OPPORTUNITY FOR CITIZENS NOT ON THE AGENDA TO ADDRESS THE COUNCIL . 15 . ADJOURNMENT . Regular meeting of the Fairfax City Council was held 12 / 12/89 at 7 : OOPM Mayor Pro-Tem Cerveny presiding . Council present : Bullock, Nading, Quillen, Cerveny, Absent : Svoboda & Mayor Peters . Agenda, minutes of previous meeting, financial & budgetary reports approved on motion of Nading, 2nd Quillen. All ayes . On motion of Quillen, 2nd Bullock, Brad Buchanan, Fairfax Country Gardens , be granted a driveway entrance from Highway 151 to his property per Iowa DOT direction. Carried . All voting aye Mr "Red" Greiner attended meeting to discuss with Council the repairs that were made on motors at lift stations . On motion of Nading, 2nd Bullock, City to settle with Mr Greiner for $9 ,, 000 . 00 to be paid in monthly $3 , 000 . 00 increments . Carried All voting aye , i Russ Carver; Fire Chief, present Fire Department payroll to Council i for approval . He report that an inquiry had been received to burn _ two houses , as a training exercise , Council members Cerveny & Bullock to check one of these house to see if it could be saved and moved. (It is the oldest house in the city) He also inquired what was being done in regard to removal of old underground tanks . He will discuss the mutter with DNR. On motion of Nading, 2nd Bullock payroll approved as presented . Discussion held with Fire Chief' in regard to the Linn County Hazardous Materials Emergency REsponse Annex P of the Linn County-Wide Multi Hazard Emergency Operations flan. Resolution #121289 presented in regard to the"ADOPTION OF THE LINN COUNTY EMERGENCY RESPONSE ANNEX" on motion of Qui.11en, 2nd Nading. Carried All voting aye . On motion of Nading, 2nd Quillin, American Legion Liquor permit (regular & Sunday) approved. All voting aye . Mayor Peters arrived at 8 : 25PM Discussion held on the C'ondemation of land for Library. On motion of Nading, 2nd Cerveny, No additional offer for moving expense will be offered at this time . Carried. All voting aye . Demolition bids for buildings at 311 and 315 and garage at 305 received . On motion of Nading, 2nd Cerveny, Marmon Webb awarded contract in the amount of $3, 800 . 00 . Removal of .buildings to start as soon as possible and be finished by April 1 , 1990 . City Clerk to hire person to photograph interior and exterior of properties at reasonable cost and to coordinate the complete project with City Attorney. Discussion and possible action in regard to safety devices =_for water tower & drying tower at Fire station and further discussion of other "Risk" items to be delayed until the January meeting . On motion of Bullock, 2nd Cerveny, Correspondence to be sent in regard to recent sewer line repairs made by city. Carried All votingaye. On motion of Nading, 2nd Quillin, Councilmember Bullock to attend "REAP" meeting to represent city. Carried . Allvoting aye . Motion to approve bills as presented by Nading, 2nd Quillin Carried Mayor Peters sworn into office -the following ('Their term office begins Jan 1, 1990) Mayor Russ Nading, Councilmembers Bullock, Cerveny, Hastings , & Quillin.
