consideration. Carried .
On motion of Nading, 2nd Quillin, Baseball team allowed to spend up
to 1, 500 . 00 for dirt and other improvements to the baseball diamond.
Carried . All voting aye .
