ADjOURNIMENT . o Regular meeting of the Fairfax City Council was held 2/13/90 . Mayor Nading presiding . Council present, Bullock, Cerveny, Hastings , Quillen, & Svoboda. On motion of Quillen, 2nd Cerveny, minutes of previous meeting, budget report & financial reports approved. Public hearing on the F/Y 90-91 Budget held . No objectors appeared at meeting and no written objections received. Public hearing closed at 7 : 05PM. Resolution 21390 "Approving Budget F/Y 90-91" approved on motion of i Cerveny, 2nd Svoboda. Carried . All voting aye . Frank Scott , Prairie Roadbuilders , present Council with a quote per square yard for summer street work. On motion of Svoboda, 2nd Hastings quote of 55� per sq yard accepted. Carried.. All voting aye . Approval of Larry McNeal and Terry Johnson(tentative upon his moving to Fairfax within 60 days) to Planning & Zoning Committee on motion of Cerveny, 2nd- Svoboda. Carried. All voting Aye . Jeff Selzer approved as a probationary member of the Fairfax Fire: Department and additions to the Fire Department Bylaws on motion by Cerveny, 2nd Hastings . Carried. All voting aye . Mr. Ken Selzer updated the Council on his plans for Lakeside Addition 4th and 5th, showing them drawings of possible lot size changes . Approval of Liquor permit for Star Hotel & Livery made on motion of Bullock, 2nd Svoboda. Carried all voting aye . Discussion held on the replacement of the sidewalk across the Chicago Northwestern tracks on the west side of the crossing. A final deadline for completion of project will be March 1 , 1990 . Discussion held on the City of Fairfax contract with the Linn County Sheriff . Consensus of the Council as follows : Each Councilmember will contact their neighbors for their opinion on the service rendered to the city by the Sheriffs dept . Sheriff Blome to be invited to the March 13th Council meeting. Final decision of renewel of contract will be at the March 13th meeting. On motion of Svoboda, 2nd Bullock, Mayor Nading to sign the statement of assurance with the Iowa State Conservation Dept in regard to the maintence of the City Park. Carried . All voting aye . Councilmember Hastings moved the approval of Ordinance 158 "AMENDING SOLID WASTE COLLECTION FEE" on its first reading and that the procedural requirements for three readings be suspened and it be placed on its 2nd and 3rd readings by its title , 2nd Svoboda. Carried . All voting aye. Councilmember Svoboda moved the adoption of the Ordinance as read. 2nd Quillen. Carried, All voting Aye. Mayor Nading declared Ordinance 158 adopted._ n:. d/iiPfect as per publication requirements . (Monthly residential fee will increase to $7. 00 and commercial to $9 . 25 permonth effective July 1 , 1990) Councilmember Svoboda, moved the approval of Ordinance 159 "AMENDING T'HE CITY BOUNDRIES" on its first reading and that the procedural requirements for r t brae readings be su ned e g s e and it b laced o P p n its 2nd and 3rd readings by its title , 2nd Quillen. Carried . All voting aye . Councilmember Cerveny moved the adoption of the Ordiance as read, 2nd Bullock. Carried . , All voting aye . Mayor NAding declared Ordinance 159 adopted and in effect as per publication requirements . Action on purchase of "Lad-Saf" climbing devises delayed until City Attorney is contact in regard to Ordinance changes . Will be placed on March agenda. Action on replacement of underground gas storage tank to be delayed until Insurance Company gives City the latest information in regard to Adm. .rules on tank placement in regard to buildings & yard requirements . Report given by Councilmember Cerveny & Bullock in regard to the "" HEAP" grants for the purchase of park land. On motion of Cerveny 2nd Svoboda, Mike Singer, East Central Iowa Council of Government be given permission to write the grant applications . Carried. All voting aye . PROJECT TITLE 19-00901 Fairfax City Park Acquisition the City of Fairfax does hereby.. assure that it: 1. will not convert any portion of a project area to other than pablic outdoor recreation use through ,sale, lease, easement, construction of nonoutdoor recreation. facilities or by any other means without prior approval and replacement of the converted property.
