Regular meeting of the Fairfax City Council was - held 3/13/90 at 7 : 00PM
Mayor Nading presiding. Council present , Bullock, Cerveny, Hastings ,
Quillin & Svoboda.
Agenda, as posted, Minutes of previous meeting, budget & financial
reports approved on motion of Svoboda, 2nd Cerveny. Carried.
Sheriff Dennis Blome attended meeting in regard to the City of
Fairfax contract for service with them. Consensus of Council that
contract as presently written shall remain in force . Mayor and
Councilmember Svoboda to meet with Sheriff in regard to some traffic
problems on north side of city at later date .
Gilbert Lefebure, representingthe American Legion, advised council of
the dates (June 22nd & 23rd) for their annual HeyDey celebration.
He requested the use of the land,recently cleared for the new library,
for the placement of some of the carnival activities . Approval of
this request given pending approval from the Library Board on motion
of Svoboda, 2nd Hastings . Carried. (He was advised that this ground
has not been compacted and that the area must be fenced in to
protect surrounding property from possible damage)
Discussion held in regard to the REAP grant .. East Central Iowa Council
of Governments is to write the grants
Discussion held in regard to Zoning ordinance changes being looked at
by Planning & Zoning Committee . Public hearing on this ordinance to
be held at the May meeting . Copies of ordinance will be available
for inspection at City Clerks office during the month of April .
On motion. of Svoboda, 2nd Cerveny, Jims Petroleum of Ely to be contacted
and contract sign with them to put in two sniffer wells at our
underground gas tank site in accordance with requirements established
by the Department of Natural Resources . Carried. All voting aye
On motion of Quillen, 2'nd Svoboda, "Lad Saf" flexible cable ladder
Safety devices to be installed in Lift stations and the Water
Tower. They are to be purchased from Western Tank & Tower. Carried.
Discussion held in regard to recent vandalizm at the City Park and
request to run electricity to the dugout area of the ball diamond.
On motion of Svoboda, 2nd Cerveny, new drinking fountain to be purchased
but request to run electricity to dugout refused. Carried. All voting aye .
Mayor Nading appointed Councilmembers Svoboda,, Hastings & Bullock
to Capital Improvement Committee and they are to set up meeting with
City Engineer to establish a Capital Improvement plan to be implemented
in the next 5 to 10 years . A wish list of approximately 14 items was
established as a starting point . Councilmember Svoboda will be chair-
person of the committee .
Discussion held in regard to the disposal of Yard waste and the state
requirements to accomplish this disposal . The contract hauler Greg
Steelsmith will be attending the April Council meeting for further
planning . A public hearing will be held at the April meeting in regard
to the raising of the garbage fees . (A possible $'1. 00 to $2 . 00 increase
will be considered)
Resolution 31390 "PAYROLL FOR F/Y 90-91" approved on motion of Svoboda,
2nd Quillen. Carried . All voting aye
On motion of Quillen 2nd Svoboda City Clerk ;given permission to attend
Iowa Finance officers meeting April 18-20 . Carried . All voting aye.
On motion of Cerveny, 2nd Bullock, bills as listed approved for payment .
Carried. All voting aye.
Di. cession--held on beautificat.iorl projects in the City. A letter will
be sent to the owners of property in the commercial area of highway° 151
and follow up visits by Mayor Nading, Councilmembers Cerveny & Quillin
for assistance in this project .

RESOLUTION 3/13/90
A RESOLUTION SETTING THE SALARIES FOR APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF
FAIRFAN FOR THE FISCAL YEAR OF 1990/1991
BE IT RESOLVED: BY THE CITY COUNCIL OF FIARPAX, IOWA
SECTION 1. The following positions named shall be paid the salaries or wages indicated
and the City Clerk is authorized to issue checks, less leagally require or
authorized deductions from the amounts set out below, and make such contri-
butions to IPERS and FICA or other purposes as required by law or order
of the City Council, all subject to audit and/or review by the City Council.
POSITION BASE RATE BASIC HOURS
CITY CLERK 9.77 per hour M,T,W,F(32 office hours
4 hours non-office)
DEPUTY CLERK & BILLING CLERK 6.25 10 to 15 hours monthly
and/or as needed
LIBRARIAN 6.26 Library open 20 hours
ASS'T LIBRARIAN 5.75 per week
PART TIME HELP 4.50
WATER,,SEWER & STREET SUPT. 11.41 40 hours per week
PART TIME SKILLED WATER & SEWER HELP 7.00 As needed
PART-TIME UNSKILLED LABOR 3. 5 As needed
SECTION 2. Overtime hours shall be paid for at 12 times the hourly rate for the job
performed. (Overtime meaning: time over 40 hours per week) Employees may
request compensatory hours within a pay period in place of overtime.
Compensatory hours shall be lz hours for each hour of overtime.
SECTION 3. The City shall provide the City Clerk and W&S Supertendent with Protector200
Blue Cross/Blue Shield Insurance. The City shall be responsible for the
first $500.00 ($200.00 deductible plus $300,00 ) for each person covered.
SECTION 4. $250.00 per year uniform allowance will be provided for the W&S Superintendent.
SECTION 5. The City Clerk and W&S Supt, shall be paid for the following Holidays:
New Years, Good Friday, Memorial Day, 4th of July, Labor Day, Thanksgiving,
Day after Thanksgiving, Day before Christmas, & Christmas.
SECTION 6. The City Clerk and W&S Supt. shall be allowed four(4) sick days per year.
The sick days may be accumulated up to thirty (30) days. They shall be
allowed two personal days per year. Personal days may not be accumulated.
After using five consecutive sick days, at the discretion of the Mayor,
a Doctors verification may be requested.
SECTION 7. The City Clerk shall be allowed 108 hours (36 hrs x 3 weeks) paid vacation.
W&S Supt shall be allowed 120 hours (40 hours X 3 weeks) paid vacation
Vacation must be taken and can not be accumulated.
