Regular meeting of the Fairfax City Council was held at 7 : OOPM on
4/10/90 . Mayor Nading, presding, Council present , Bullock, Cerveny
Hastings , Quillen, & Svoboda .
Minutes of previous meeting, budget and financial reports approved
on motion of Svoboda, 2nd Bullock. Carried .
Discussion held with Greg, Steelsmith, owner of Barker Sanitation in
regard to the changes that will be have to be made in regard to the
collection of yard waste . The plans for yard waste will be delayed
until the City of Cedar Rapids give us their requirements for the
Cedar Rapids Landfill . The possibility of the City selling paper
and/or plastic bags for yard waste was discassdd.
Public hearing on the changes in the pickup fee for garbage collection
a.s held. No comments for or against rate change . Residence will be
$7 «00 and Commercial $9. 25 . as per Ordinance 1.58 passed on Feb 13, 1990 .
Ordinance 161 "Yield signs at Front Street intersections" was presented
and read for the first time. Councilmember Svoboda moved the approval
of Ordinance 161 as read and the requirements for 2nd & 3rd reading be
suspended and that Ordinance be placed on tees 2nd & 3rd reading by
its title , 2nd Quillen . Ordinance 161 was then read 2nd & 3rd time by
its title . Councilmember Cerveny moved the adoption of the Ordinance
as read 2nd Svoboda : Carried All voting Aye . Mayor Nading declared
Ordinance 161 adopted and in effect as per publication requirments .
Ordinance 162 "Safety equipment requirement to climb water tower"was read .
Councilmember Cerveny moved the approval of Ordinance 162 on its first
reading and the requirements for 2nd & 3rd reading be suspended .2nd
Svoboda. _ Ordinance 162 was then 2nd & 3rd time by its title . Cpuncil-
member Cerveny moved the adoption of the Ordinance as read, 2nd Hastings .
Carried. All voting AY`e. Mayor Nading declared Ordinance 162 adopted
and in effect as per publication requirments .
Report given by committee (Mayor Nading, Councilmembers Cerveny & Quill
who visited the Business establishments on Highway 151 .
Motion to approve Beer -p Ilermit for Handimart .made by Svoboda, 2nd Rastings .
Carried. All votingAye.
Motion of approve Beer Permit for American Legion Heydey made by
Svoboda, 2nd Hastings ., Carried . All voting Aye
Councilmember Cervey to make arrangements to obtain scaffolding for
painting of billboard on Highway 151 .
Two bids presented for grass mowing, (B . Emanuel 110 . 00 and Ellie Lawn
Serve 105 . 00 per mowing) On motion of Bullock, 2nd Svoboda mowing,
contract to be awarded to Ellie ' s Lawn Service . Carried . Carried.
Motion to hire Power Lift to sweep streets approved on motion of i
Svoboda, 2nd Bullock. Carried. Voting Nay:. Hastings .
On motion of Cerveny 2nd Quillen, Insurance to cover the 4th of July
fireworks display to be taken from the Park Fund. Carried. All voting
Aye .
On motion of Svoboda, 2nd Cerveny a limit of $2 , 000 . 00 to be spent
on gravel for alleys to make them travelable. Carried. All voting Aye .
On motion of Bullock, 2nd Hastings , Mayor Nading given permission to
sign pemit for Iowa Ill Gas to cross under highway 151 and along East
Cemetery Road with a gas main . Carried. All voting AYe .
Capital Improvement Committee gave report on their meeting with the
City Engineer.
Discussion held in regard to the purchase of land for park. On motion
of Cerveny, 2nd Svoboda, Offer to purchase to be sent to current owner
of property, (option to purchase pending receiving REAP Grant . ) Carried
All votingAye
On motion of Quillen, 2nd Svoboda, Councilmember Cerveny to contact Hughes
Nursery in regard to purchase of trees for park. He will coordinate this
project with the Cubs who also plan on planting trees in the Park..

4/4/90 . Chairperson, Svoboda, Councilmemeber Hastings & Bullock present
GlenMeisner, City Enegineer also present .
Agenda: Capital Improvement Projects : Set priority ranking of projects .
The five most important projects to be completed in the next five to
ten years are : See library building to completion, Curb , gutter and
storm ewer Church St, Vanderbilt Street & Losey Street , Black top
remeace
or/cement streets on North Side of town, Obtain at least 60 acres
on Northwest side of creek for park land, & extend either Vanderbilt
Street or Fairfax Road across the creek.
City Engineer to investigate areas that may possiblity covered by
grants .
There being no further business meeting adjourned at 7 : 15PM
