Mayor Charles Peters.. presiding . Council present Cerveny, Nading, Quillin & Svoboda . Bullock absent . Approval of agenda and minutes of previous Council meeting on motion of Svododa, 2nd Cerveny. Carried. ]budget & Financial reports received and paced on file . Receipts to be account for : General Fund $3 , 680 . 80, RUT Fund $3085 . 60,. Debit Service 938 . 25 , WaterDept : $ 2 , 283, 39, Sewer Dept$3, 212 . 85 Mike Singer from East Central Iowa Council of Governments presented copies of the completed Comprehensive Plan to the City Council . Gary Stockton, Chairman of P & Z Comm. , advised the Council that P & Z Committee had reviewed the final draft and except for a very minor changes they were recommendin the Council that the Plan be accepted. Resolution 101089 "Approval of Comprehensive Plan" was presented by Nading 2nd Cerveny. Approved . Voting Aye : Cerveny, Nading, Quillin, & Svoboda. Bullock Absent . Brad Buchanan, new owner of the property previously. owned by the Wilson' s , advised Council as to his plans for the property. It will be known as Fairfax Country Market . He is now in the process of cleaning up the property and will be putting the plastic roofs on the greenhouses . In cooperation with the "911" number system in Linn County the City Council took under consideration Ordinance 157 "Add ' East ' to Southview Road . On motion of Cerveny, 2nd S' oboda Ordinance 157 approved on lst reading and that requirements be suspended for the 2nd & 3rd reading and that they be placed on their 2nd & 3rd readings by title only. Carried . Voting Aye Cerveny, Nading Quilin & Svobda . Bullock absent . Ordinance 157 then read by its title for 2nd & 3rd time . Cerveny moved the adoption of the Ordinance 157 as read, 2nd Svoboda . Mayor Peters , declared Ordinance 157 adopted and in effect as per publication requirements . All Council voting Aye . Bullock absent . On motion of Svoboda, 2nd Nading, City Clerk & Deputy Clerk given. permission to destroy certain records no longer having any historical value . . Carried. All voting Aye Request from Fairfax Senior Citizen group inregard to the donation that City put in the 89/ 90 F-Y budget . On motion of, Nading, 2nd Cerveny, check for budgeted amount be sent to them. Carried . Approval of Fire Dept.. application for Rural. Comm. Fire Protection Grant on motion of Svoboda, 2nd Cerveny. Carried . On motion of Svoboda„ 2nd Nading, bill from Schmidt Construction for the repairs on the bridge on Cemetery Road., Carried . All voting aye . On motion of Nading 2nd Svoboda, City Clerk given permission to negotiate a three year contract with "Pete"" Howe Sanitation to clean approx. 5 , 000 feet of sewer main a year . Carried . All voting aye . Discussion held with City Attorney in regard to property to be purchased for new Library. Consensus of Council that CityAttorney continue to handle the matter as previously outlined . On motion of Nading, 2nd Cerveny that bills presented for payment. be approved . Carried. On motion of Svoboda, 2nd Cerveny, City Clerk given permission to attend State Finance Officers meeting in Des Moines , Oct 18 , 19 &20 . Discussion held on a Capital Improvement plan for curb, gutter & streets . City Engineer to be invitied to November 14, meeting for his imput into long range plans . Peters,„ Mayor a i 3 I P.o. ax 3 P4" �acax, 9oux 5222 ,3t 9-846-2204 RESOLUTION ' C/ 5, Resolution Approving the City of Fairfax Comprehensive Plan and Land Use Recommendations ("Comprehensive Plan") WHEREAS, the City Council of Fairfax, Iowa has seen it appropriate to develop the Comprehensive Plan to assist in the coordination of future development activities and for the general betterment of the community, and; WHEREAS, the City Council has engaged the services of East Central Iowa Council of Governments to work with the Fairfax Planning and Zoning Commission in the preparation of the Comprehensive Plan, and; WHEREAS, the Comprehensive Plan is acceptable to the Fairfax Planning and Zoning Commission and has been submitted to the City Council of Fairfax, Iowa; NOW THEREFORE, BE IT RESOLVED that the City Council of Fairfax, Iowa hereby approves the Comprehensive Plan dated. 1989, and adopts the same as the official Comprehensive Plan for the City of Fairfax, Iowa. Iowa Comprehensive_ Plan and Supervisor County Use Recommendations, - 1989 is completed and approved by iO4Va'�'c��QA4yVl�Ey the Fairfax Planning and Zoning Commission. This Plan is the result of several months activity by dedicated Vice Chairperson volunteers, and will be a valuable reference and guide, for Susan Horowitz City Council y our community's elected officials. With minor exceptions Iowa city which will outlined, this Plan meets or exceeds the Professional Planning Service Agreement entered into by the SecTepary City and ECIC'OG July 1, 1988 Don Magdetrau Ciifiizen This' Plan has several unique features. The format, was Benton County specifically designed to facilitate periodic updates, and is one of the few comprehensive plans in Iowa to be reproduced Craig J. nksen on computer diskette. These features increase the Exesurive Director usefulness of the Plan as a working document, and allows the Plan to be a helpful tool is understanding and deciding future land use issues. All of the suggestions, recommendations, and corrections, supplied by the Council members have been incorporated into this final draft. Some of these suggestions will be discussed at tonight's meeting. The Council may now proceed with its approval of the Comprehensive Plan. A pre-drafted resolution has been provided for the Council ' s convenience. Please let the ECICOG staff know if we can be of further assistance to Fairfax. BE IT ORDAINED BY THE CITY COUNCIL OF FAIRFAX, IOWA Section 1. The purpose of this ordinance is to change the naive of a street pursuant to Section 8-1. 0402 of the City Code of Fairfax, Iowa. Section 2 . The name of that portion of the street known as Southview Road which runs east from Williams Boulevard to Fairfax Road is changed and shall be known as "East. Southview Road. " The portion of Southview Road running west from Williams Boulevard shall continue to be known as "Southview Road. " Section 3 . All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 4 . Severability. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. Section 5. This ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law. Adopted this °" day of . 1989, and approved on the same date.
